CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:06 P.M., in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center.
ROLL CALL:
Roll Call indicated the following aldermen present:

The opening prayer was given by Father Thomas
Sullivan, St.Emily's Church, followed by Pledge of
Allegiance to the Flag.
Moved by Dini, seconded by Muehlenbeck, to approve
Minutes of the regular meeting of the City Council held
August 15, 1983, as published. Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $1,066,487.56. Upon roll call, the vote

MINER SQUARE Moved by Addante, seconded by Chiropolos, to adopt the
IMPROVEMENTS: recommendation of the Public Works Committee to approve
two-phase program re improvements for Miner Square as
follows:
1. City Clerk to advertise for bids to stucco the two
walls facing Miner Square, specifications to be
drawn by City's Engineering Department, and City
Clerk to contact RTA to provide temporary bus
shelter until permanent shelter can be built.
2. Public Works Committee to review final approved
park renovation as proposed by EDC so as to
coincide with architectural design of train station
and bus bays across from park.
Motion declared carried.
LEASE Moved by Addante, seconded by Chiropolos, to adopt the
AGREEMENT recommendation of the Public Works Committee that the
MUNICIPAL Mayor and City Clerk be authorized to enter into a lease
BUILDING: agreement with Economic Development Commission for 588
sq. ft. of space on sixth floor of Civic Center,
Municipal Building, for the sum of $9.50 per sq. ft.
per month, and to include "Rental increase terms based
on current rental rates in Des Plaines area." Lease to
commence September 15, 1983 and end September 15, 1984.

BRANCH/BRUSH fee of not less than $5.00 nor more than $50.00, per
PICKUPS AND load," and City Attorney to draft necessary ordinance.

PROGRAM: leaf pick-up program continue without charge.
Moved by Schneck, seconded by Zanca, to adopt a
substitute motion that the leaf pick-up program continue
at a yearly fee of $2.00. Upon roll call, the vote was:

ENGINE Moved by Chiropolos, seconded by Addante, to adopt the
REPLACEMENT recommendation of the Public Works Committee to accept
LEAF PICK-UP the proposal from Illini Power Products Company,
MACHINES: 444 Randy Road, Carol Stream, 60118, to replace two
leaf vacuum machine engines at a cost of $14,170. Upon
roll call, the vote was:
AYES: 13-Muehlenbeck, Volberding, Kehe, Martin, Wetter,
Schneck, Kisslinger, Adams, Hardiman, Gebert,
Dini, Chiropolos, Addante

ROCK SALT:
Moved by Schneck, seconded by Chiropolos, to adopt the
recommendation of the Public Works Committee to award
the bid for the purchase of 1,700 -tons of rock salt
during September at a cost of $28,101 and another 800
tons, if needed, during December at a cost of $13,224 -
to Morton Thiokol, Inc., Morton Salt Division, 151
Dartmoor Drive, Crystal Lake, 60014 ($16.53 per ton
delivered). Upon roll call, the vote was:

PARKING Moved by Dini, seconded by Zanca, to adopt the
ENFORCEMENT recommendation of the Public Safety Committee that the
AGREEMENT, Mayor and City Clerk be authorized to sign Parking
777-797 Enforcement Agreement at 777-797 Dulles Road, and that
DULLES ROAD: the Police Department do extensive vehicle tag
investigiation in all off-street parking agreement areas.

SIDEWALK Moved by Kehe, seconded by Kisslinger, to adopt the
LIABILITY: recommendation of the License & Judicial Committee that
Section 9-1-10, 9-1-11 and 9-1-12 of the City Code be
amended as outlined in Committee report of September 6,
1983, and City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
Moved by Kehe, seconded by Kisslinger, to adopt the
recommendation of the License & Judicial Committee that
Acting City Engineer be authorized to prepare specifica-
tions and advertise for bids to repair designated
sidewalks and City Attorney be authorized to draft
letter to property owners re cost of repair and legal
responsibility as outlined in Committee report of
September 6, 1983. Upon roll call, the vote was:

QUESTIONING Moved by Kehe, seconded by Volberding, to adopt the
OF recommendation of the License & Judicial Committee
DEPARTMENT that Item 5 of Rule III of Section 1-6-9 which reads
HEADS: "Questioning of Department Heads" be removed from City
Code, and City Attorney be authorized to draft necessary
ordinance. Motion declared carried. Aldermen
Muehlenbeck and Kolinski voted no.
ANTENNA Moved by Hardiman, seconded by Addante, to adopt the
ORDINANCE: recommendation of the Building Code Committee that City
Attorney be authorized to draft new ordinance re
antennas as agreed by Committee at their meeting on
August 30, 1983. Motion declared carried.
REBUILD Moved by Schneck, seconded by Addante, to adopt the
ENGINE FOR recommendation of the Public Works Committee to accept
END LOADER: the proposal from Patton Tractor & Equipment Company,
635 W. Lake Street, Elmhurst, 60126, to rebuild
Caterpillar, Model 930, engine for end loader at a cost
not to exceed $8,000. Upon roll call, the vote was:

Martin, Wetter, Schneck, Kisslinger, Adams,

BACKFLOW Moved by Martin, seconded by Ward, that a 90 -day
PREVENTERS: moritorium be established to provide for additional
study of the backflow preventer ordinance with the
following conditions:
1. Secure in writing from property owners a letter
indicating their willingness to install a backflow
preventer if at the end of this moritorium it is
decided by the City Council that the ordinance as
written or amended be enforced.

condition exists, the Municipal Development
Department has the authority to require the
installation of a backflow preventer without regard
to the moritorium.

recommendation of the Municipal Development Committee
to concur with Des Plaines Zoning Board of Appeals re
Case 83 -29 -SU to grant Special Use to permit replacement
of existing pump islands and fuel dispensing equipment
and to construct and install two canopies over pump
islands in C-2 Commercial District at property located
at 10 W. Golf Road (Marathon Petroleum Co.), and City
Attorney be authorized to draft necessary ordinance.

recommendation of the Municipal Development Committee
that the Mayor and City Clerk sign resolution to waive

M-46-83, AN ORDINANCE LEVYING TAXES FOR THE CITY OF
DES PLAINES, COOK COUNTY, ILLINOIS, FOR THE FISCAL YEAR
BEGINNING JANUARY 1, 1983 AND ENDING DECEMBER 31, 1983.

Plaines on the occasion of their'Silver Anniversary,..
and appropriate plaque be made up in recognition of their

83-30-R, 309A -581B 4th Avenue and 790 Waikiki Drive,
was referred to Municipal Development Committee.

83-31-V, 1890 Big Bend (Harry Ono), was referred to the

Alderman Kisslinger requested that at some time in the
future sign(s) be placed on thoroughfare(s) in the City

Community College.
