Bartholomew, ICMA-CM, City Manager Subject: Consideration of establishing a Process to reduce water rates At the request of Aldermen Chester, Sayad, and Brookman, the Agenda for our July 18th regular Council Meeting has been amended to add a new agenda item under New Business to consider a process, for reducing water rates as the City saves money due to the Northwest Water Commission connection. The intent would be to reduce water rates equal to 50% of the saves that are realized. Under this agenda item, Alderman Chester intends to make a motion to direct staff to develop a procedure to reduce water rates and bring back a resolution based on City Council direction and action. Attachment: Resolution R-114-16 Page 1 of 3 CITY OF DES PLAINES RESOLUTION R - 114 - 16 A RESOLUTION AUTHORIZING THE FLYING OF THE LAW ENFORCEMENT FLAG AT THE DES PLAINES CITY HALL IN HONOR OF FALLEN DALLAS AND OTHER LAW ENFORCEMENT OFFICERS WHEREAS, the City of Des Plaines (“City”) is a home rule municipality pursuant to Article VII, Section 6 of the Constitution of the State of Illinois; and WHEREAS, on July 7, 2016, five Dallas law enforcement officers were gunned down and killed in the line of duty and seven others wounded in the deadliest single incident for U.S. law enforcement since September 11, 2001; and WHEREAS, these are the Dallas officers whose lives were lost:  DPD Senior Cpl. Lorne Ahrens, age 48, who had been with the department since 2002;  DPD Officer Michael Krol, 40, who had been with the department since 2007;  DPD Sgt. Michael Smith, 55, a former Army Ranger who had been with the department since 1989;  DART Officer Brent Thompson, 43, a former Marine who had been with the department since 2009;  DPD Officer Patrick Zamarripa, 32, a former Navy sailor and Iraq War veteran who had been with the department since 2011; and WHEREAS, the City Council of the City of Des Plaines desires to express its sincere condolences and to recognize the supreme sacrifice paid by these five brave officers; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines, Cook County, Illinois, in the exercise of its home rule powers, as follows: SECTION 1: RECITALS. The foregoing recitals are incorporated into, and made a part of, this Resolution as findings of the City Council. SECTION 2: FLYING OF LAW ENFORCEMENT FLAG; RECOGNITION OF SACRIFICE. The City Council hereby authorizes and directs that the Law Enforcement Flag be flown over the City Hall of the City of Des Plaines through and including July 31, 2016 to honor the five Dallas officers and all law enforcement personnel throughout the country who have lost their lives in the line of duty. The City of Des Plaines stands in solidarity with the City of Des Plaines Police Department and with law enforcement personnel throughout the country. SECTION 3: EFFECTIVE DATE.
