COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER,
WEDNESDAY, OCTOBER 11, 2017
The Special Meeting of the City Council of the City of Des Plaines was called to
order by Mayor Matthew J. Bogusz at 6:04 p.m.in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Wednesday, October 11, 2017.
ROLL CALL: Roll call indicated the following Aldermen present: Lysakowski, Robinson,
Rodd, Sayad, Brookman, Chester, Smith, Charewicz.
Also present were: City Manager Bartholomew, Assistant City Manager/Director of Finance Wisniewski,
Assistant Director of Finance Kolodziej, Director of Public Works & Engineering Oakley, Assistant
Director of Public Works Watkins, Assistant Director of Engineering Duddles, Director of Community &
Economic Development McMahon, Police Chief Kushner, Deputy Police Chief Burger, Deputy Police
Chief Zaprzalka, Deputy Director of Homeland Security-EMA Pluta, Fire Chief Wax, Deputy Fire Chief
Dyer, Director of Information Technology Sora, Director of Media Services DeTomasi, Director of Human
Resources Light.
2018 BUDGET:
MAYOR BOGUSZ DECLARED THAT THE CITY COUNCIL WAS NOW
RESOLVED INTO A COMMITTEE OF THE WHOLE.
FINANCE COMMITTEE — Alderman Charewicz, Chair
Alderman Charewicz stated that the 2018 General Funds would be reviewed at
this meeting including Elected Office, City Manager, Finance, Community &
Economic Development, Public Works and Engineering, Police, Emergency
Management Agency, Fire, and Police & Fire Commission. City Manager
Bartholomew and Assistant City Manager/Director of Finance Wisniewski
presented the 2018 Proposed Budget Introduction and Overview. The next
meeting will be October 18 and the final meeting will take place November 8.
Discussions were held with the Aldermen and residents regarding each of the
departments and responses were made by Staff during the discussion for each
department or fund.
OVERVIEW City Manager Bartholomew answered questions from the Alderman.
GENERAL FUND: Alderman Charewicz asked staff to provide ideas for increasing revenue at the
November 8 meeting.
Discussion was held pertaining to pensions. Assistant City Manager/Director of
Finance Wisniewski answered questions from the Aldermen pertaining to
pensions. Mayor Bogusz questioned the impact to pension funds in the last 10
years and in the future. A representative from each Pension Board is requested to
be at the November 8 meeting.

Council Request: Moved by Smith, seconded by Robinson to increase funding
by $10,000 for Health & Human Services Emergency Assistance for a total of
$12,500.
Substitute motion was made by Sayad, seconded by Chester to increase funding
by $20,000 for Health & Human Services Emergency Assistance for a total of
$22,500. Budget request is on Page 121. Motion declared carried.
Consideration for Human Resources Intern was deferred to the November 8
Budget Hearing.
Council Request: Moved by Smith, seconded by Sayad to increase funding by
$60,000 for Social Services Funding for a total of $150,000. Budget request is on
Page 125. Motion declared carried.
Ms. Mary Dankowski, Chairman, Des Plaines Youth Commission, addressed the
Committee of the Whole reviewing what the members of the Youth Advisory
Board and Commissioners have provided to the entire community and answered
questions from the Aldermen.
Council Request: Moved by Chester, to increase funding by $5,000 for the Des
Plaines Youth Commission. Motion died for a lack of a second.
A substitute motion was made by Chester, seconded by Sayad to increase funding
by $8,000 for the Des Plaines Youth Commission for a total of $15,000. Budget
request is on Page 127. Motion declared carried.

Alderman Sayad requested a lists of grants we gave to the Lobbyist & the progress
of those.

Council Request: Moved by Brookman, seconded by Sayad to approve a request
by Public Works & Engineering Facilities & Grounds for Fire Station #62 Carpet
Replacement in the amount of $15,000. Budget request is on Page 215. Motion
declared carried.
Moved by Brookman, seconded by Sayad to deny a request by Public Works &
Engineering Facilities & Grounds for New Welcome Signs at Gateway Locations
in the amount of $235,000. Budget request is on page 243. Following discussion
this item will be revisited at the November 8 meeting.
Discussion was held pertaining to Facilities Maintenance and Facilities
Replacement Cycle. Council concurred to discuss the Facilities Maintenance,
Replacement and funding at the October 18 meeting.
Council Request: Moved by Brookman, seconded by Sayad to approve a request
by Public Works & Engineering Facilities & Grounds for Police Department
Ceiling Heater Inspection & Repair in the amount of $15,000.00. Budget request
is on Page 247. Motion declared carried. Alderman Smith and Charewicz voted
no.

request by the Fire Department Emergency Services for Detoxification Units in
the amount of $26,190.00.
Substitute motion was made by Sayad, seconded by Rodd to move this item to the
November 8 meeting. Budget request is on Page 347. Motion declared carried.
Alderman Robinson, Brookman and Chester voted no.

MAYOR BOGUSZ ASSUMED THE CHAIR AND DECLARED
THE CITY COUNCIL BACK IN SESSION.
Moved by Brookman, seconded by Sayad, to adjourn the Special Meeting of the
City Council. Motion declared carried. Meeting adjourned at 9:32 PM.
