The regular meeting of the City Council of the City of Des Plaines, Illinois, was
called to order by Mayor Bogusz at 7:01 p.m. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Monday, July 18, 2016.
Roll call indicated the following Aldermen present: Haugeberg, Robinson, Rodd,
Sayad, Brookman, Chester, Smith and Charewicz. A quorum was present.
City Manager Bartholomew, Assistant City Manager/Director of Finance
Development Coordinator Pruss, Fire Chief Wax, Police Chief Kushner, Director

MINUTES OF THE PUBLIC HEARING HELD IN THE
ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS,
DES PLAINES CIVIC CENTER, MONDAY, JULY 18, 2016
Mayor Bogusz called the Public Hearing to order at 7:04 p.m. The Public
Hearing was being held regarding the Draft Annual Action Plan (Program Year
2016). The City published a legal notice for PY2016 Annual Action Plan in Des
Plaines Journal on May 27, 2016 for public comment.
Economic Development Coordinator Pruss reviewed her Memorandum dated
June 27, 2016 and answered questions from the Aldermen.
There were no further comments or questions from the public.
The Public Hearing was adjourned at 7:08 p.m.
The City Council reconvened at 7:09 p.m.
Mrs. Rosemary Argus, Executive Director of the Des Plaines Community
Foundation, addressed the City Council announcing the annual Fundraiser at the
Rivers Casino on September 9, 2016 from 4 to 8 p.m. The money raised is used
for people in need who live and/or work in Des Plaines.
Resident Lenny Thorne addressed the City Council commenting on roofing
contractors and others who solicit door-to-door; he hears many complaints from
residents and urged the City Council to adopt higher standards. This matter will
he referred to the Building Code Committee for discussion.

City Clerk Ludwig announced the sole bid received on July 11, 2016 at 10:00
a.m. for the purchase and delivery of a Custom Triple Combination Pumper Fire
Apparatus per specifications submitted by Pierce Manufacturing, Inc., Appleton,
Wisconsin, was referred to Staff for review.
City Clerk Ludwig announced the sole bid received on July 13, 2016 at 10:00
a.m. for the delivery and purchase of a Pipeline Televising Inspection System
submitted by EJ Equipment, Manteno, Illinois, was referred to Staff for review.
City Clerk Ludwig announced various community events taking place during
July, August and September.

6, 2016 regarding consideration of Map Amendment and Planned Unit

Richard Vane, 240 North Industrial Drive, Bradley, Illinois is requesting a (i)
Preliminary Planned Unit Development (PUD) pursuant to Section 12-3-5 of the
1998 City of Des Plaines Zoning Ordinance, as amended, to allow for the
construction of a parsonage and parking; and (ii) an Amendment to the Official
Des Plaines Zoning Map, as amended, to reclassify the property from the R-1
Single -Family Residential to R-3 Townhouse Residential District.
At its July 28, 2016 meeting, the Planning and Zoning Board of Appeals
recommended (7-0) that the City Council approve the Map Amendment from R-
1 to R-3 Zoning District and the Preliminary Planned Unit Development (PUD)
to allow for the construction of a parsonage and parking subject to conditions.
Staff also recommended approval.
Ms. Pruss answered questions from the Aldermen.
Resident Allen Nelson addressed the Committee of the Whole presenting a
petition opposing the construction of a parsonage and parking with 64 names
listed.
Discussion was held regarding the conditions required by the Planning and
Zoning Board. Petitioner Richard Vane representing the Chicago Mar Thoma
Church answered questions regarding the issue of preserving the trees.
Moved by Haugeberg, seconded by Sayad, to recommend to the City Council
approval of the Map Amendment from R-1 to R-3 Zoning District and the
Preliminary Planned Unit Development (PUD) to allow for the construction of a
parsonage and parking subject to conditions and that Ordinance Z-13-16 be

395 N. EIGHTH Des Plaines, is requesting a Final Plat of Subdivision for the Johler Farm
AVE.: Subdivision to create two lots of 41,015 square feet and 18,221 square feet (0.94
and 0.42 acres) in the R-1, Single -Family Residential Zoning District.
At its July 28, 2016 meeting, the Planning and Zoning Board recommended (7-
0) that the City Council approve the Final Plat of Subdivision for the Johler Farm
Subdivision to create two lots of 41,015 square feet and 18,221 square feet (0.94

