CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
Baines, Harm, McKay, Halverson and Morava responding to roll -call.
OFFMCIAL REPORTS: City Attorney Opeka made a verbal report about
a meeting held in Oak Park, Illinois, regarding new legislation concerning
City and Village revenues and taxes. He said that approximately 140 City and
Village representatives were present.
WATER, SEINER AND PUBLIC BUILDINGS COMMITTEE REPORT: Alderman
Halverson informed the Council he resented articles which were published in
the local papers about the storm sewer. He said he did not believe any of the
proceddings of a committee meeting should be published but only items which
are presented at the Council meetings....that they had not completed the storm
sewer project but were still working on same.
. PUBLIC PROTECTION COMMITTEE: Alderman Johnson reported that the
Public Protection Committee had investigated the request of Frank Pantano
for an additional taxi cab and ]Hound that:
The applicand had operated two cabs prior to the war. One of
them had to be taken out of service but due to the autmmobile shortage, was
unable to replade.
We, Your Committee on Public Protection, therefore recommend that
the Ordinance be changed increasing the limit on the number of cab licenses
from 13 to 14, and that this additional license be issued to Frank Pantano.

NEW AIRPORT BOUNDARIES

The expansion program will include an additional 1080 acres, to be
•added to the airport from the South and West areas.
The news that the North Boundary will remain as is, is good news
to many South'Des Plaines residents who have expressed concern over the relocating
of the airport towards the City of. Des Plaines.
FLIGHT OPERATIONS
Flying Operations have increased at the Orchard Place Airport and
and aircraft have been heard to take off and land at the airport during all
twenty four hours of the day.
On quiet nights, one can hear the noise of engines at the airport
very distinctly, and on one or two occasions low flying aircraft have approached
to field for landings.
There is no doubt but what the noise element over Des Plaines will
be a serious factor in the near future, and that some consideration must be
given this problem in the near future.
ARLINGTON AIRPORT
Information on the Arlington Heights attempt to take over practice
airport now abandoned by the Navy, shows that private bidders have taken the
C4 airport from the control of municipal bidders.
Reliable information indicates that the operators of the local
Ravenswood airport are theprivate bidders in this case, and theyintend to

take over the field in the near ftture.
The Ravenswood Airport is now under CAA control,, and are forced
to get permission to operate each day from the Orchard Place operations, tower.
•
This airport is scheduled to be condemned by the airport authori-
ty, according to a report made by the General Airport Company in their recent
survey, as the airport is too close to the Orchard Place flight center to al-
low safe operation of either airport.
SUPER HIGHWAYS SYSTEM
There is constant rumor of the North South connecting Super
Highway being routed on River Road (Des Plaines Avenue).
• ls this highway is one of several to be designed to carry high
speed non-stop traffic, it is quite possible that the State may have some idea
of engineering an underpass at the Miner Street C.N.t.RR. crossing to allow
River Road to pass through this intersection at top speed.
If this should happen; and information of plans for the super-
highway materialize, study should be given to the effects of the change,and
what it will do to present installations along our main streets.
An underpass could either assist or be a definite detriment to
our business sectio4 and in addition, would affect to some extent the resi-
dential areas along River Road.
Careful consideration should be given as to the good and bad
points of a highspeed highway on this route.

May we have your cooperation in enforcing the ordinance which
prohibits the dumping of building material in ditches and parkways? Building
materials are dumped in ditches in this area with no lights at night and are
a definite hazard.
We are primarily concerned in preventing a repetition of an ac-
cident which occurred last fall when a bicyclist was thrown and suffered a
fractured collarbone. This accident was the result of leaving rubble in the
road in front of a new dwelling.

CITY ENGINEER FLETCHER'S LETTER ON SEWERS: The Clerk read:

Gentlemen:
In the May 16th issue of the Des Plaines Suburban Times the state-
ment was made that the present City Engineer of Des Plaines was responsible
for the construction of the present sewers south of Oakton Street.
The error of this, statement should be apparent to all who have
lived within the City Limits of Des Plaines for any length of time. The lack
of truth in the statement is shown by the record which shows that all these
sewers were built in 1924 under Spedial Assessment No. 88, thirteen years be-
fore the present City Engineer came into office. The fact that sewer, water
and sidewalk was already in was the deciding factor in the selection of that
site for the building program.
Under the present City Engineer the existing sewers south of Oak -
ton Street have been extended by the construction of two blocks of sewers; the
sewer on Linden Street was extended from Riverview Avenue to Everett Street,
and the Sycamore Street sewer was extended from E verett to Prospect. The City
Engineer claims no credit for the fact that no flooding occurred on these two
street5this past month.
In 1943, during the time when your City Engineer was on leave
of absence, designing and constructing sewers in South America, the existing
Maple Street sewer was extended two blocks on Howard Avenue and two blocks on
Stockton.
In view of these facts it hardly seems fair to blame the present
City Engineer for the entire system. In fact, it is hardly fair to blame any
Engineer for the present sewer system. I am certain that they did the best
they could with the money available.
The Engineering Department of the City of Des Plaines has been
aware of the need of Storm Sewers in Des Plaines for many years, in fact,studies
made by City Engineer Allen and Jenkins covering the ten year period from 1927
to 1937 were made available to your present City Engineer in 1938 and con-
tinuous study and investigation has been carried on since that time. In 1939
a plan for a Citywide system of Storm Sewers for Des Plaines was developed by
a large Chicago firm of Engineers. This plan is also on file in the office
of the City Engineer.
The City Council has long been cognizant of the need for Storm
Sewers and several attempts have been made;to construct them. Each time the at-
tempt has been blocked. If the Council attempts to.install sewers by Special
Assessment, a self-appointed defender of the public usually appears and claims
that the cost is too high. If the attempt is made to construct them by sewer
rental the charge is made that vacantproperty pays nothing;. and any attempt
to construct them under the only other available way of financing, general
obligation bonds, I am certain would meet a like fate.

The Mayor called a recess so that the Council could study the plat of Ahrens'
Subdivision. After the Mayor called the Council to order, the motion was madw
by Alderman Kehe and seconded by Hansen to decline approval of the plat
declination due. to health and sanitation factors. The motion was voted upon
by acclamation whereupon the Mayor declared the motion carried.
CHAS. FORBERG APPOINTED INSPECTOR ON M.F.T. PROJECTS: On the
motion made by Alderman Kehe and seconded by McKay the Council approved the
appointment of Chas. Forberg as Inspector on the Ellinwood and Miner Streets

motion was made by Alderman Johnson and seconded by Hansen to approve the ap-
pointment of Earl Warlicke as Acting Superintendent of Public Works. The motion
was voted upon by acclamation whereupon the Mayor declared the motion carried.
