DES PLAINES, ILLINOIS, HELD IN THE
ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, APRIL 15, 1985
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz at
8:10 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll call indicated the following aldermen present:
Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter,
Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini,
Chiropolos, Addante, Ward, Zanca.
Also present were: City Comptroller Blietz, Commissioner of Public Works
Matula, Police Chief Alfano, Municipal Development Department Director
Richardson, Human Resources & Services Department Acting Director Schaer,
Administrative Assistant Taylor, and City Attorney Smith.

The opening prayer was given by Father Paul Didier, Holy
Family Hospital, followed by the Pledge of Allegiance to
the Flag.
Moved by Bonk, seconded by Wetter, to approve Minutes of
the regular meeting of the City Council held April 1,
1985, as published. Motion declared carried.

recommendation of the Finance Committee that check be
issued to Special People, Inc. in the amount of $11,000
which is City's portion of purchase price for 1985 Dodge
Maxivan as approved at City Council meeting of February
4, 1985. Upon roll call, the vote was:

Moved by Ward, seconded by Muehlenbeck, to adopt the
recommendation of the Finance Committee that Ordinance
M-18-85 re IDRB for Des Plaines Industrial Park Project
be amended to add at the end of Section 2, "The foregoing
is subject to the borrower including in his project a
Letter of Credit and/or a partnership with a financially
responsible banking institution or insurance company."
And that M-18-85 be adopted at appropriate time this
evening. Motion declared carried.

SENIOR Moved by Ward, seconded by Muehlenbeck, to adopt the
SHARED recommendation of the Finance Committee that $10,000 from
HOUSING: 1984-85 Community Development Block Grant funds be
allocated for senior shared housing to Northwest
Community Services for one year. Upon roll call, the
vote was:

TRAFFIC Moved by Chiropolos, seconded by Martin, to adopt the
RESTRICTION/ recommendation of the Engineering Committee to place
EVERETT & stop sign at Ash Street and Everett Avenue making this
ASH: a four-way stop intersection, and City Attorney be
authorized to draft necessary ordinance. Motion declared
carried.
PERMIT FOR
WATER MAIN
EXTENSION:
Moved by Chiropolos, seconded by Martin, to adopt the
recommendation of the Engineering Committee that City be
authorized to make Permit Application to the Illinois
Tollway Authority to allow developers of 1700 Higgins
Center to construct water main from Stillwell Avenue to
their site; developers to pay all costs associated with
this application ($2,700). Motion declared carried.
PURCHASE OF Moved by Chiropolos, seconded by Martin, to adopt the
WATER METERS: recommendation of the Engineering Committee to authorize
purchase of 417 water meters ranging in size from 3/4" to
3" from Badger Meter, Inc., 4545 W. Brown Deer Road,
Milwaukee, WI 53223, for a total amount of $21,939.65,
waiving usual bid procedures. Upon roll call, the vote
was:

Wetter, Schneck, Kisslinger, Adams, Hardiman,

HISTORICAL Moved by Hardiman, seconded by Addante, to adopt the
SIGNS: recommendation of the Building Code Committee that Sectior
(McDonalds) 4-5-15 of the City Code be amended to add a new sub-
section (i) to read: "Historical Sign: When any parcel
of property or facility is designated by Federal, State
or local government as a historical location/sight, or
that a historical activity occurred thereon, the original
sign or a sign similar to the original sign that was
posted at the location shall be permitted to be erected."
And City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
CABLE Moved by Adams, seconded by Kisslinger, to adopt the
TELEVISION recommendation of the License & Judicial Committee that
CONSORTIUM: resolution be prepared that City approve continuation of
(R-13-85) Northwest Municipal Cable Consortium until May 1, 1986;
City continue its membership in the Consortium; and City
provide financial support not to exceed $5,600. Motion
declared carried.
CONDEMNATION Moved by Adams, seconded by Bonk, to adopt the recommen-

recommendation of the Municipal Development Committee
that no change be made to 1971 Special Use permit at
Molick's Standard Station, 1596 Miner Street, which
limits the hours of operation from 7 A.M. to 11 P.M.

Moved by Kisslinger, seconded by Adams, to adopt the
recommendation of the Municipal Development Committee to
concur with the Des Plaines Zoning Board of Appeals re
Case 85-8-V to grant request for variation to exceed 30%
permanent coverage of residential lot by 483.37' to
permit construction of garage at 1710 S. Illinois
(Raymond Polowy) in R-2 Single Family Residential District
and City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
STREETSCAPE Moved by Kisslinger, seconded by Zanca, to adopt the
PROGRAM FOR recommendation of the Municipal Development Committee
ELLINWOOD: that Teska Associates, Inc., 627 Grove Street, Evanston,
IL, 60201, be authorized to go out for bids for street-
scape improvement program on Ellinwood Street between
Lee Street and Graceland Avenue, which would include a
sidewalk on the north side of Ellinwood. Motion
declared carried.
Moved by Kisslinger, seconded by Zanca, to adopt the
recommendation of the Municipal Development Committee
that City Clerk be authorized to sign resolution in the
amount of $150,000 MFT Funds for sidewalks, street lights,
trees, sod, storm sewers and miscellaneous. Upon roll
call, the vote was:

one Colorado Blue Spruce tree to be planted in Paroubek
Park for Arbor Day 1985 (April 26, 1985), the price not