Economic Development Coordinator Pruss reviewed a Memorandum dated July
6, 2016 regarding consideration of a Conditional Use permit for 445 South River
Road, Case #16 -025 -CU. Petitioner Mathew Edukutharayil, 1090 Flamingo
Drive, Roselle, Illinois is requesting a Conditional Use Permit under Section 12-
7-3.K of the 1998 City of Des Plaines Zoning Ordinance, as amended, to operate
a car wash and auto detailing facility on a site less than 25,000 square feet.
At its July 28, 2016 meeting, the Planning and Zoning Board recommended (7-
0) that the City Council approve the Conditional Use permit subject to conditions.
Staff also recommended approval.
Discussion was held.
Attorney Nancy Sander representing the Petitioner answered questions from the
Aldermen.
Moved by Haugeberg, seconded by Chester, to recommend to the City Council
approval of the Conditional Use permit subject to conditions and that Ordinance
Z-15-16 be adopted at appropriate time this evening. Motion declared carried.
Economic Development Coordinator Pruss reviewed a Memorandum dated June
29, 2016 regarding consideration of Major Sign Variations for 567 Algonquin
Road, Case #16-030-V. Petitioner Deacon David Brezinski, 567 West Algonquin
Road, is requesting Major Sign Variations to Section 12-11-6 of the 1998 City of
Des Plaines Zoning Ordinance to allow the installation of an Electronic Message
Board sign, on the existing monument sign with the following variations: 1) to
allow the height variation to 7.5 fee, 2) to allow the LED portion of the sign to
occupy 36.74% of the total sign area, and 3) to permit the electronic message sign
to be located within 155 feet of a residence in the R-1, R-2 and R-3 residential
districts.
At its June 28, 2016 meeting, the Planning and Zoning Board recommended (7-
0) that the City Council approve the requested Major Sign Variations to allow
the installation of an Electronic Message Board sign, on the existing monument
sign with the following variations: 1) to allow the height variation to 7.5 fee, 2)
to allow the LED portion of the sign to occupy 36.74% of the total sign area, and
3) to pennit the electronic message sign to be located within 155 feet of a
residence in the R-1, R-2 and R-3 residential districts.

Economic Development Coordinator Pruss reviewed a Memorandum dated July

Attorney Lawrence M. Freedman representing Lexington Point appeared before
the Committee of the Whole to answer questions from the Aldermen.

issue of the type of fencing between the townhomes and Immanuel Lutheran

approval authorizing the use of City -owned property for a City -sponsored
Community Garden and that Resolution R-112-16, as amended, be adopted at
appropriate time this evening. Aldermen Haugeberg, Robinson, Rodd, Sayad,

Mr. Brad Navarro of Walker- Parking Consultants addressed the Committee of
the Whole and answered questions from the Aldermen.
Discussion was held.
It was the consensus of the Aldermen to direct Staff to submit a cost to design the
City Hall parking deck for the 2017 Budget. Aldermen Brookman and Chester
did not agree.

Resident Patricia Thompson, a retired U.S. Army Military Librarian, addressed
the City Council giving the history of the U.S. Flag Code and protocol regarding
the displaying of flags on municipal property.
Staff was directed to survey surrounding communities regarding a policy to fly

RESOLUTION AUTHORIZING THE FLYING OF THE LAW
ENFORCEMENT FLAG AT THE DES PLAINES CITY HALL IN HONOR OF
FALLEN DALLAS AND OTHER LAW ENFORCEMENT OFFICERS. Upon
roll call, the vote was:
AYES: 8-Haugeberg, Robinson, Rodd, Sayad,
Brookman, Chester, Smith, Charewicz
NAYS: 0 -None
ABSENT: 0 -None
Motion declared carried.
Moved by Brookman, seconded by Sayad, that the Blue Line law enforcement
flag or the Firefighter Memorial flag can be flown without prior City Council
approval to recognize the loss of life in these services for a period of not more
than 30 days. The existing Firefighter Memorial flag at the permanent Memorial
for Robert Coombs at Station 3 will be allowed to continue to fly.
Discussion was held.
Motion by Charewicz to defer this matter to Committee for discussion. There
was no second and the motion was not considered.
Moved by Rodd, seconded by Robinson, to adopt a substitute motion to rescind
the flag policy enacted July 5, 2016.
Alderman Robinson withdrew his second and the motion was not considered.
Moved by Haugeberg, seconded by Robinson, to table this matter to the Regular
City Council Meeting of August 15, 2016 to allow Staff time to survey
surrounding communities regarding a flag policy. Aldermen Haugeberg,
Robinson, Sayad, Chester and Charewicz agreed. Aldermen Rodd, Brookman
and Smith did not agree.
