CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor John E. Seitz
at 8:16 P.M., in the Eleanor Rohrbach Memorial Council

ROLL CALL: Roll Call indicated the following dermen present:
Muehlenbeck, Kolinski, Kehe, Ma in, Schneck, Kisslinger,
Adams, Hardiman, Gebert, Dini, Addante, Ward, Zanca.
Absent was Alderman Wetter.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Fire Chief Gedroic, Police Captain Clark, Acting Health Director
McIntosh, Acting City Engineer Crowley, Municipal Development
Department Director Richardson, Superintendent of Streets Kozlinka,
Administrative Assistant Taylor, and City Attorney Smith.

MINUTES:
The opening prayer was given by Pastor Paul Haberstock,
Immanuel Lutheran Church, followed by Pledge of
Allegiance to the Flag.
Moved by Dini, seconded by Kehe, to approve Minutes
of the regular meeting of the City Council held
July 5, 1983, as published. Motion declared carried.
BILLS PAYABLE: Moved by Ward, seconded by Kisslinger, to adopt the
following resolution: BE' IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND. ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $169,025.68. Upon roll call, the vote
was:

for repairs to street lights at the Cumberland Circle.

Conrad Hilton Hotel, Chicago, for aldermen ($65.00 each)
and their spouses ($55.00 each) with the stipulation
that the aldermen attend the full 4 -day conference.

Moved by Adams, seconded by Kolinski, to.adopt the
recommendation of the Municipal Development Committee
to change Section 12.4.7 of the Zoning Ordinance to
read: "The concurring vote of FOUR members of the Board
of Appeals shall be necessary to grant a variation,"
but that no change be made to Section 12.5.6. Motion
declared carried. City Attorney to draft ordinance.
Moved by Kolinski, seconded by Kisslinger, to adopt the
recommendatibn of the Municipal Development Committee
to concur with petition from residents on Fourth Avenue
in the Seventh Ward that their present R-4 Multiple
Family Residential District zoning be changed to R-3
Two -Family Residential District, and authorize City
Attorney to draft necessary ordinance. Motion
declared carried.
Moved by Zanca, seconded by Kisslinger, to adopt the
recommendation of the Municipal Development Committee
to award bid for 12' x 5' partition in Municipal
Development Department to the low bidder, Joe Wintz
Construction, 1440 Lincoln Avenue, Des Plaines, in the
amount of $750.00. Upon roll call, the vote was:

recommendation of the Municipal Development Committee
that Mayor be authorized to sign grant agreement and
any subsequent amendments re construction phase of
Transit Center and a formal resolution from the City
Council, all subject to City Attorney approval. The
initial cost of $31,760 to be paid from Federal and
State funds. Upon roll call, the vote was:

SUBDIVISION recommendation of the Building Code Committee that
(formerly Wedgewood Subdivision (formerly Kensington) original
Kensington): Letter of Credit be extended as updated by present costs
on Phase I only. Motion declared carried.
BILLBOARDS TO Moved by Martin, seconded by Chiropolos., to adopt the
ADVERTISE recommendation of the Engineering Committee to grant
OKTOBERFEST: request of' Des. Plaines Jaycees to erect two small
billboards, one at Lee and Oakton Streets, and one at
River and Miner Streets, to advertise 1983 Oktoberfest.
to be held August 19, 20, and 21, 1983. Installation
within 2 weeks prior to Oktoberfest and removal within
one week following. Motion declared carried.
DIRECTIONAL Moved by Martin, seconded by Chiropolos, to adopt the
SIGNS TO recommendation of theEngineering Committee to deny
LIBRARY: request from Des Plaines Public Library to place
directional signs to the Library at seven locations
throughout City.' Motion declared carried.
1983 STREET Moved by Chiropolos; seconded.by Martin, to adopt the
MAINTENANCE recommendation of the Engineering Committee to approve
PROGRAM: an addition to the 1983 Street Maintenance Program in
the amount of $4,815 from MFT funds, for roadglass
material on Bellaire Avenue. Upon roll call, the vote
was:
