MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MARCH 18, 1985 .CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:11 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll call indicated the following aldermen present: Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Fire Chief Gedroic, Police Chief Alfano,.Municipal Development Department Director Richardson, Human Resources & Services Department Acting Director Schaer, City Engineer Shrake, Administrative Assistant Taylor, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Father Thomas Schwab, Our Lady of Hope Church, followed*by the Pledge of Allegiance to the Flag. Moved by Volberding, seconded by Bonk, to approve Minutes of the regular meeting of the City Council held March 4, 1985, as published. Correction: Page Three, Paragraph One, Line Five, should read "($51,948)." Following correction, motion to approve declared carried. BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the EDRB APPLICATION, DES PLAINES INDUSTRIAL PARK VENTURE: ORDINANCE M-5-85 RE ADMINISTRATIVE DAYS OFF: DES PLAINES DIGEST: following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $285,431.19. Moved by Ward, seconded by Muehlenbeck, to adopt the recommendation of the Finance Committee to authorize City administration; Ed Benjamin of Benjamin & Lang, City's financial consultants; and the EDC,: to: review request from Des Plaines Industrial Park Venture for $7,600,000 Economic Development Revenue Bonds to acquire property located south of Northwest Tollway and east of Mt.Prospect Road at about Jarvis Avenue extended, and prepare the necessary recommendation for Finance Committee's review. Moved by Ward, seconded by Muehlenbeck, to adopt the recommendation of the Finance Committee to accept the lowest proposal received to print the Des Plaines Digest at $2,306.25 for first edition with insert and $1,476.25 for each remaining three editions, from Grand Forms & Systems, Inc., 2510 Dempster Street, Suite 210, Des Plaines, and waive usual bid procedures. First Street, DeKalb, IL 60115, for Com Dev TP 8234 Processor, Printer (43KSR) and Callquest (single user) Software, at a cost not to exceed $10,000 and includes labor and installation. W. Hendricksen Company, 1370 S. Pennsylvania Avenue, Des Plaines, in a total amount not to exceed $40,000, and bid bonds/checks be returned to unsuccessful bidders. ZONING CASE Moved by Adams, seconded by Kisslinger, to adopt the 85-1-R recommendation of the Municipal Development Committee to 320 W. TOUHY: concur with Des Plaines Zoning Board of Appeals re Case 85-1-R to grant request that property located at 320 W. Touhy Avenue (MC Steel & LaSalle National Bank) be rezoned from R-2 Single Family Residence to M-2 General Manufacturing, and City Attorney be authorized to draft necessary ordinance. ZONING CASE Moved by Zanca, seconded by Kisslinger, to adopt the 85-4-V recommendation of the Municipal Development Committee to 1950 HOWARD: concur with Des Plaines Zoning.Board of Appeals re Case 85-4-V to grant request for variation from required 24' x 30' garage size to 44' x 22' in R-2 Single Family Residence District on property _located at 1950 Howard _Avenue (Raymond Betz), and City Attorney be authorized to draft necessary ordinance. ZONING CASE Moved by Kolinski, seconded by Kisslinger, to adopt the 85-5-V, recommendation of the Municipal Development Committee to 1424-40 RAND: concur with Des Plaines Zoning Board of Appeals re Case 85-5-V to grant request for temporary variation to use existing restaurant while new restaurant is being built on property located at 1424-40 Rand Road (George Tsitsos/ Pot & Pan), and owner be required to post $5,000 cash performance bond to insure demolition of existing building, and City Attorney be authorized to draft necessary agreement. RETAIL FOOD Moved by Kolinski, seconded by Kisslinger, to adopt the STORE recommendation of the Municipal Development Committee SANITATION that Title 8, Chapter 1, of the City Code be amended to REGULATIONS: add by reference the rules and regulations of the Illinois Department of Public Health re Retail Food Store Sanitation, and City Attorney be authorized to draft necessary ordinance. TIF PUBLIC HEARING: TRANSIT CENTER BIDS: Moved by Kisslinger, seconded by Zanca, to adopt the recommendation of the Municipal Development Committee that Resolution R-9-85 re public hearing required prior to approval of Tax Increment Finance District, be adopted at appropriate time this evening. Motion declared carried. Moved by Kisslinger, seconded by Adams, to adopt the recommendation of the Municipal Development Committee that bids received for the Transit Center be rejected, bid bonds/checks be returned, and City Clerk be authorized to advertise for new bids with return date to be determined. STORM WATER Moved by Martin, seconded by Kisslinger, to adopt the MANAGEMENT recommendation of the Engineering Committee that City CONSULTANT: Engineer begin negotiations with Harza Engineering Co., 150 S. Wacker Drive, Chicago, 60606, to perform Storm Water Management Study at a cost not to exceed $85,000, and Mayor and City Clerk be authorized to sign agreement.
