Seitz at 8:15 P.M., in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Muehlenbeck, Kolinski, Volberding, Kehe, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Dini, Chiropolos, Addante, Ward, Zanca Also present were: City Comptroller Blietz, City Treasurer Swanson, Commissioner of Public Works Matula, Fire Chief Gedroic, Police Chief Alfano, City Civil Engineers Garry Alden and Larry Kaszuba, Acting Health Director McIntosh, Municipal Development Department Director Richardson, Administrative Assistant Taylor and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Pastor R. K. Wobbe, Christ Church, followed by Pledge of Allegiance to the Flag. Moved by Dini, seconded by Kehe, to approve Minutes of the regular meeting of the City Council held May 16, 1983, as published. Motion declared carried. BILLS PAYABLE: Moved by Ward, seconded by Muehlenbeck, to adopt the following resolution: BE'. IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. WOLF: INDUSTRIAL DEVELOPMENT REVENUE BOND, 2860 RIVER: Moved by Ward, seconded by Muehlenbeck, to adopt the recommendation of the Finance Committee to authorize the City administration and Ed Benjamin of Benjaming & Lang, the City's financial consultants, to review the application from Inland Heating & Air Conditioning, 2190 S. Wolf Road, for Industrial Development Revenue Bonds in the amount of $600,000, and prepare the necessary recommendation for Committee's review. Motion declared carried. Moved by Ward, seconded by Muehlenbeck, to adopt the recommendation of the Finance Committee that the normal financial fee for assignment of Trivesco, 2860 River Road, Industrial Development Revenue Bond to Holland Park Investments, Inc., Washington, D.C. be waived and that $2,000 be the fee, and that Ed Benjamin be authorized to review the Holland Park Investment Project and report back to Committee. Northwest Highway, Arlington Heights, IL 60006, in the amount of $78,323.44, to be paid within 3 days of receipt and acceptance of eight (8) police cars. Rudd), and authorize Mayor and City Clerk to execute plat of subdivision. Motion declared carried. Moved by Kolinski, seconded by Kisslinger, to rescind this motion placed in error. Moved by Zanca, seconded by Kisslinger to adopt the recommendation of the Municipal Development Committee to concur with the Des Plaines Zoning Board of Appeals that property located at '1400 Oxford Road (D. & L. Rudd),, be rezoned from M-3 Scientific Research to R-2 Single Family Residential, and City Attorney to draft necessary ordinance. Motion declared carried. Moved by Adams, seconded by Kisslinger, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Plan Commission to approve resubdivision of property located at 850 Oakton Street (Koziol & Wedgewood), and authorize Mayor and City Clerk to execute plat of resubdivision subject to easement approval by City Engineer, and removal of restrictive covenants on Lot 80 only,subject to rezoning. Kinney Associates, Inc., Evanston, IL, todesign the Des Plaines Transportation Center and provide required field supervision. Design, construction and supervision costs to be borne by IDOT and UMTA. IDOT extending maintenance of specific City streets from July 1, 1983 to June 30, 1985, City to be reinbursed in the amount of $8,415.17, and to further expand the agreement to include five additional routes requested for a reinbursement of $17,938.84, for a combined total of $26,354.01 per year. Moved by Dini, seconded by Zanca, to adopt the recommendation of the Public Safety Committee that the Mayor and City Clerk be authorized to sign all necessary licenses and permits for events held to commemorate the Independence Day Celebration, Sunday, July 3, 1983 and Monday, July 4, 1983, sponsored by Des Plaines Chamber of Commerce, and City Police and Fire Departments cooperate with Chamber by providing necessary public safety.
