MONDAY, JULY 16, 1984
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:07 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Volberding, Martin, Wetter, Schneck,
Kisslinger, Adams, Hardiman, DiIii, Chiropolos, Addante,
Ward, Zanca. Absent were Aldermen Kolinski and Gebert.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Superintendent of Water & Sewer Tiernan, Police�Chief Alfano, Fire Chief
Gedroic, Municipal Development Department Deput Director Trost, City
Engineer Shrake, Administrative Assistant Taylor, and City'Attorney Smith.

The opening prayer was given by Reverend Charles Cooper,
First Baptist Church, followed by the Pledge of Allegiance
to the Flag.
Mayor Seitz presented a check to Police Chief Alfano in
the amount of $6,500 for the Des Plaines Police Boys Club
to help finance annual ten day camping trip. This is an
annual budgeted expenditure.
Moved by Volberding, seconded by Muehlenbeck, to approve
Minutes of the regular meeting of the City Council held
July 2, 1984. Correction: Page Two, Paragraph Three,
Line 23 should read: ABSENT: 2-Gebert, Addante." After
correction, motion to approve declared carried.
Moved by Volberding, seconded by Zanca, to suspend the
rules so that matter of appointment of Second Ward
Alderman could come before the Council. Motion carried..
Moved by Volberding, seconded by Martin, to concur with
Mayor Seitz's appointment of Mr. Joseph P. Bonk to fill
vacancy as Alderman of Second Ward. Motion declared
carried.
Moved by Ward, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYiOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$393,209.89. Upon roll call, the vote was:

Commercial District, and City Attorney be authorized to
draft necessary ordinance. Motion declared carried.
Moved by Adams, seconded by Kisslinger, to adopt the
recommendation of the Municipal Development Committee
to grant request from Good Shep1erd Lutheran Church,
for variation to permit construction of a Bell Tower 60'
in height instead of the required 35' height limit in
R-2 Single Family Residence District, at their property
at southwest corner of Howard and Lee Streets. Variation
to be effective for' a 12 -month period, and City Attorney
be authorized to draft necessary ordinance. Motion
declared carried.
Moved by Dini, seconded by Zanca, to adopt the recommenda-
tion of the Public Safety Committee that City Clerk be
authorized to advertise for bids re sale of one Boss Foam
unit, returnable by 3 P.M. on Friday, September 28, 1984.
Motion declared carried.
Moved by Dini, seconded by Volberding, to adopt the
recommendation of the Public Safety Committee that Fire
Department be authorized to auction two surplus cars as
soon as possible. Motion declared carried.
Moved by Dini, seconded by Volberding, to adopt the
recommendation of the Public Safety Committee that Police•
Captain_Clark be authorized to sign agreement with
Illinois Criminal Justice Information Division and Hewlett
Packard Company for computer equipment at a cost of
$651.21 for a five year lease period. Upon roll call, the

recommendation of the Public Safety Committee that Reserve
Police Officers be allowed to live in adjacent suburban
communities subject to discretion of the Reserve Police
Commander, and City Attorney be authorized to draft

recommendation of the Engineering Department that request
for water bill adjustment in thamount of $1,900 for
property located at 668 Pearson Street (Peter Knopka) be
denied. Motion declared carried.
Moved by Chiropolos, seconded by Martin, to adopt the
recommendation of the Engineering Committee that the
Mayor's office prepare a resolution to IDOT stating that
Route 58 should be called Golf Road. Motion declared
carried.
Moved by Chiropolos, seconded by Martin, to adopt the
recommendation of the Engineering Committee that request
for stop signs at Cora and Oakwood Avenues be denied.

Moved by Chiropolos, seconded by Martin, to adopt the
recommendation of the Engineering Committee to grant
request that yield signs be installed on Second Avenue
yielding to Oakwood Avenue, and authorize City Attorney
to draft necessary ordinance. Motion declared carried.

M-12-84, AN ORDINANCE AMENDING CHAPTER 4 OF TITLE III OF
THE DES PLAINES CITY CODE, ADDING THERETO A NEW SUBSECTION
3-4-22, PERTAINING TO COLLECTION OF TENANT'S UNPAID WATER
CHARGES. Upon roll call, the vote was:

vacancies created by resignations of John Crumbaugh,
Thomas Pofahl, and Julie Nettlehorst. Motion declared
carried.
Letter from Mayor Seitz re appointment of Melvin W. Boldt
and June Bengsten to Economic Development Commission will
come before the Council at their next meeting on August 6,
1984.
Deferred motion to adopt the recommendation of the
Building Code Committee to deny request for variation to
allow a fence installed in the front yard without a permit
to remain at property located at 1826 Linden Street was
brought to the floor.
