10/21/2015 Special Meeting 2016 BudgetMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, WEDNESDAY, OCTOBER 21, 2015 CALL TO The Special Meeting of the City Council of the City of Des Plaines, Illinois, was ORDER: called to order by Alderman Smith, Chair at 6:00 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Wednesday, October 21, 2015. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Rodd, Sayad, Brookman, Chester, Smith and Charewicz. Also present were: Mayor Bogusz, City Manager Bartholomew and Assistant City Manager/Director of Finance Wisniewski. 2016 BUDGET: FINANCE COMMITTEE — Alderman Smith, Chair Discussion of the 2016 Library Budget was deferred until the November 3 Budget Hearing meeting. The remainder of the 2016 Budget will be reviewed at this meeting which includes TIF #1, TIF #3, TIF #5, TIF #6, TIF #7, Motor Fuel Tax, CDBG Fund, Grant Funded Projects, Gaming Tax, Emergency Telephone System Fund, Debt Service, Capital Projects, Equipment Replacement, IT Replacement, Water/Sewer Fund, City -Owned Parking, Metra -Leased Parking, Risk Management, and Health Benefits. The next meeting will be November 3 to finalized items which were deferred for further discussion. TIF #1: Council Request: None TIF #3: Council Request: None TIF #5: Council Request: None TIF #6: Council Request: None TIF #7: Council Request: None Motor Fuel Tax: Council Request: Alderman Chester requested the number of curbs that are able to be repaired for $150,000 and the number of curb replacements which will remain outstanding. Council Request: Alderman Sayad requested the number of sidewalk locations waiting to be repaired and the number which can be repaired if funds are increased to the Sidewalk Replacement Program. Council Request: Defer discussion until November 3 of adding an additional $400,000 into the Sidewalk Replacement Program. 2016 BUDGET: (Cont'd) CDBG Fund: Grant Funded Proiects: Gaming Tax: Emergency Telephone System: Debt Service: Capital Projects: Equipment Replacement Fund: IT Replacement: Page 2 of 3 10/21/15 Council Request: None Council Request: None Council Request: None Council Request: None Council Request: None Council Request: Defer discussion until November 3 regarding the $150,000 budgeted amount for the Northwest Hwy S -Curve Ped/Bike Underpass Feasibility Study. Alderman Sayad would like to know how the amount of $150,000 was determined. Alderman Chester requested the topic of Citywide Pedestrian/Bike projects be discussed at a future Engineering Committee Meeting. Council Request: In regard to the $2 million street resurfacing budget request on page 485, staff was requested to provide a street rating list, their approximate cost to repair and options for funding the repairs. Defer discussion until November 3. Council Request: Moved by Alderman Sayad, seconded by Chester to approve budget request on page 607 in the amount of $8,650 for one Thermal Imaging Camera associated with the Fire Department, Emergency Response Force. Motion declared carried. Council Request: Moved by Alderman Charewicz, seconded by Smith to approve budget request on page 571 in the amount of $4,500 for outfitting obsolete Police Department vehicles with the necessary safety lighting and gear to be used in the Engineering Department. Motion declared carried. Council Request: Moved by Sayad, seconded by Robinson to approve budget request on page 635 in the amount of $48,000 for Fire Department laptop replacements. Motion declared carried. Water/Sewer Fund: Council Request: Moved by Alderman Rodd, seconded by Chester to approve budget request on page 679 in the amount of $400,000 O'Hare Lake Pumping Station Improvements.
