MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, OCTOBER 21, 1985 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:55 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, October 21, 1985 ROLL CALL: Roll Call indicated the following Aldermen present: Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Ward, Zanca. Aldermen Muehlenbeck, Kolinski and Adams were absent. Alderman Adams arrived at 8:57 P.M. Also present were: City Treasurer Fredricks, City Comptroller Blietz, Superintendent of Streets Kozlinka, Police Chief Kozenczak, Fire Chief Clark, Municipal Development Department Acting Director Trost, Human Resources and Services Department Acting Director Schaer, City Engineer Schrake, Administrative Officer Taylor, and City Attorney Smith. PRAYER AND PLEDGE: The opening prayer was given by Pastor Donald Hobbs (Retired), followed by the Pledge of Allegiance to the Flag. PRESENTATION: On behalf of the City, Mayor Seitz accepted a Certificate of Appreciation from Joyce Carter, Chairman of the Board Des Plaines Special People, Inc., for assisting in the purchase of lift van for the disabled of Des Plaines and Maine Township. MINUTES: Moved by Bonk, seconded by Volberding, to approve Minutes of the regular meeting of the City Council held October 7, 1985, as published. Motion declared carried. ZONING CASE 85-40-V, 2093 RAND ROAD: (Deferred Item) Moved by Ward, seconded by Martin, to amend the motion deferred at the October 7, 1985 Council meeting to concur with Des Plaines Zoning Board of Appeals to grant variation for property located at 2093 Rand Road, to add "and the approval recognizes the deferred responsibility of the commercial property owner to install the fence at any time in the future that the adjacent residential owner requests that the fence be installed," and to authorize the City Attorney to draft necessary ordinance. ADVERTISING Moved by Bonk, seconded by Addante, to adopt the FOR BIDS FOR recommendation of the Public Works Committee that City REPAIR OF Engineering be authorized to write specifications for PARKING repair of the Civic Center and Behrel Parking Decks and DECKS: to advertise for bids; bid return date to be determined at a later time. Motion declared carried. REPAIR OF SALT DOME: Moved by Bonk, seconded by Chiropolos, to adopt the recommendation of the Public Works Committee to accept proposal from VLS Protective Coatings, Inc., 690 First Avenue, Des Plaines, IL, to high pressure clean and coat the entire exterior of the Salt Shed (Dome) at the Public Works Garage at a cost of $4,950, plus an additional $400 if a cherry picker is not available.
