11/16/2015CALL TO ORDER: MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 16, 2015 The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Bogusz at 6:00 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, November 16, 2015. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Rodd, Sayad, Brookman, Chester, Smith and Charewicz. A quorum was present. Also present were: City Manager Bartholomew, Assistant City Manager/Director of Finance Wisniewski, Director of Community and Economic Development Sakas, Economic Development Coordinator Pruss, Fire Chief Wax, Director of Information Technology Sora, Police Chief Kushner, Director of Public Works and Engineering Oakley, and General Counsel Friedman. EXECUTIVE SESSION: PRAYER AND PLEDGE: Moved by Sayad and seconded to go into Closed Session to discuss Purchase or Lease of Property, Setting Price to Sell or Lease Property, Pending Litigation and Collective Bargaining. Upon roll call, the vote was: AYES: 8-Haugeberg, Robinson, Rodd, Sayad, Brookman, Chester, Smith, Charewicz NAYS: 0 -None ABSENT: 0 -None Motion declared carried. The City Council recessed at 6:01 p.m. The City Council reconvened at 7:02 p.m. Roll call indicated the following Aldermen present: Haugeberg, Robinson, Rodd, Sayad, Brookman, Chester, Smith and Charewicz. A quorum was present. The opening prayer was given by Rev. Dr. Irene Taylor of the First United Methodist Church of Des Plaines, followed by the Pledge of Allegiance to the Flag of the United States of America. PRESENTATION: State Representative David Harris (53rd District) addressed the City Council regarding the current State budget impasse and answered questions from the Aldermen. PUBLIC HEARING/ PROPOSED 2015 PROPERTY TAX LEVY: MINUTES OF THE PUBLIC HEARING HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 16, 2015 Mayor Bogusz called the Public Hearing to order at 7:30 p.m. The Public Hearing was being held pursuant to legal notice regarding the Proposed 2015 Property Tax Levy. LIC./ 967 1/2 ELMHURST RD.: Consent Agenda Ordinance M-42-15 Page 2 of 13 11/16/15 Assistant City Manager/Director of Finance reviewed her Memorandum dated November 4, 2015 regarding the 2015 Property Tax Levy and answered questions from the Aldermen. There were no comments or questions from the public. The Public Hearing was adjourned at 7:31 p.m. The City Council reconvened at 7:32 p.m. Resident Zachary Selberg addressed the City Council asking about what caused the rebranding. City Manager Bartholomew will provide the information requested by the resident. City Clerk Ludwig made various announcements regarding Cook County Election information, the Youth Commission Youth Empowerment Seminar, Veterans Day event, the Municipal Clerks meeting and the Thanksgiving Eve Service on November 25, 2015. Motion declared carried. 2015 PROPERTY Assistant City Manager/Director of Finance Wisniewski reviewed her TAX LEVY: Memorandum of November 4, 2015 regarding the 2015 Property Tax Levy and answered questions from the Aldermen. Moved by Haugeberg and seconded to recommend to the City Council approval of Ordinance M-43-15 at appropriate time this evening. Motion declared carried. APPROVE Chairman Smith commented that there were three hearings regarding the 2016 2016 BUDGET: Budget and Resolution R-190-15 is on the agenda for approval. Moved by Haugeberg and seconded to recommend to the City Council approval of Resolution R-190-15 as presented at appropriate time this evening. Moved by Sayad and seconded to amend the 2016 Budget by increasing the funding for the Frisbie Senior Center by $10,000.00 ($5,000.00 for Meals on Wheels program and $5,000.00 for general expenses). Upon roll call, the vote was: AYES: 2-Sayad, Chester NAYS: 5-Haugeberg, Robinson, Rodd, Brookman, Charewicz ABSTAIN: 1 -Smith ABSENT: 0 -None Motion declared failed. Resident Wharton Sinkler addressed the Committee of the Whole requesting that the City Council approve the budget request for a Pedestrian Feasibility Study regarding the S Curve. Resident Tim Dadabo addressed the Committee of the Whole commenting on the lack of areas in which to bike, run and walk leading to downtown Des Plaines. On the motion to amend the 2016 Budget by increasing the budget by $150,000.00 for a Pedestrian Feasibility Study of the S Curve, the roll call vote was: AYES: 4 -Robinson, Rodd, Smith, Charewicz NAYS: 4-Haugeberg, Sayad, Brookman, Chester ABSENT: 0 -None Motion declared failed. Resident Wayne Serbin addressed the Committee of the Whole commenting on sidewalks that are in horrible condition. Moved by Brookman and seconded to remove $200,000.00 allocated for gateway signs and reallocate that amount to sidewalk repairs. Director of Community and Economic Development Sakas reviewed his Memorandum of November 4, 2015 regarding the Final Planned Unit Development and Final Subdivision Plat at 300 Western Avenue, Case #15 -007 - PUD -SUB and answered questions from the Aldermen. Moved by Smith and seconded to recommend to the City Council approval of Ordinance Z-35-15 at appropriate time this evening. Motion declared carried. Aldermen Haugeberg and Robinson did not agree. BUILDING CODE — Alderman Robinson, Chair Director of Community and Economic Development Sakas reviewed a Memorandum by Butch Ehrke, CBO, dated November 6, 2015 regarding amendments to Title 10 of the Des Plaines City Code, adopting the 2015 International Code Council Family of Codes and the 2014 National Electric Code as the City's Official Construction Regulations and answered questions from the Aldermen. Moved by Sayad and seconded to recommend to the City Council approval of Ordinance M-44-15 at appropriate time this evening. Motion declared carried.
