TUESDAY, SEPTEMBER 3, 1985
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor John
E. Seitz at 8:14 P.M. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Tuesday,
September 3, 1985.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck,
Kisslinger, Adams, Hardiman, Sarlo, Chiropolos, Addante,
Zanca. Absent were Aldermen Kolinski, Gebert, and Ward.
Also present were: City Treasurer Fredricks, City Comptroller Blietz,
Commissioner of Public Works Matula, Police Chief Kozenczak, Fire_Chief;
Clark,_. Municipal Development Department Acting Director Trost, Human
Resources and Services Department Acting Director Schaer, City Engineer
Schrake, Administrative Assistant Taylor, and City Attorney Smith.

MINUTES:
The opening prayer was given by Pastor Merlin Mather,
First United Methodist Church, followed by the Pledge of
Allegiance to the Flag.
State Representative Penny Puller presented a proclamation
to the City from the House of Representatives commemorating
our Sesquicentennial. Sesquicentennial Commission Co -
Chairman, Ed Keane, presented an update of the activities
planned during Sesqui Week, September 6 - 15, 1985, and
Orville Kurtz, member of the Sesquicentennial Commission
Steering Committee, presented a model of the park to be
dedicated to the City at the closing ceremonies on
November 24, 1985.
Moved by Bonk, seconded by Sarlo, to approve Minutes of
the regular meeting of the City Council held August 19,
1985, as published. Motion declared carried.

Funds for a total cost of $7,200. Upon roll call, the

recommendation of the Finance Committee that an add-on
station to the existing WS -300 NCR computer network be
purchased from NCR Corporation, 150 N. Michigan Avenue,
Chicago, IL 60601, to be used for Water and Sewer System
Management in the Engineering Department, for a total cost
of $4,538.36, using Sewer Bond funds. Upon roll call,
the vote was:

recommendation of the Finance Committee to authorize City
administration and Ed Benjamin of Benjamin & Lang, City's
financial consultants, to review request from R. Franczak
& Associates for $5,200,000 Housing Development Bonds for
The Riverwalk Apartments project, 533-581 Des Plaines
Avenue, and prepare the necessary recommendation for
Finance Committee's review. Motion declared carried.
Moved by Bonk, seconded by Chiropolos, to adopt the
recommendation of the Public Works Committee that Ordinance
M-46-85 re sale of City -owned property (four automobiles
and two trucks) be adopted at appropriate time this
evening and copy be sent to Northwest Municipal Conference
no later than September 12, 1985. Motion declared carried.
Moved by Chiropolos, seconded by Sarlo, to adopt the
recommendation of the Engineering Committee that Mayor
and City Clerk be authorized to sign Supplemental Resolu-
tion in the amount of $40,000 MFT Funds, and authorize
Engineering Department to advertise for bids for 1985
50/50 Sidewalk Repair Program; this is a budgeted item.
Motion declared carried.
Moved by Chiropolos, seconded by Martin, to adopt the
recommendation of the Engineering Committee that Mayor
and City Clerk be authorized to sign Supplemental Resolu-
tion in the amount of $185,000 MFT Funds, and authorize
Engineering Department to advertise for bids for 1985
MFT Resurfacing Project for Wille Road, Redeker Road and
Mary Street. Motion declared carried.
Moved by Chiropolos, seconded by Martin, to adopt the
recommendation of the Engineering Committee that Public
Works Department paint pedestrian crosswalk per IDOT speci-
fications at Lee and Perry Streets. Motion declared
carried.
Moved by Martin, seconded by Chiropolos, to adopt the
recommendation of the Engineering Committee that Engineer-
ing Department be authorized to go out for bids for the
repair of 35 catch basins in the Waycinden Park area;
funds to come from Sewer Rehabilitation Bond funds.

PARKING ON Moved by Kisslinger, seconded by hiropolos, to adopt the
BRENTWOOD recommendation of the Engineerin Department to allow
DRIVE: 15 minutes parking only on south side of Brentwood Drive from
corner of Dulles Road to(947' northeast and
all other portions of Brentwood Drive to be posted with
"Residential Parking Only" signs and appropriate stickers
issued to residents; and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
SENATOR At this point in the meeting Mayor Seitz recognized State
KUSTRA: Senator Kustra who presented a proclamation from Governor
James R. Thompson and one from the State Senate commemorating
the City's Sesquicentennial.
Mayor Seitz called for a recess at 9:00 P.M. The meeting
reconvened at 9:07 P.M.
AMENDMENT Moved by Adams, seconded by Volberding, to adopt the joint
OF ORDINANCE recommendation of the License & Judicial and Building Code
M-36-85: Committees that Ordinance M-36-85 be amended to eliminate
(Housing requiring a housing inspection prior to issuance of real
Inspection) estates transfer tax stamp, and City Attorney be authorized
to draft necessary ordinance. Motion declared carried.
ADDITIONAL Moved by Zanca, seconded by Bonk, to adopt the recommendation
FIRE ALARM of the Public Safety Committee that two additional Fire
OPERATORS: Alarm Operators be hired at a cost of $18,000 per operator.
