CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, AUGUST 6, 1984
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:13 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Volberding, Bonk, Martin, Wetter,
Schneck, Kisslinger, Adams, Gebert, Dini, Chiropolos,
Ward, Zanca. Aldermen Hardiman, Addante were absent.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Fire Captain Lechner, Police Chief
Alfano, Municipal Development Department Director Richardson, City Engineer
Shrake, Hurman'Resources & Services Department Acting Director Schaer,
Administrative Assistant Taylor, and City Attorney Smith.

The opening prayer was given by Associate Pastor David
P. Laaser, First Congregational Church, followed by the
Pledge of Allegiance to the Flag.
Moved by Volberding, seconded by Chiropolos, to approve
Minutes of the regular meeting of the City Council held
July 16, 1984, as published. Correction: Page Two,
Paragraph One, Line Ten, should read "...rates from
$79.12" and Line Eleven should read "...single coverage
and $260.04;" Page Five, Paragraph Six, margin note should
read "...TEMPORARY USE." Following corrections, motion to
approve declared carried.

to draft necessary resolution. Motion declared carried.
Moved by Zanca, seconded by Kisslinger, to..adopt the
recommendation of the Municipal Development Committee to
grant request for Special Use to allow Class "B" restaurant
on property located at north side of Oakton Street and east
side of Lee Street (Dodi Developments, Inc.), and City
Attorney be authorized to draft necessary ordinance.

Moved by Kolinski, seconded by Kisslinger, to adopt the
recommendation of the Municipal Development Committee to
grant request for Special Use to allow location and
establishment of Wendy's Restaurant including a drive-thru
service lane facility in C-2 Commercial District at
property located at northwest corner of Dempster Street
and Potter Road, and City Attorney be authorized to draft
necessary ordinance. Motion declared carried. Alderman
Muehlenbeck voted no.

ZONING CASE Moved by Kisslinger, seconded by Zanca, to adopt the

SCHWAB ROAD: 84-37-V to grant request for variation to construct a
(Rogers 142' antenna tower from required 60', and to permit more

RODENT CONTROL Moved by Adams, seconded by Kisslinger, to adopt the
DURING recommendation of the Municipal Development Committee that
DEMOLITION: Building Code be amended re rodent control during
demolition as follows:
"The City shall examine vacant structures prior to
demolition to determine whether such structures on pro-
perties support an infestation of rodents or vermin. Upon
a finding of such infestation, the City shall require the
owner or demolition contractor to furnish a Certificate of
Extermination prior to the issuance of any demolition
permit," and City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
TRANSIT Moved by Kisslinger, seconded by Bonk, to adopt the
CENTER DESIGN recommendation of the Municipal Development Committee to
EXTENSION: grant extension of contract to design Transit Center to
A. M. Kinney Associates, Inc., 801 Davis. Street, Evanston,
IL, until November 5, 1984. Upon roll call, the vote was:

lease for a water detention facility; all costs and
expenses to be borne by Philip I. Mappa Interests; all
liability and costs related to be borne by lessee or
subsequent holder of lease; and all maintenance and care
of facility to be borne by lessee to satisfaction of City,
for property located at 1700 Higgins Centre (Webster Lane)
and City Attorney be authorized to draft necessary

recommendation of the Engineering Committee that the City
administration develop a quick reference Policy and
Procedures Manual for the Engineering and Public Works
Departments; manual to include but not be limited to such
categories as water, sewer, sidewalks, streets, traffic
signs and street lights; Commissioner of Public Works and
City Engineer to develop the index for the manual and
submit it to Engineering Committee in two months for
further study. Motion declared carried.

Alderman Martin withdrew his second and Alderman Ward
withdrew his motion to defer the matter re Case 84-37-V
to grant request for variation to construct a 142' antenna
tower from required 60', and to permit more than one
principal building in R-2 Single Family Residence District
and C-2 Commercial District on northerly side of City's
Public Works Garage at 1111 Joseph J. Schwab Road, and
City Attorney be authorized to draft necessary ordinance.
Motion declared carried on original motion as moved by
Kisslinger and seconded by Zanca.
Moved by Kolinski, seconded by Bonk, that City Administra-
tion determine most suitable site for Rogers Radiocall
tower and inform aldermen of the Ward of their decision,
and Mayor and City Clerk be authorized to sign Option
Lease Agreement with Rogers Radiocall based on that
determination. Upon roll call, the vote was:
AYES: 13-Muehlenbeck, Kolinski, Volberding, Bonk, Martin,
Wetter, Kisslinger, Adams, Gebert, Dini
Chiropolos, Ward, Zanca

Moved by Dini, seconded by Chiropolos, that the Mayor,
as City's representative on the Suburban O'Hare Commission,
continue to oppose expansion of O'Hare Field including
litigation. Motion declared carried.
Moved by Martin, seconded by Zanca, that SOC's request for
an additional assessment of ten cents per capita be
removed from the Finance Committee. Motion declared
carried.
Moved by Martin, seconded by Bonk, to approve SOC's
request for an additional assessment of ten cents per
capita in the amount of $5,500 for legal and expert costs.
Upon roll call, the vote was:
AYES: 14-Muehlenbeck, Kolinski, Volberding, Bonk, Martin,
Wetter, Schneck, Kisslinger, Adams, Gebert,

Alderman Gebert withdrew his second to the motion to defer
the recommendation of the Municipal Development Committee
that Philip I. Mappa Interests pay $40,000 to City for 99
year lease for a water detention facility; all costs and
expenses to be borne by Philip I. Mappa Interests; all
liability and costs related to be borne by lessee or
subsequent holder of lease; and all maintenance and care
of facility tobe borne by lessee to satisfaction of City,
for property located at 1700 Higgins Center (Webster Lane)
and City Attorney be authorized to draft necessary
agreement. Motion died for lack of second.
Motion declared carried on the original motion as moved by
Kolinski and seconded by Kisslinger. Alderman Dini voted
no.
