CALL TO ORDER: The meeing was called to order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, Violf,
Harm, Halverson and Morava.responding to ro117call. Aldermen Kehe was absent
because he was on vacation,: and Alderman Scharringhausen was also absent the
entire meeting,..: 1
OFFICIAL REPORTS: The City Clerk submitted the reports of Building
Inspector F. Scharr.inghausen, Electrical Inspector A. Rieck,land the City C lerkts
report of receipts for the month of January, The City Clerk's Annual Report
for the year 1946 was also presented.

(:\t mission, held a public meeting at the hour of 8:30 on January 9, 1947, in the
City Council Chambers, Municipal Puilding; Des Plaines, Illinois,• for the purpose
= of hearing comments and objections in the matter of changing the zoning resi-
-- dential area "A" to commercial district on' the following described real estate:
Lots 20, 21, 22, 23, and 24, in nock 3, in John Alles,, Jr.
Subdivision of Lots 1, , 3, 4, 5, and 6, in the original
town of Rand, (now City,of Des Plaines), in parts of Sections
16, 17, 20, and 21, in ownship 41 North, Range 12, East of
the 3rd P.M., in Cook Qiunty, Illinois, and commonly known as
651 Des Pla ines4vEnue, Des Plaines, Illinois.
This meeting was very vreli.attended by the property owners adjacent
to the property dn question as well as the petitioner for the rezoning.
After much discussion, certain facts dere pretty well determined.
Relative to the property involved, the property to the east is rather thickly
settled residential area that irs now, classified. as residential area "A" and
the property on the vaes,t side of Des, Plaines Avenue is commercial at the
• present time. .
Des Plaines Avenue, being,an:arterial highway, carries c• onsiderable
traffic and looking . ahead 'a year or, two, this particular avenue will carry
considerable more traffic than it does now, due to certain plans that will re-
route the traffic from Lee Street onto Mannheim Road will be diverted to Des
g< Plaines Avenue until bther projects rare developed, to relieve this congestion.
Further, the side wtreets,in this particular area are quite narrow -
and are not suitable for parking purposes. For safety reasons, we believe
• that such a reclassification would create considerable traffic hazard as this
area will be quite congested from a ,traffic standpoint., Therefore for safety
reason4 we recommend that the•petit4ion to rezone this property be denied.

Pursuant to law, your Zoning Board of Appeals held a public meeting

AT 8 o'clock P.M., J:nuary 9, 1947, in the Council Chambers, Municipal Building,
Des Plaihes, Illinei., for the purpose of hearing comments and objections on
a change in variatio of the Zoning Ordinance on the following -described property:
E 500 of L 6, Block 19, D.P. Manor Tract #2, Section 17,
T 41, Rang 12, E of the 3rd P.LV.,'known as 916 Greenview Ave.
On the abo e -described property, the owner tore down a garage and
found out after a s vey that the garage he tore down was partly on the adjacent
lot. Building a new garage, he found out from the survey that he could not
maintain the setback for Class A residential property of 3 feet between any
building and the lot line.
It would i flict considerable hardship onthe owner of -this property,
due to our ordinance for off -the -street parking, if such'a variation was not
granted.
Therefore, we recommend to the building inspector and are sending him
a copy of this letter', to issue a permit for this building providing the structure
can be built within tJe property line of the owner's property and at no pla ee
along'the lot line shall the building or foundation be closer than 6 inches to
the lot line.

APPROVE BON I OF ESSER AND SONS: The City Attorney informed the Coun-
cil that the,bond of -ser & Sons on the contract for the new pump house was
satisfactory.' The mo ion was then made by Alderman. Halverson and seconded by
Johnson to approve 3th: bond of Esser &'Sons. The-Ootion was voted upon by ac-
clamation whereupon tie Mayor declared'the motion carried and the bond approved.

ZONING BOARD OF APPEALS' REPORT ON PLAT AT CUMBERLAND STATION:
The Clerk read the following report:

Gentlemen:
Pursuant to your request, the Zoning Board of Appeals held a Public
Hearing at the Des Plaines City Hall, February 11; 1947, at 8:00 P. M.;after
publication of Zoning Legal Notice as prescribed by law, to reconsider reclas•
sification of real estate commonly known as Triangular Tract lying between
the Belt Line and Northwestern Railroad, North of -Golf goad and West of the
Cumberland Station (legally described in accompanying Legal Notice), frmm
single family residential classification to light industry and .commercial
classification. Inasmuch as no new information was presented at this hearing
sufficient to warrant a change in the decision rendered by this board after
the previous hearing on this proposal, we recommend that.the petition be
denied.
