11/23/1983 Special MeetingCALL TO ORDER: ROLL CALL: 76 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, WEDNESDAY, NOVEMBER 23, 1983 The Special Meeting of the City Council of thy: City of Des Plaines was called to order by Mayor John'E. Seitz at 7:06 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. � Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Volberding, Kehe, Wetter, Schneck, Adams, Gebert, Dini, Chiropolos, Addante, Zanca. Aldermen Martin, Kisslinger, Hardiman and Ward were absent. Alderman Kisslinger arrived at 7:09 P.M. Also present were: Municipal Development Department Director Richardson and City Attorney Smith. PRAYER AND PLEDGE: DESIGN OF TRANSIT CENTER: RESOLUTION R-24-83 REDESIGN OF TRANSIT CENTER: RESOLUTION R-25-83 HOLD HARMLESS AGREEMENT: There was a moment of silent prayer followed by the Pledge of Allegiance to the Flag. Moved by Schneck, seconded by Muehlenbeck, to approve Scheme "C" for the design of the bus bays to include taxi and passenger drop-off area and rumble strips, and future site of the train station to be located as far to the center of the block as feasible. Moved by Zanca, seconded by Volberding, to call for the question. Motion declared carried. Upon roll call on the motion, the vote was: AYES: 12-Muehlenbeck, Volberding, Kehe, Wetter, Schneck, Kisslinger, Adams, Gebert, Dini, Chiropolos, Addante, Zanca NAYS: 1-Kolinski ABSENT: 3 -Martin, Hardiman, Ward Motion declared carried. Moved by Muehlenbeck, seconded by Chiropolos, to adopt Resolution R-24-83, authorizing Collins Engineers, Inc., 600 W. Jackson Blvd., Chicago, 60606, to redesign transit center site in accordance with Scheme "C" of A. M. Kinney Associates, Inc., 801 Davis St., Evanston, 60201, at a cost not to exceed $7,000, and Mayor and City Clerk to sign necessary document. Upon roll call, the vote was: AYES: 13-Muehlenbeck, Kolinski, Volberding, Kehe, Wetter, Schneck, Kisslinger, Adams, Gebert, Dini, Chiropolos, Addante, Zanca NAYS: 0 -None ABSENT: 3 -Martin, Hardiman, Ward Motion declared carried. Moved by Chiropolos, seconded by Muehlenbeck, to adopt Resolution R-25-83, holding harmless the RTA, IDOT and UMTA from any future actions that might arise in relation to the stoppage and redesign of the transit center. Upon roll call, the vote was: AYES: 13-Muehlenbeck, Kolinski, Volberding, Kehe, Wetter, Schneck, Kisslinger, Adams, Gebert, Dini, Chiropolos, Addante, Zanca NAYS: 0 -None ABSENT: 3-Martin,'Hardiman, Ward Motion declared carried. 1 1 a 77. 11/23/83 PAGE TWO RESCINDING OF Moved by Dini, seconded by Zanca, to rescind the work WORK STOP stop order on the transit center site and City meet ORDER: with Tealander Bros. Contractors, 8151 S. Western Ave., Chicago, 60620, on Monday morning, November 28, 1983, on the site to review the new changes and authorize them to proceed with construction wherever possible. ADJOURNMENT: Moved by Chiropolos, seconded by Volberding, that the Special Meeting of the City Council adjourn. Motion declared carried. Meeting adjourned at 8:30 P.M.
