CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, MAY 6, 1985
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:06 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.

The opening prayer was given by Pastor David Jones, First
Presbyterian Church, followed by the Pledge of Allegiance
to the Flag.
Judge Leonard Grazian administered the Oath of Office to
the following elected officials:

Also present were: City Treasurer Fr-edricks,City Comptroller Blietz,
Commissioner of Public Works Matula, Acting Police Chief Kozenczak,
Deputy Fire Chief Clark, Municipal Development Department Director
Richardson, Human Resources & Services Department Acting Director Schaer,
City Engineer Schrake, Administrative Assistant Taylor, and City Attorney
Smith.
MINUTES:
Moved by Bonk, seconded by Wetter, to approve Minutes of
the regular meeting of the City Council held April 15,
1985, as published. Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$527,668.42. Upon roll call, the vote was:

that Sarlo serve as member of the Engineering Committee
and Zanca serve as member of the Municipal Development
Committee. Upon roll call, the vote on the amended
motion was:

second.

Reading and place on passage Ordinance M-20-85. Motion
declared carried.
Moved by Kisslinger, seconded by Ward, to adopt Ordinance
M-20-85, AN ORDINANCE AMENDING SECTION 4-5-15 OF THE DES
PLAINES CITY CODE, ADDING THERETO A NEW SECTION I PER-
TAINING TO HISTORICAL SIGNS. Upon roll call, the vote
was:

City Clerk's office will be advertising for bids for
removal of Lime Sludge from Lagoon and Drying Beds,
returnable Friday, May 17, 1985 at 3 P.M.
Moved by Volberding, seconded by Bonk, to suspend the
rules so that the matter of appointment of Police Chief
could come before the Council. Motion declared carried.
Moved by Wetter, seconded by Kisslinger, to concur with
Mayor Seitz's appointment of Joseph R. Kozenczak as
Police Chief. Motion declared carried. Alderman Sarlo
voted no.
Letters from Mayor Seitz re the following appointments
will come before the Council at its next regular meeting
on Monday, May 20, 1985.

Moved by Ward, seconded by Wetter, to adopt Resolution
R-14-85, permitting the original McDonald's Restaurant
sign to be reinstalled on their original site at 400 Lee
Street. Motion declared carried.
At the request of Alderman Wetter, Mayor Seitz referred
the matter of designating the site of the original
McDonald's Restaurant at 400 Lee Street as a historical
landmark to the Historical Landmark Commission.
Mayor Seitz referred the matter of the swearing-in
procedure for elected officials to the License &
Judicial Committee.
Moved by Volberding, seconded by Bonk, that the regular
meeting of the City Council adjourn. Motion declared
carried. Meeting adjourned at 9:40 P.M.
