.CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by City Clerk McAllister
at 8:05 P.M. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Muehlenbeck, Kolinski, Volberding, Kehe, Wetter,
Schneck, Kisslinger, Adams, Hardiman,• Gebert, Dini,
Chiropolos, Addante, Ward, Zanca. Alderman Martin was
absent. Alderman Martin arrived at 10:05 P.M.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Matula, Police Chief Alfano, Fire Chief
Gedroic, Municipal Development Department Director Richardson, Human
Resources & Services Department Acting Director Schaer, Acting City
Engineer Kaszuba, Administrative Assistant Taylor, and City Attorney
Smith.
ELECTION OF Moved by Ward, seconded by Dini, to nominate Alderman
MAYOR PRO TEM: Kisslinger to serve as Mayor Pro Tem. Moved by Wetter,
seconded by Schneck, to close nominations and elect
Alderman Kisslinger Mayor Pro Tem during the absence
of the Mayor. Motion declared carried. Alderman
Kisslinger assumed the chair.

Moved by Schneck, seconded by Zanca, to adopt
Resolution R-1-84, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DES PLAINES, REGARDING THE APPOINTMENT OF
A TEMPORARY CHAIRMAN AND MAYOR PRO TEM OF THE CITY.
Motion declared carried.
Moved by Kehe, seconded by Kolinski, to approve
Minutes of the regular meeting of the City Council held
December 19, 1983, as published. Correction: Page
Three, Paragraph One, remove "and City Attorney be
authorized to draft necessary ordinance." Page Three,
Paragraph Four, Line Three, should read, "change Class
H to Class A." Following corrections, motion to approve
declared carried.
Moved by Ward, seconded by Zanca, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $391,459.81.
Moved by Adams, seconded by Dini, to delete Warrant
31102 to Fox Valley Rent-A-Car in the amount of $933.02
and Warrant 31204 to Thelma J. Oroczo in the amount of
$100.00 from the Register of Bills. Upon roll call,
the vote was:

CONTRACT - recommendation of the Finance Committee to renew 1984
CLEAN contract with Clean Community Systems subject to
COMMUNITY re-examination in six months, at $1,138.33 per month
SYSTEMS: for a yearly total of $13,660. Upon roll call, the
vote was:

LEHMBECK Moved by Hardiman, seconded by Volberding, that the
SUBDIVISION, City Attorney be authorized to seek a one year
GRECO & extension of letter of credit for Lehmbeck Subdivision
MORSE: at an increased amount to update the bond for inflation
filed by owners and/or developers of Lehmbeck
Subdivision and failing in either of the above, the
City Attorney be authorized to take appropriate action
to confiscate said letter of credit. Motion declared
carried.
ORDINANCE Moved by Kolinski, seconded by Dini, to adopt Ordinance
M-68-83 M-68-83, AN ORDINANCE AMENDING THE SCHEDULE OF FEES,
FALSE FIRE SECTION 5-1-3 OF TITLE V, CHAPTER 3 OF THE DES PLAINES
ALARMS CITY CODE, BY ADDING THERETO, UNDER THE CATEGORY OF
(LICENSE "OTHER BUSINESSES" SUB -SECTION 5-5-31.3 AND INDICATING
FEES): THE FEE FOR CENTRAL STATION ALARMS LICENSES. • Upon roll
