01/16/198495 • MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JANUARY 16, 1984 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor John E. Seitz at 8:07 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Volberding, Kehe, Martin, Wetter, Schneck, Kisslinger, Adams, Gebert, Dini, Chiropolos, Addante,.Ward, Zanca. Alderman Hardiman was absent. Also present were: City Treasurer Swanson, City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief Gedroic, Municipal Development Department Deputy Director Trost, Human Resources & Services Department Acting Director Schaer, Acting City Engineer Kaszuba, Administrative Assistant Taylor, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Chaplain Betty Skonieczny, Oakton Pavilion, followed by Pledge of Allegiance to the Flag. Moved by Kehe, seconded by Dini, to approve Minutes of the regular meeting of the City Council held January 3, 1984, as published. Motion declared carried BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BY AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $241,805.40. River Road, re Case 84-3. Motion declared carried. TRAIN Moved by Kisslinger, seconded by Adams, to adopt the STATION recommendation of the Municipal Development Committee DESIGN: to concur with the the Des Plaines Architectural Commission to approve Schematic "A" as designed by A. M. Kinney Associates, Inc. for the new train station with elevation and material modifications. Upon roll call, the vote was: AYES: 11-Kolinski, Volberding, Kehe, Martin, Wetter, Kisslinger, Adams, Dini, Chiropolos, Addante, Ward NAYS: 4-Muehlenbeck, Schneck, Gebert, Zanca ABSENT: 1-Hardiman Motion declared carried. GARBAGE Moved by Addante, seconded by Schneck, to adopt the CONTRACT: recommendation of the Public Works Committee to award 5 -year contract for the collection and removal of garbage and refuse within the City to the low bidder, Laidlaw Waste Systems, Inc., 15 Spinning Wheel Road, Hinsdale, 60521, at $5.12 - 1984, $5.34 - 1985, $5.59 - dN1 96. 1/16/84 PAGE TWO GARBAGE 1986, $5.87 - 1987, and $6.15 - 1988, ALL PER UNIT, CONTRACT and return bid bonds/checks to unsuccessful bidders. FENCE Moved by Volberding, seconded by Martin, to adopt the VARIATION, recommendation of the Building Code Committee to grant 1938 S.WOLF: variation to install fence 10' from property line on Howard Street side instead of 65' as required by ordinance. Motion declared carried. MOBILE OFFICE, Moved by Volberding, seconded by Martin, to adopt the 1200 E. GOLF: recommendation of the Building Code Committee to grant 6 -month extension from February 15, 1984 to use office trailer at 1200 E. Golf Road, extension to expire on August 15, 1984. Motion declared carried. FENCE Moved by Volberding, seconded by Martin, to adopt the VARIATION, recommendation of the Building Code Committee to grant 1580 OAKTON: variation to allow 45' setback for fence at 1580 Oakton Street, Accurate Auto Clinic, instead of 25' as required by ordinance. Motion declared carried. Mayor Seitz assumed the chair at 9:01 P.M. RATIFY P.O. Moved by Dini, seconded by Zanca, to adopt the FOR recommendation of the Public Safety Committee to BREATHALYZER: ratify purchase order for one (1) Model 4011AS Intoxilyzer (breathalyzer) for Police Department to Federal Signal Corporation, 2645 Federal Signal Drive, Park Forest South, IL, 60466, in the amount of $3,596. Upon roll call, the vote was: AYES: 15-Muehlenbeck, Kolinski, Volberding, Kehe, Martin, Wetter, Schneck, Kisslinger, Adams, Gebert, Dini, Chiropolos, Addante, Ward, Zanca NAYS: 0 -None ABSENT: 1-Hardiman Motion declared carried. 1983 FINAL Moved by Martin, seconded by Chiropolos, to adopt the COMBINED recommendation of the Engineering Committee to approve SEWER AREA 1983 Final Combined Sewer Area Map as requested by MAP: Metropolitan Sanitary District and prepared by RJN Environmental Associates, Inc., and adopt Resolution R-5-84 at appropriate time later in meeting, and forward approved map and resolution to the MSD.
