MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, DECEMBER 2, 1985 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:09 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, December 2, 1985. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck, Hardiman, Gebert, Sarlo, Chiropolos, Addante. Aldermen Kisslinger, Adams, Ward and Zanca were absent. Aldermen Kisslinger, Adams and Zanca arrived at 8:26 P.M. Also present were: City Treasurer Fredricks, City Comptroller Blietz, Superintendent of Public Works Matula, Municipal Department Deputy Director Trost, Police Chief Kozenczak, Fire Chief Clark, Human Resources and Services Department Acting Director Schaer, Administrative Officer Taylor, and Corporate Attorney James P. Bartley. PRAYER AND PLEDGE: The opening prayer was given by Pastor J. W. Jackson, Christ Church, followed by the Pledge of Allegiance to the Flag. PRESENTATIONS: Code Enforcement Officer Phil Lindahl presented environ- mental patches from the Des Plaines Environmental Control Commission to Cub Scouts Bredan Giese and Brett Ludwic, and Cubmaster Brian Mulcrone, all of Cub Scout Pack 222, on behalf of the over three hundred volunteers who participated in the Des Plaines River clean-up during 1985. Also present were Dick Wilson, Environmental Con- trol Commission and Joe Hyland, President - Des Plaines Izaak Walton League. MINUTES: Forest View High School Football Coach Fred Lussow and two representatives from the team, Jack D. Smith and Chris A. Loquercio, were presented Certificates of Appreciation by Mayor Seitz. The team is the 1985 2nd Place Class 5A Football Conference Champions. Moved by Sarlo, seconded by Bonk, to approve Minutes of the regular meeting of the City Council held November 18, 1985, as published. Correction: Page Six, Paragraph Seven, Line One, should read: "Moved by Chiropolos, seconded by Sarlo." Following correction, motion declared carried. Moved by Schneck, seconded by Bonk, to approve Minutes of special meeting of the City Council held November 20, 1985, as published. Motion declared carried. RATIFICATION Moved by Muehlenbeck, seconded by Schneck, to adopt the OF PURCHASE recommendation of the Finance Committee to ratify ORDER: purchase order #40007 to H & H Electric Company, 2830 Commerce Street, Franklin Park, IL 60131, in the amount of $3,321.16, for repair of light pole at Cumberland Circle. Upon roll call, the vote was: AYES: 11-Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck, Hardiman, Gebert, Sarlo, Chiropolos, Addante NAYS: 0 -None ABSENT: 4-Kisslinger, Adams, Ward, Zanca Motion declared carried. 12/2/85 PAGE TWO 384. BILLS PAYABLE: Moved by Muehlenbeck, seconded by Schneck, to adopt the recommendation of the Finance Committee to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $765,818.47. Upon roll call, the vote was: AYES: 11-Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck, Hardiman, Gebert, Sarlo, Chiropolos, Addante NAYS: 0 -None ABSENT: 4-Kisslinger, Adams, Ward, Zanca Motion declared carried. SATELLITE Moved by Volberding, seconded by Martin, to amend motion ANTENNAS: deferred at November 18, 1985 Council meeting that Ordinance M-61-85 having to do with installation of (Deferred satellite antennas be adopted at appropriate time, as Item) follows: Page Two of Ordinance M-61-85, Section 4-6-3, Paragraph Two, Line Five, delete "provided that the overall height of the satellite antenna does not exceed 35 feet from ground to the top of the antenna." Page Three, Section 4-6-5, delete Paragraph Three. Motion declared carried. PURCHASE OF RADIO FOR FIRE DEPT.: Moved by Martin, seconded by Volberding, to further amend the motion as follows: Page Two, Section 4-6-3, Paragraph Two, Line Four, insert the word "licensed" before the words "structural engineer." Motion declared carried. Alderman Chiropolos voted no. After considerable discussion, moved by Zanca, seconded by Martin, to call for the question. Motion declared carried. Alderman Chiropolos voted no. Upon roll call on the original motion as twice amended, the vote was: AYES: 10-Muehlenbeck, Volberding, Bonk, Martin, Wetter, Kisslinger, Hardiman, Sarlo, Addante, Zanca NAYS: 4-Schneck, Adams, Gebert, Chiropolos ABSENT: 1 -Ward Motion declared carried. Moved by Zanca, seconded by Volberding, to adopt the recommendation of the Public Safety Committee to approve purchase of a 12 -Watt Apcor Telemetry Radio for the Fire Department's new ambulance in the amount of $4,259, including trade-in. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Zanca NAYS: 0 -None ABSENT: 1 -Ward Motion declared carried. HEALTH/FITNESS Moved by Zanca, seconded by Volberding, to adopt the EVALUATIONS recommendation of the Public Safety Committee that City FOR FIRE DEPT.: enter into contract with Northeastern Illinois University 5500 N. St. Louis Avenue, Chicago, IL 60625, to conduct Health/Fitness Evaluations for Fire Department personnel at a cost of $60.00 per person, as needed. Moved by Bonk, seconded by Zanca, to adopt the recommenda- tion of the Public Works Committee to authorize the sale of certain Public Works Department equipment, and City Attorney be authorized to draft necessary ordinance (Ordinance M-64-85 is on First Reading this evening). Motion declared carried. ORDINANCE Held on Second Reading was Ordinance M-62-85, AN ORDINANCE M-62-85 VACATING THE PUBLIC STREET COMMONLY KNOWN AS ELLINWOOD VACATION OF STREET, LYING NORTHWESTERLY OF THE WESTERLY R.O.W. LINE ELLINWOOD: OF DES PLAINES/RIVER ROAD AND 100.22 FEET SOUTHEASTERLY OF THE SOUTHEAST R.O.W. LINE OF PEARSON STREET, IN DES PLAINES, ILLINOIS. ORDINANCE Held on Second Reading was Ordinance M-63-85, AN ORDINANCE M-63-85 AUTHORIZING THE SALE OF CERTAIN PROPERTY OF THE CITY OF RIVER WOODS DES PLAINES (RIVER WOODS PARK. LTD.). PROJECT: VOTE OF Moved by Martin, seconded by Zanca, to give a vote of CONFIDENCE: confidence against the Mayor combining the Engineering and Municipal Development Departments. Letter from Mayor Seitz regarding the appointment of Robert J.
