MIAUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES

EV'NING, MAY 5, 1947, AT 8:00 P. M.
CALL TO RDER: Mayor Pflughaupt being AT Rand Park to throw
the first ball to ope the baseball season, the City Clerk called the
meeting to order with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe,
Scharringhausen, Halv rson and Morava responding to roll -call. Alderman Harm
was absent the entire meeting. The motion was the made by Alderman Johnson

OFFICIAL REPORTS: The City Clerk submitted the reports of
Treasurer H. J. Ahbe, Inspector Scharringhausen, Inspector Rieck and the City
Clerk for the month o April. City Attorney Opeka reported having sent a
registered letter to he Bennett mnstrudtion Company regarding their excavations.
Also that he had file suit against J. 8ittmer regarding damage of City property
with his automobile.
COMMITTE REPORTS: Alderman Halverson reported that the entire
Council had met and discussed the flooding of basements and considered storm
sewers. Alderman Halvorson then made a motion 4lich was seconded by Johnson
that the City Engines prepare an estimate of cost, plans and specifications,
and that the City Att rney prepare a resolution to initiate a sewer revenue
storm sewer system calling a public hearing, both of whom are to follow the
recommendations of th4 Water, Sewer and Public Buildings, Committee. The motion

The motion was then made by Alderman Vavrinek and seconded by Scharringhausen
that the proposed resolution be adopted. The Chair put the question•and the Clerk
called the roll with the following result: Ayes: Aldermen Johnson, `�apieralski,
Vavrinek, Wolf, Kehe, Scharringhausen,'Halverson and Morava. Nays: None. The Chair
thereupon declared the motion carried and the proposed resolution adopted.
APPROVAL OF MINUTES® The motion was made by Alderman Halverson and
seconded°by Napieralski to approve the minutes of the Council meeting of
April 21st, 1947. The motion was voted upon by acclamation whereupon the Chair
declared the motion carried.
ADJOURN SINE DIE: The motion was made by Alderman Johnson and
seconded by Scharringhausen that the Council adjourn sine die for the purpose
of proceeding withthe formal induction of the newly -elected aldermen. The motion
was voted upon by acclamation whereupon the Chair declared the motion carried and
the Council adjourned sine die.
Mayor pro tem Kehe declared a recess until the arrival of Mayor
Pflughaupt.
INDUCTION CEREMONIES: Mayor Pflughaupt called the meeting to order
and then asked Aldermen Napieralski and Scharringhausen if they desired to
speak before the new aldermen were installed. Mayor Pflughaupt than presented
Police Magistrate A. E. Sengstock as Master of Ceremonies. The oaths of Alder-
men Hansen, Vavrinek, Baines; McKay and Halverson were then publicly administered.
COUNCIL RECONVENES: The Council was then reconvened by Mayor
Pflughaupt with Aldermen -Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, McKay,
Halversoh and Morava responding to roll call. The Clerk reported all members of
the Council present with the exception of Alderman Harm.
PETITION OF RESIDENTS IN CUMBERLAND TERRACE REGARDING. BUILDINGgEx-
CAVATIONS: City Clerk then read:

To the City Clerk and City Council of Des Plaines, Illinois:
The undersigned, being residents of the subdivision of Cumberland
Terrace, specifically of the area on or about Woodbridge Road, do respectfully
petition you that the dangerous and unsightly excavations, two on a single 100
foot square lot, which have been dug for appt•oxitnately a year Without further
action, be filled in and leveled. It is our understanding that the real estate
organization responsible for them is now'out of business and that no further work
is planned on the use of these excavations for the purpose of housing construction.
They constitute an ever present danger and'hazard to children of the area, and
tragedy has only been prevented by constant watchfulness and quick action in
several cases, since they are partially or completely full of water atitll times.
The location of these excavations is the east side of Woodbridge Road
in the 200 block, on or about Lot #7, being the only two such unbuilton exca-
vations in that area, and both on the same 100 foot square lot. We are told that
they were started by the Bennett sisters Realty Co.

City Attorney Opeka informed the Mayor he had reported on this item at the opening
meeting. Alderman McKay desired to know what action was going to be taken and the
Attorney said the five days had passed since notice had been given. The motion
was then made by Alderman McKay and seconded by Kehe that the City Attorney pro-
ceed with any arrangement to carry out the notice given to the Bennett Construction
Company. The motion was voted upon by acclamation whereupon the Mayor declared
the motion c arried.

Distinguished Gentleen of the City Council.
Dear Sirs:
The writer is desirous of commencing a light manufacturing operation
to be known as Kabar Company, forthe purpose of producing a Garden hose reel and
other Hardware specialty items, together with possibly somjobbing work in the
nature of small punch press stampings. As presently contemplated this will em-
ploy a maximum of sbd persons.

this light manufacturing operation, bat this property is at present zoned only
,for commercial enterprise.

He is prepared, if required, to conform to the same terms and con-

CUMBERLAND MAINTENANCE CORPORATION ON SPEEDING: The Clerk read the
following letter:

Gentlemen:
The residents of the Cumberland section oflbs:Plaines have noted
with growing concern the additional hazards created by increasing volume of traf-
'='(7.1 fic and the apparent increase of speed of said traffic, particularly on the
section of the Northwest Highway opposite to the Cumberland Station of the C.&.N.W.
Railroad, and on Golf Road.
We consider that the first step toward preventing some tragic ac-
cident, is the establishing of a 35 M.P.H. speed limit on the Northwest Highway
.to a point 1000 feet Northwest of intersection off State Street and 0rnell
Avenue. The posting of speed limit signs at such location will allow motorists
ample distance in which to reduce speed before reaching the State and Cornell
intersection and the C. & N.W. Station.
Second step is necessarily the enforcement of the speed laws on all
highways within and adjacent to Cumberland, with special attention given to Golf
Road and Northwest Highways.
The Board of Directors of Cumberland Maintenance Corporation, there-
fore, requests that in the interest of safety, the Des Plaines City(buncil in-
struct the proper departments to take action on our recommendation.

It is brought to our attention that there is still not sufficient
room for the parking of all the cars for the commutors of the Northwestern
Railway Company at the Cumberland Station,, and we suggest that you ask the State
of Illinois Highway Department to extend the parking possibilities further west
of the Cumberland Depot on the southwest side of the Northwest Highway by adding
more stone to the curb of the present concrete.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
HELD IN THE COUNCIL CHAMBERS, MONDAY
EVENING, MAY 19, 1947, AT 8:00 P. M.
CALL TO ORDER: The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
Baines, Harm, McKay, Halverson and Morava responding to roll -call.
OFFMCIAL REPORTS: City Attorney Opeka made a verbal report about
a meeting held in Oak Park, Illinois, regarding new legislation concerning
City and Village revenues and taxes. He said that approximately 140 City and
Village representatives were present.
WATER, SEINER AND PUBLIC BUILDINGS COMMITTEE REPORT: Alderman
Halverson informed the Council he resented articles which were published in
the local papers about the storm sewer. He said he did not believe any of the
proceddings of a committee meeting should be published but only items which
are presented at the Council meetings....that they had not completed the storm
sewer project but were still working on same.
. PUBLIC PROTECTION COMMITTEE: Alderman Johnson reported that the
Public Protection Committee had investigated the request of Frank Pantano
for an additional taxi cab and ]Hound that:
The applicand had operated two cabs prior to the war. One of
them had to be taken out of service but due to the autmmobile shortage, was
unable to replade.
We, Your Committee on Public Protection, therefore recommend that
the Ordinance be changed increasing the limit on the number of cab licenses
from 13 to 14, and that this additional license be issued to Frank Pantano.

The motion was made by .Alderman Johnson and seconded by Baines to concur in
the report. Mayor Pflughaupt was unable to decide on the voice vote and re-
quested the Clerk call the roll, with the following result: Ayes: Aldermen
Johnson, Hansen, Vavrinek, Wolf, Baines, Halverson and Morava. Nays: Aldermen
Kehe, Harm and McKay. The Mayor thereupon declared the motioh carried.
Alderman Johnson reported the Public Protection Committee had in-
vestigated the items of the Traffic Commission and recommended the following:
1. That the City Clerk write the State Highway Department.re-
questing that they place 4 -way stop signs at the River and Algonquin Roads'
intersection, preceded by suitable approach or warning signs.
2. That the one hour parking ordinance be extended on the north
side of Prairie Avenue from the alley west to Graceland Avenue and that all
parking on the south side of this same location be eliminated.
