MINUTES OF THE SPECIAL '_MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS,
HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER, WEDNESDAY,
NOVEMBER 20, 1985
The Special Meeting of the City Council of the City of Des Plaines
was called to order by Mayor John E. Seitz, at 7:30 P.M., in the
Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic
Center, on Wednesday, November 20, 1985.
Roll Call indicated the following Aldermen present:
Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger,
Adams, Hardiman, Gebert, Sarlo and Zanca. Aldermen Chiropolos,
Addante and Ward were absent.
Also present were: City Attorney Smith and Administrative Officer
Taylor.
PLEDGE: Pledge of Allegiance to the Flag was said by those present.
PURPOSE:
DISCUSSION:
Mayor Seitz announced that this special meeting was called at the
request of the Third Ward Aldermen, for the purpose of discussing
the matter of the Waycinden Park tax bills and to consider the
authorization of expenditure of City funds to defray the recent
protest filing fees incurred by the Waycinden Park residents.
Discussion was held regarding the Waycinden Park situation, the
pending lawsuit with the Elk Grove Rural Fire Protection District
and the recent Court order resulting frau the lawsuit between the
Elk Grove Rural Fire Protection District and Stanley Kusper's Office
requiring the Waycinden homeowners to file tax objection forms and
paying a $31.00 filing fee to the County per objection filed.
Due to the great inconvenience caused the homeowners, namely, the
homeowners having to file in a short period of time, plus the
added confusion caused by the Cook County Clerk's Office, the Third
Ward Aldermen asked the City to help defray the filing costs
incurred by the homeowners, as a courtesy to the homeonwers.
Moved by Volberding, seconded by Wetter, to authorize City expendi-
ture of not more than $31.00 per household, to defray filing fee
expenses of the Waycinden Park residents, not to exceed total of
517 households; not to exceed total of $16,027. Upon roll call the
vote was:
AYES: 9 - Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck,
Kisslinger, Gebert, Zanca
NAYS: 3 - Adams, Hardiman, Sarlo
ABSENT: 3 - Chiropolos, Addante, Ward
Motion declared carried.
ADJOURNMENT: Moved by Martin, seconded by Bonk, that the special meeting of the
City Council adjourn. Motion declared carried. Meeting adjourned
8:10 p.m.
