MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, APRIL 2, 1984 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:12 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Kehe, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca. Alderman Volberding was absent. Also present were: City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief Gedroic, Municipal Development Department Director Richardson, City Engineer Shrake, Human Resources & Services Department Acting Director Schaer, Administrative Assistant Taylor, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Paster Merlin Mather, First Methodist Church, followed by the Pledge of Allegiance to the Flag. Moved by Kehe, seconded by Zanca, to approve Minutes of the regular meeting of the City Council held March 19, 1984, as published. Motion declared carried. ANTENNA TOWER Moved by Kisslinger, seconded by Kolinski, to adopt the ON PUBLIC recommendation of the Municipal Development and:Public WORKS SITE: Works Committees that Mayor -and. -!City Clerk --be authorized to_enter_intb 25 -year.. lease with Ameritech Mobile Communication, Inc., 240 Potter Road, Des Plaines, for a one-time, upfront, non-refundable sum of $60,000, renewable after 25 years at a then acceptable lease sum, to install a 117' cellular phone system tower on the Public Works site. Height variation is waived at this time but Ameritech must apply for and obtain variation at earliest possible date. Ameritech to modify auto pound fencing to give equivalent fenced in storage area. In event Ameritech discontinues use of tower, they shall remove all material, building, etc., and restore site to original or an approved acceptable condition. City Attorney be authorized to draft necessary documents and/or review Ameritech's lease and documents prior to their execution. The City issue General Obligation Bonds in the amount of five million dollars to rehabilitate the City's sanitary sewers. 2. The Mayor and City Clerk be authorized to let for bid (no later than June 1, 1984), construction plans and specifications as prepared by RJN Environmental Associates, Inv., Wheaton, IL, for such rehabilita- tion (estimated cost is 1.55 million dollars for manhole rehabilitation; 1.75 million dollars for pipeline rehabilitation). 3. The City enter into an agreement with RJN Environ- mental Associates to provide construction engineer- ing services for 0.3 million dollars. 4. The City Engineer be authorized to interview engineering firms for the preparation of a storm water management plan at cost of $150,000 to include the complete aerial topography of the City useful for such plan. �1(� SEWER REHABILITA- TION PROGRAM (Cont'd.) Upon the completion of this plan, that $800,000 of this Bond issue be allocated to begin to implement the recommendations of the plan for the construction of relief sanitary and storm sewers. 6. Authorize purchase of sewer maintenance equipment to be used to clean sanitary and storm sewer structures and pipelines (estimated cost of this equipment is $150,000). 7. Remaining monies appropriated be used to defray cost for issuance and administration of bond issue. All remaining monies be used as contingency for the program. Deferred motion to adopt the recommendation of the Engineering Committee to award bid for Golf Road Water and Golf Road Pump Station and Force Main (United Stationers) to the low bidder Swallow Construction Company, 1 S 744 Meadow Lane, Lombard, 60148, in the amount of $429,785 contingent upon passage of Ordinance M-10-84 was brought to the floor. Moved by Martin, seconded by Chiropolos, to amend motion to read "contingent upon receipt of necessary permits. City will not issue the notice to proceed until all permits have been obtain." Moved by Martin, seconded by Chiropolos, to adopt the recommendation of the Engineering Committee that Mayor and City Clerk be authorized to enter into license agreement with Cook County Forest Preserve to allow them to connect (at no charge) to water main to be extended east along Golf Road. The District shall be furnished 500,000 gallons annually at no charge (cost to the City - $462), but if District uses more than 500,000 gallons of water annually, it will pay the going rates for the water used above 500,000 gallons. If District does connect to this water main in the future, it shall construct a meter and vault. Golf Road, under the following conditions: 1. That the raceway component is wired at the factory and shipped separately and installed on the site by a licensed electrician. Moved by Hardiman, seconded by Addante, to adopt the recommendation of the Building Code Committee that United Stationers, Wheels, Inc. and Keycom Electronic Publishing be required to install either down the center or at side of computer room in a manifold type concept with unlimited flexible cable eminating from raceway to peripheral units, and flexible cable to be non -PVC in computer room floor and fire detection and Halon fire supression systems to be installed. Moved by Martin, seconded by Zanca,-to substitute minority report for majority report to allow United Stationers, Wheels, Inc. and Keycom Electronic Publish- ing to use flexible cable but no restriction on length and no raceway required, and the cable to be laid in a site to site manner. Moved by Dini, seconded by Kehe, to call for the question.
