THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER
MONDAY, NOVEMBER 5, 1984
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz at
8:20 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll call indicated the following aldermen present:
Muehlenbeck, Volberding, Bonk, Martin, Wetter, Schneck,
Adams, Hardiman, Gebert, Dini, Chiropolos, Ward, Zanca.
Aldermen Kolinski, Kisslinger and Addante were absent.
Also present were: City Comptroller Blietz, Commission of Public Works
Matula, Fire Captain Clark, Police Chief Alfano, Municipal Development
Department Director Richardson, Human Resources & Services Department
Acting Director Schaer, Administrative Assistant Taylor, and City Attorney
Smith.
PRAYER AND
PLEDGE:
The Opening prayer was given by Father Joseph McGinnity,
St.Zachery Catholic Church, followed by the Pledge of
Allegiance to the Flag.
PRESENTATION: President Ralph Martin and Director Jim Williams of the
Des Plaines Historical Society presented the first Pioneer
Certificates to direct descendants of early settlers of
Maine Township. A Gold Pioneer Certificate was awarded
to Jeanette J. Baranski in honor of her ancestor, Joseph
Jefferson, and a Silver Pioneer Certificate to Iry Moehling
in honor of Johann Conrad Mohling.
MINUTES:
Moved by Volberding, seconded by Bonk, to approve Minutes
of the regular meeting of the City Council held October 15,
1984, as published. Correction: Paragraph Three, Line Six,
after zip code should read "at a cost not to exceed $3,685.'
Folbwing correction, motion to approve declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$658,341.65. Upon roll call, the vote was:

ADVERTISING Moved by Ward, seconded by Dini, to adopt the recommenda-

November 26, 1984. Motion declared carried.
HOUSING Moved by Ward, seconded by Muehlenbeck, to adopt the
ASSISTANCE recommendation of the Finance Committee to approve the
PLAN: Housing Assistance Plan Annual Goals as outlined in memo
from Laurie Marston,Community Development Coordinator,
dated October 25, 1984, which are to be submitted to HUD.

recommendation of the Finance Committee that no
changes be made to the payment procedure for the
residential rehabilitation program and that exceptions
be handled on an individual basis. Motion declared
carried.
Moved by Ward, seconded by Muehlenbeck, to adopt the
recommendation of the Finance Committee that the Adminis-
tration request proposals for the administration of the
City's Workmen's Compensation self-insurance program.
Motion declared carried.
Moved by Ward, seconded by Muehlenbeck, to adopt the
recommendation of the Finance Committee to approve purchase
of 76 Municipal Code book inserts with tabs from Sterling
Codifiers, Inc., Weiser, Idaho, 83672, in the amount of
$3,579.25, which is a budgeted item. Upon roll call, the
vote was:

Moved by Ward, seconded by Muehlenbeck, to adopt the
recommendation of the Finance Committee that the Adminis-
tration request proposals to conduct the City's 1985
Audit. Motion declared carried.
Moved by Adams, seconded by Zanca, to adopt the recommen-
dation of the Municipal Development Committee not to
consider West School as a senior citizen housing site.
Motion declared carried.
Moved by Zanca, seconded by Adams, to adopt the recommen-
dation of the Municipal Development Committee to concur
with the Des Plaines Zoning Board of Appeals to grant
request for variation from required 25' width of aisle for
parking to 23', and rezoning from M-2 General Manufacturing
to C-2 Commercial for property located at 1455 Golf Road
(K. Levin and Golf -River Office Building), re Zoning Case
84 -55 -RV, and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
Moved by Zanca, seconded by Adams, to adopt the recommen-
dation of the Municipal Development Committee to concur
with Des Plaines Zoning Board of Appeals re Zoning Case
84-56-V to grant request for variation from required
maximum lot coverage by 29.3 square feet to build a garage
on property located at 431 Oak Street, and City Attorney
be authorized to draft necessary ordinance. Motion
declared carried.
Moved by Zanca, seconded by Martin, to adopt the recommen-
dation of the Municipal Development Committee to concur
with Des Plaines Plan Commission and Zoning Board of
Appeals re Zoning Case 84-50-V to grant request for Special
Use to build an addition to the existing restaurant at
property located at 769 Holiday Lane (Frankie's II), waive
traffic study requirement in C-2 Commercial District, grant
variation from required 5' side yard setback to zero (0)
feet, and City Attorney be authorized to draft necessary
ordinance.
Moved by Volberding, seconded Bonk, to defer this matter
until the next regular Council meeting.

Moved by Martin, seconded by Chiropolos, to adopt the
recommendation of the Engineering Committee that the
point of connection to the Golf Road storm sewer be
moved approximately 300 feet east for the developer of
1455 E. Golf Road, and that City Attorney be authorized
to draft necessary resolution to inform IDOT of City's
approval. Motion declared carried.
WAIVER OF Moved by Adams, seconded by Bonk, to adopt the recommenda-

LICENSE: the recommendation of the Administration that the license
fee for each sales person of Products for the Blind and
Handicapped, Inc. not be waived. Motion declared carried.

T-26-84 T-26-84, AN ORDINANCE AMENDING CHAPTER 5, TITLE X, OF THE
COMMERCIAL DES PLAINES CITY CODE, ADDING THERETO A NEW SUBSECTION
TRUCK 10-5-2(H) PERTAINING TO COMP'MERCIAL TRUCK PARKING IN
PARKING: RESIDENTIAL AREAS.
Moved by Dini, seconded by Gebert, to amend the motion to
include the banning of recreational vehicles and vans
from parking on any residential street in Des Plaines.
Upon roll call, the vote was:
