Council Minutes 011766106 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HA LL , MONDAY, JANUARY 17, 1966 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. I3ehrel at 8:10 P.M. The meeting opened with a prayer read by City Clerk B, -Eleanor Rohrbach followedby the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Bolek, Leer, Fig and , Czubakowski , Wagner, Swanson, French, Martin, Ponaguidi, Rateike, Szabo, Prickett. Present also were City Comptroller I3lietz, Marshall of Police Kennicott, Fire, Marshall Arndt, Commissioner of Public Works Warnicke, Building Commissioner Schuepfer, City Engineer Fletcher, and. acting City Attorney E. Iloffert, There being a quorum present, the meetlng was in order. LBPORTS OF CITY OPFICIALS: The Clerk submitted the annual report of Chief of Police Kennicott, City Comptroller's statement of cash receipts and budget report from January 1, 1965 to December 31, 196, and City Treasurer's Report for December 1965, to be places] on file. Report of Police,Chief Polite Chief Kennicott brought to Council's Kennicott, attention .the fact that major crime is down for the year 1965, there is an increase in thefts under $50, but a reduction of 100 eases iandledby the juvenile department in 1965. Ile further reported that the Police Department is proud and happy that the Junior Chamber of Commerce has selected Officer Fredericks as the "Man of the Year". Report of Fire Chief Fire Chief Arndt reported that to date rio North Maine Fire Pro- action had been taken by the builder to tection District rectify the fire hazards existing in the buildings in the North Maine Fire Protection District to date, but that the Township has erected signs on the Township roads denoting fire lanes and hydrants. ile further suggests that a meeting with the Trustees of said fire district be set after January 30th to discuss the agreement for 1966. Building Commissioner's llequest : , Legal , action against Krilich J3ldrs. Building Commissioner Schuepfere submitted a letter -requesting the City Attorney to begin prosecution a*ainst 1:r. ili_ch Builders, Village Green Estates, Golden Manor. Homes, and Lawrencewood Management Association, all of which Mr. Robert Irilich is President. It was moved by Alderman Bonaguidi and seconded by Alderman Szabo that Council concur in the Building Commissioner's request- and the City Attorney be authorized and. directed to act ace¢ordingly. Motion Carried. Commissioner of Public Works Warnicke reported that the Retention Basin on the Anderson Miller. Industrial Park is graded and fenced and is served by a 30" inlet andhas an 18" outlet. Ingress and egress is pro- vided for by a 20' easement running parallel and next to the Chicago and Northwestern freight line south spur. Commissioner of Public Yorks report, Retention Basin Anderson -Miller Indus- trial Park REPORTS OF COMMITTEES: Annexation - 7209 Alderman Martin, Chairman of the Municipal, Plainview Development Committee, reportedthat said committee has investigated the petitionfor annexation received from the owners, Richard and Donna Barron on property located at 7209 Plainview Drive and has fond that said property is contigirus to the City Limits 9f the City of Des Plaines. Municipal Development Committee recommends that we annex said property and that the City Attorney be authorized and directed to draw the necessary annexation ordinance for Ciiy Council approval. It was moved. by Alderman Martin and seconded by Alderman French that Council concur in said report. Motion Carried. Com+.ittee Meeting Alderman Rateike, Chairman of the Fire Committee, set a meeting for Tuesday February 1, 1966, with the Fire Committee, Trustees of the North Maine Fire Protection District, City Attorney DiLeonardi and Attorney W. Levander to discuss North Maine Fire Protection District contract for 1966. 108 1/17/66 P age three HOLMES & FOX Alderman Rateike gave the following report Architects for for the Building and Grounds Committee: City Garage "Your Committee on Building and Grounds has investigated architects for the new city garage and has found Holmes & Fox are qualified to draw the specifications and have submitted the lowest rate of 5-11 of the cost of construction. We, your Committees on Building and Grounds and Finance therefore recommend that Holmes & Fox be author- ized to draw specifications after a meeting with the committees and Public Works personell, in preparation of advertising for bids." It was moved by Alderman Rateike and seconded by Alderman Prickett that Council concur in said report and that the Mayor's office notify Holmes & Fox to set a meeting for Tuesday, January 25th at 7:30 P.M. JOHN GEIGER, Architect Alderman Rateike made the following report Air Conditioning & for the Building and Grounds Committee: Renovating City Hall "Your Committee on Building and Grounds has investigated the air conditioning and renovating of City Hall, and has found that much preliminary work has been done by John Geiger; also that he is very much acquainted, with the building. We recommend John