THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, FEBRUARY 18, 1985
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz at
8:22 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll call indicated the following aldermen present:
Muehlenbeck, Volberding, Bonk, Wetter, Schneck, Kisslinger,
Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward,
Zanca. Aldermen Kolinski and Martin were absent.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Fire Chief Gedroic, Municipal
Development Department Director Richardson, Human Resources & Services
Department Acting Director Schaer, City Engineer Shrake, and City Attorney
Smith.

MINUTES:
The opening prayer was given by Mayor Seitz, followed by
the Pledge of Allegiance to the Flag.
Moved by Volberding, seconded by Bonk, to approve Minutes
of the regular meeting of the City Council held February
4, 1985, as published. Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$574,065.84. Upon roll call, the vote was:

Franklin Park, 60131, in the amount of $3,813.71 to
repair street light at Park Place and Jefferson Street.

the City re Tax Increment Finance District and related
financing at a cost not to exceed $10,000. Upon roll call,

Increment Finance Bond at a cost not to exceed $7,500 and
out-of-pocket expenses not to exceed $800. Upon roll call,

tion of the License & Judicial Committee that Title I,Chan.
7, Section 1-7-12, of the City Code be amended that only
full-time and volunteer members of the Police and Fire
Departments be issued badges and all others be issued
suitable identification cards; this action not be retro-
active; and City Attorney be authorized to draft necessary
ordinance. Upon roll call, the vote was:

recommendation of the License & Judicial Committee that
the City Council make no formal statement at this time re
indemnification of elected officials. Motion declared
carried.
Moved by Kisslinger, seconded by Zanca, to adopt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Plan Commission to approve Pioneer
Bank & Trust Co. Subdivision, 1500 S. Ridge Lane, and
authorize Mayor and City Clerk to execute plat of sub-
division. Motion declared carried.
Moved by Kisslinger, seconded by Zanca, to adopt the
recommendation of the Municipal Development Committee that
City Attorney be authorized to review City Code and
Zoning Code and draft necessary ordinance(s) to delete all
references to "private" streets. "Private" streets shall
henceforth be banned throughout the City including in
planned unit developments. Motion declared carried.

Moved by Kisslinger, seconded by Zanca, to adopt the
recommendation of the Municipal Development Committee that
the Administration contact owners of 1421-33 Perry Street
and 1428 Jefferson Street properties to determine their
interest in selling, and contact HUD re their future con-
sideration to fund a Senior Citizen/Handicapped Housing
Site. Motion declared carried.
Moved by Chiropolos, seconded by Bonk, to adopt the
recommendation of the Engineering Committee that "No
Parking Anytime" signs be placed on the north side
(utility) of Sandy Lane from Lillian Lane to Marshall
Drive; and north side of Westmere Road (utility) from
Lillian Lane to Bell Drive, and City Attorney be authorized
to draft necessary ordinance. Motion declared carried.
Moved by Chiropolos, seconded by Bonk, to adopt the
recommendation of the Engineering Committee that request
to designate Wicke Avenue from Center Street to White
Street, and White Street from Wicke Avenue to Howard
Street as Snow Routes be denied. Motion declared carried.
Moved by Chiropolos, seconded by Bonk, to adopt the
recommendation of the Engineering Committee that request
to remove parking restriction on Lee Street from Howard
Street to a point 890 feet north of Touhy on the west side
of street be denied. Motion declared carried.
Moved by Chiropolos, seconded by Bonk, to adopt the
recommendation of the Engineering Committee authorizing
City Clerk to sign Supplemental Resolution appropriating
$13,129 MFT funds, Section 71 -00093 -TD, for the City's
participation in North Suburban Mass Transit District for
Fiscal Year 1985. Upon roll call, the vote was:
