Henrich, City Clerk City Hall, Des Plaines, Illinois Dear Mr. Henrich: A decision regarding the lighting of the reverse curves on U. S. Route 45 south of Oakton Street in Des Plaines has been reached, following our analysis of all factors involved. We believe there is justification for the installation of a modern lighting system throughout the length of the section indicated on the plan which you sent to Mr. Apple with your letter of December 7, 1946. The Department is willing to participate in the financing of the system to the extent of the $ost of the three units which are shown as being outside the corporation boundary on Lee Str4et. It would be the obligation of the City to advertise for bids, award the contract, and supervise the installation. In assuming this share of the cost, we would claim no ownership interest in the equipment, and it would be- come the responsibility of the City of Des Plaines to maintain and operate the system. After the Council has considered this proposal, please communicate your wishes to. Mr. Apple, to whom a copy of this letter is being sent. The exhaust from spray booth discharge directly out of side of wall, 4 feet above grade, fumes penetrating the surrounding area, aometimes unbearable to occupants adjacent. Made inspection March 14th accompanied by Mrs. Willer of Health Department and Mr. Rieck of Building Department. Mr. Larson of above company agreed to have stack attached to opening so that exhaust would disperse in air above roof of building. This was to be done within 7 days. This was not complied with, so I called Mr. Clark who said that he had some difficulty in getting sheet metal men to do this work, but would have same taken care of at once. In 1942 this 62 acre tract was again reclassified from 'Industrial District, Area District C" back to "Residence District, Area District A" upon petition, we understand, of dwelling house owners to the north. The Chicago and Northwestern Rai]}way CoOpany, the sole owner of this large tract of land, was not advised of the proposed change of zoning,except by notice in a local newspaper. Such notice to a non-resident, is of course, inade nate, and the Railway Company was not represented at the hearing, and had no, knowledge of the changed zoning until 1946.