Geiger be authorized to proceed with drawings and specifications in preparation to advertise. for bids - his fee to be 8% of the actual remodeling costs." It was moved by Alderman Rateike and seconded by Alderman Prickett that Council concur in said report. It was requested that City Comptroller Blietz contact Mr. John Geiger to set a meeting with the Committees. Supplemental Request Alderman French, Chairman of the Streets Section 66 CS - $7700 MFT and Traffic Committee, reported as follows: "A supplemental request for $7700 in State MFT funds to cover contract 66 CS - Improve- ment of Lee Street from Thacker to Ellinwood and the improvement of Howard from Mannheim to Lee Streets has been referred to the Streets and Traffic Committee. Your committee on Streets and Traffic has investigated. the above and has found the appropriation approved by City Council was $65,000 and the contract came to $64,806.20. Additional sidewalk and driveway work plus engineering costs total $7,700. We recommend Council approve additional expenditure of MFT funds and that the Mayor and City Clerk be authorized to sign the necessary state forms." It was moved by Alderman French and seconded by Alderman Figard that Council concur in said report. Alderman Figard moved, seconded by Alderman Czubakowski that Ordinance M-.1.:.66 be amended to grant the Police Depart- ment, all patrolmen, juvenile officers and sergeants 22% over and above the 5% overall pay increase now in the appropriation. Alderman Swanson's motion to limit pay' increases to ].0%was_ lost for a second. The petition for annexation received from Mr„ A. Field, owner of Oakview Terrace Subdivision, was referred to Municipal Development Committee. After reviewing the memorandum from Attorney DiLeonardi concerning the hearing on Cook County Zoning Pocket #989, it *as moved by Alderman Szabo and seconded by Alderman Prickett authorizing and directing the City Attorney to file a protest with Cook County Zoning Board of Appeals on'said docket. Motion Carried. After reviewing the memorandum from City Attorney DiLeonardi concerning the hearing on Cook County Zoning Docket #1001, it was agreed that Council would not object to rezoning from R-3 to R-4 of property commonly known as the John Reding property, and that a letter be written to Mt. Reding to that effect and in addition approach Mr. Reding about annexation to the City of Des Plaines. Mayot Behrel read a letter addressed to the Mayor and City Council from Alderman Shillington expressing his feelings on the excellent, capable and professional police service that Des Plaines enjoys. Excerpt; "I thank God for the many blessings that he has bestowed on me and my -family since my accident. I know of noway to adequately thank the'Police Department except to cast this unofficial ballot in favor of the best possible pay raise we can give these deserving, dedicated men in return for the skillful knowledge and service we have been receiving from our department and without which I would not be alive today." Appoint Mrs. Jean Branding for a three year term to expire December 31, 1968, to fill vacancy of John. Cotter Appoint - A. D. Mesenbrink chairman for one year. Motion Carried. It was moved by Alderman Prickett and seconded by Alderman Leer to concur in Mayor Behrel's appointment of Rev. DeVore Walterman, 711 Lyman Avenuez of the North- west Youth Foundation to the Youth Commission for a three year term to expire April 30, 1968. Motion Carried. Alderman Szabo's request for_a study _and report of all day parking on Jefferson from Mannheim to Northwest High and on Perry St. from Lee Street to Northwest Highway to three or four hour parking was referred to the Traffic Commission and Streets and Traffic Committee, Alderman Swanson, Chairman of the Sanitation Committee, made the following report: "An increase of the garbage disposal charge from Page 8 1/17/66 \ 113 Increase Garbage Disposal $1.25 to x$1,50 per month was referred to Charge (Continued) the Sanitation Committee. Your Committee has investigated and found this increase is necessary inasmuch as the appropriation for 1966 is $235,000 and the estimated receipts x$180,000. We recommend an increase of said charge effective April 1, 1966, and that the City Attorney be authorized and directed to draw the necessary amendment -Co the ordinance." It was moved by Alderman Swanson and seconded by Alderman Prickett that Council concur in said report. Motion Carried. Advertise for Bids Alderman Swanson, Chairman of the Sanitation 7' 25 cubic yd. truck Committee, reported as'follows: "The purchase Sanitation Dept. of a twenty—five cubic yard truck for the Sanitation Department has been referred to the Sanitation'Committee. Your Committee has investigated and found this equipment is neededand therefore recommend the City Clerk advertise for bids returnable February 7, 1966, and the Commissioner of Public Works draw the necessary specifications." It was moved by Alderman Swanson and seconded by Alderman Prickett that Council concur in said report. Motion Carried.
