MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, May 21, 1984. CALL TO ORDER: The regular meeting of the City Council was called to order by Mayor John E. Seitz at 8:11 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Kolinski, Volberding, Kehe, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca. Absent was Alderman Martin. Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Police Captain Clark, Fire Chief Gedroic, Municipal Development Deputy Director Trost, Human Resources and Services Department Acting Director Schaer, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Father James Heneghan, St. Mary's Church, followed by the Pledge of Allegiance to the Flag. Moved by Kehe, seconded by Volberding to approve the Minutes of the regular meeting of the City Council held May 7, 1984, as published. Corrections: Page four, Paragraph four, line 7, insert the. word "within" after the words 'Application must be made" and Page rive, Paragraph two, line 2, insert "II -A" after 'Schedules I -A." Following corrections, motion to approve declared carried. BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. SEWER Moved by Ward, seconded by Muehlenbeck, to adopt CONSTRUCTION the recommendation of the Finance Committee as PROJECT follows: FINANCING: 1. That the City of Des Plaines issue $5,000,000, of General Obligation Demand Notes to finance its Sewer Construction Project. These securities will have a variable rate equal to 50-55% of the prime rate and a maximum term of 20 years. The City shall have the right.' to redeem any outstanding securities upon 30 days notice without penalty and/or convert the notes to fixed rate bonds. The notes require a liquidity provision that is satisfied in this case by a line of credit from a major bank. 2. That the City negotiate with the First National Bank of Chicago to provide the necessary credit facility to market the Note Issue with a final re- commendation on June 4, 1984. 154. 5/21/84 Page Two SEWER 3. That the City negotiate with the First National CONSTRUCTION Bank of Chicago to act as placement and remarketing FINANCING: agent for the Demand Note issue with a final (Continued); recommendation on June 4, 1984. 4. That the City contract with Borge and Pitt. Attorneys to serve as bond counsel for the Demand Note issue not to exceed $11,000. plus $1,500. expenses. 5. That the Demand Note issue will require an investment rating from Moody's Investors Services, Inc. Page Four TRANSIT CENTER Alderman Kisslinger reported that the Design Manual for DESIGN MANUAL: the Transit Center was presented to the City by A. M. Kinney Associates, Inc. for comments as part of the next step in the design of the Transit Center. This Design Manual was reviewed by the Municipal Development Committee, Municipal Development Department, Architectural Commission, the RTA, Nortran, Illinois Department of Transportation, other members of City Council and various other City departments and department heads. Moved by Kisslinger„seconded by Zanca to adopt the recommendation of the Municipal Development Committee, to authorize Architect, A. M. Kinney Associates, Inc., 801 Davis Street, Evanstoia,Illinois to proceed with the design of the Transit Center, subject to the follow- ing resolutions: 1) Because the City has not received approval from IDOT, our approval to proceed with the Transit Center design is subject to receiving satisfactory comments from them. 2) No air conditioning equipment on grade outdoors will be. permitted unless there is no other alternative. 3) RTA's request for a separate toilet facility for Chicago &North Western ticket seller must still be resolved. 4) The Community Cab Company will not be allowed to place an antenna on the roof of the Transit Center.
