MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, SEPTEMBER 16, 1985 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:14 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, September 16, 1985 ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Sarlo, Chiropolos, Ward, Zanca. Aldermen Hardiman, Gebert and Addante were absent. Alderman Gebert arrived at 8:16 P.M. Also present were: City Treasurer Fredricks, City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Kozenczak, Fire Chief Clark, Municipal Development Department Acting Deputy Director McKoveck, Human Resources and Services Department Acting Director Schaer, City Engineer Schrake, Administrative Assistant Taylor, and City Attorney Smith. PRAYER.AND PLEDGE: The opening prayer was given by Reverend Paul Haberstock, Immanuel Lutheran Church, followed by presentation of Colors and Pledge of Allegiance to the Flag led by Troop 222 Webelos Scouts, St. Mary's Church. PUBLIC A public hearing was held re the $7,250,000 Industrial HEARING: Development Revenue Bond application from Des Plaines Industrial Park Venture, 2301 Mt. Prospect Road, (see attached). MINUTES-: Moved by Volberding, seconded by Bonk, to approve Minutes of the regular meeting of the City Council held September 3, 1985, as published. Addition: Page Three, Paragraph One, Line Four, add after the word to "947' northeast and." After addition, motion declared carried. EXECUTIVE Moved by Muehlenbeck, seconded by Gebert, to go into SESSION: Executive Session to discuss acquisition of property. Motion declared carried. Meeting recessed at 8:21 P.M. Council reconvened at 8:36 P.M. BILLS PAYABLE: Moved by Muehlenbeck, seconded by Ward, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $413,045.45. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Ward, Zanca NAYS: 0 -None ABSENT: 2-Hardiman, Addante Motion declared carried. EXTENSION OF Moved by Muehlenbeck, seconded by Ward, to adopt the IDRB recommendation of the Finance Committee to grant request AUTHORIZATION: from Des Plaines Industrial Park Venture (Monterey Industrial Properties) for extension of their IDRB author- ization to the next City Council meeting, October 7, 1985. Motion declared carried. TRANSFER OF FUNDS: 357. 9/16/85 PAGE TWO Moved by Muehlenbeck, seconded by Ward, to adopt the recommendation of the Finance Committee that funds be transferred from the Accumulation Library Fund to the General Library Fund in the amount of $165,000 for the purpose of purchasing property due north of the Library, and City Attorney be authorized to draft necessary ordinance. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Ward, Zanca NAYS: 0 -None ABSENT: 2-Hardiman, Addante Motion declared carried. POLICE IN- Moved by Zanca, seconded by Volberding, to adopt the SERVICE recommendation of the Public Safety Committee that City TRAINING enter into an agreement with the Village of Addison and AGREEMENT: Kendall County, establishing a Mobile Team In -Service Training Unit at a cost of $30 per year per Police Officer. (Resolution R-32-85 to come before the Council later in the evening). Motion declared carried. PARKING Moved by Chiropolos, seconded by Martin, to adopt the OVERFLOW, recommendation of the Engineering Committee to grant 1666 TOUHY: request for temporary 90 -day waiver of 2 -hour parking limit at Lawson Products, Inc., 1666 E. Touhy Avenue, on north side of Sherwin Avenue from Drummond Incorporated to Bradley Printing. Motion declared carried. FENCE Moved by Volberding, seconded by Kisslinger, to adopt the VARIATION, recommendation of the Building Code Committee to grant 1575 S. request for 242' of 5' chain link fence on Wolf Road side WOLF ROAD: of property located at 1575 S. Wolf Road (Calvary Presbyterian Church). Motion declared carried. SATELLITE Moved by Volberding, seconded by Bonk, to adopt the ANTENNA recommendation of the Building Code Committee to grant SYSTEMS: 30 -day extension to 60 -day moratorium on issuance of permits for installation of satellite antennas in residential zoned areas approved at City Council meeting of July 15, 1985. Motion .declared carried. ORDINANCE Moved by Volberding, seconded by Martin, to adopt Ordinance M-47-85 M-47-85, AN ORDINANCE AMENDING 1-15-4(A) SCHEDULE 1-A OF CHANGE OF THE DES PLAINES CITY CODE, TO CHANGE THE TITLE OF "FIRE POSITION CAPTAIN ASSIGNED FIRE PREVENTION BUREAU SUPERVISOR DUTIES" TITLE/FIRE TO READ "FIRE OFFICER ASSIGNED FIRE PREVENTION BUREAU DEPT: SUPERVISOR. Upon roll call, the vote was: AYES: 14-Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Ward, Zanca NAYS: 0 -None ABSENT: 2-Hardiman, Addante Motion declared carried. ORDINANCE Moved by Adams, seconded by Bonk, to adopt Ordinance M-48-85 M-48-85, AN ORDINANCE AMENDING SECTION 10-11-2 OF CHAPTER COMMERCIAL 11, TITLE X, OF THE DES PLAINES CITY CODE, TO INCREASE THE PARKING LOT ANNUAL FEE FOR OPERATING A PARKING LOT TO $250.00 FOR NO FEES: MORE THAN 50 CARS, $500.00 FOR PARKING OVER 50 CARS, AND TO PROHIBIT COMMERCIAL PARKING ON UNPAVED PROPERTY. TENRIKYO Moved by Schneck, seconded by Zanca, authorizing Building CHURCH, Department to stop construction of parking lot entrance 395 GOLF: and driveway on Norman Court of Tenrikyo Church, 395 W. Golf Road, until the Municipal Development Committee meets on Monday, September 23, 1985. Motion declared carried. ORDINANCE Moved by Volberding, seconded by Bonk, to waive First M-52-85 Reading and place on passage Ordinance M-52-85. Motion FIRE FLOW/ declared carried. HYDRANT TEST FEES: Moved by Volberding, seconded by Sarlo, to adopt Ordinance M-52-85, AN ORDINANCE AMENDING SECTION 3-2-8 OF TITLE III, CHAPTER 2 OF THE DES PLAINES CITY CODE, TO ADD THERETO A NEW SUBSECTION (H) PERTAINING TO FIRE FLOW/HYDRANT TEST FEES.
