589 MINUTIIS OF TETE REGULAR =TIM OF TIM CITY COUNCIL OF THE CITY OF DES PLAINS, ILLINOIS, HELD'IN THE COUNCIL CHAMBERS, MONDAY EVENING,. MARCH 3. 1947 AT 8:00 P. M. CALL TO ORDER: The meeting was called to order by Mayor G. Walter Pflughaupt, who presided, with Aldermen Johnson, Napieralski, Vavrinek, Wolf, Kehe; Scharringhausen, Harm, Halverson and Morava responding to roll -call. OPEN BIDS FOR IMPROVEMENT OF S.B.I. RT. No. 19 AND ARTERIAL ST. No. 10: The motion was made .by Alderman Halverson and seconded by Vavrinek that the City Clerk open the bids for the improvement' of Miner and Ellinwood Streets. The motion was voted upon by acclamation whereupon the Mayor de- clared the motion carried. The following bids were opened: 'Milburn Bros. Inc., Mt. Prospect ,I11. $7,213.00 Arrow Petroleum Co.,7419 Franklin St.,Forest Pk. 6,817.70 Rock Road Const.Co., 5915 Rogers Ave.,Chicago 6,685.50 Skokie Valley Asphalt Co.,Inc.,Des Plaines,I11. '6,429.40' The Mayor referred the bids to the Street Committee, City Attorney and the City Engineer for immediate study and declared a recess. The Committee reporting back, the Mayor called the Council to order. The motion was then made by Alderman Vavrinek and seconded by Wolf that the contract be awarded to the Skokie Valley Asphalt Company, the lowest bidder, at °6,329.40 upon approval of the State Highway Department, the checks of the unsuccessful bid- ders to be returned. Alderman Vavrinek informed the Council there had been an error of $100.00 in the bid. The Maybr pit the question and the Clerk called the roll with tie following result: Ayes: Aldermen Johnson,.Napieral- ski, Vavrinek, Wolf, Kehe,Scharringhausen, Harm, Halverson and Morava. Nays: none. The Mayor thereupon declared the motion carried. REPORTS OF CITY OFFICIALS: The Clerk submitted the reports of of Building Inspector Scharringhausen, Electrical Inspector Rieck and the City Clerk for the month of. February, 1947. WATER COMMITTEE REPORT: Alderman Halverson reported about a 10 -inch main break on the Northwest Highway and the breakdown of the pump at one of the wells. He said with outside help both items were repaired in a short. time and commented upon the good work of the employees. STREET COMMITTEE: Alderman Vavrinek reported that the lights would be plated at Center and Ellinwood as soon as Superintendent of Public Works could procure same. MUNICIPAL DEVELOPMENT COMMITTEE: Alderman Napieralski reported on the Regional Zoning meeting in Chicago which was attended•by eight City officials. Alderman Napieralski also reported on zoning violation at 534 Park Place. A garage in the rear of the residence was being used as a ware- house. The Mayor referred the item to Building Inspector Scharringhausen. TRAFFIC COMMISSION: The Clerk read the following four letters from the Traffic Commission: Feb. 27,1947 Otto W.J.Henrich,City Clerk Des Plaines,I11. Dear Otto: The Traffic Commission has received permission from the Chicago Northwestern, and we recommend that two signs, labeled, "No Parking Between Signs", be set at a distance of thirty feet epart and.placed by the City at the crosswalk on the"north side of the Cumberland Railway Station abutting the south side of Northwest Highway adjacent to their railway platform steps. ' Dear Otto: Referring to that portion of your letter dated October 22 in which you have mentioned the location of a pine tree that obstructs the view of a stop sign located on fthe curb onAblf road approaching the Cumberland Circle from the north, we wi h to advise that we have examined this location, have consulted the Cumberl nd Improvement'Association, and have also noted that the tree is not in pe feet condition. We recommend that the true be removed; and should the Counci request its removal, we" might add that both Superintendent Esser and Alderman Jo son are aware of the particular tree in question. . In this s me letter you refer to a directional sign located oh Lee Street approaching Al ohquin Road, or Route 62, from the north. We have° examined the location of this, sign and have no recommendation to make. We find that it was plac d there by the State Highway Department, and have also been informed that th re is a possibility of the State moving Route 62, in which case when their decision is made, they may at that time either move the sign or change the si n at the recommendation of the Superintendent of Streets. Dear Otto: Much time has elapsed since your letter of October 22; however, a portion of your.lette refers to a stopsign on Everett and White Street, and we believe that this atter has not been solved. It appears that White Street is a through street and, as was stated to Alderman Johnson who usually attends our meeting, we would suggest that at the convenience of the Public Protection Committee of the City Council and also Alderman Halverson who made the request, we would be pleased to meet with their group and discuss the matter more thoroughly. Dear Sir' I acknowledge receipt of your letter of January 21st in which you request this Department to erect a town name and speed limit sign at the northern limits of your city on Northwest Highway. (STATE, 114101411AY LETTM 611VD.0 Policiee adopted by this Department provide that those signs be erected at the beginning of the built-up area. A few years ago we relocated this sign to its present location near Golf Road at the request of your Police Department. We can see no justification for extending the 35 M.P.H. speed limit over one-half mile further to the northwest as this section is typical- ly rural. Our Traffic Department, however, will recondition all of the existing speed limit signs and markers on North!vest Highway between Golf Road and River Road as they are becoming weathered. ALEXANDER GRANT & COMPANY: The Clerk read the following letter: _Feb. 17, 1947 Office of Mayor Des Plaines,I11, Gentlemen: A. client of ours which has been outstandingly successful in the manufacturing of builk and'trade-marked candies, maintaining a plant in Chicago, is interested in decentralizing operations.. This company would be interested in establishing a plant in a good community not over 300 miles from Chicago. Its idea of a good com- munity would be one that is progressive, not highly industrialize4 with the majority of the citizens owning their own homes, and where it could ex- pect to find an intelligent and earnest number of people to supply its labor requirements which, including both men and women,.would total about 150. The company has always maintained excellent labor relations in its present plant. It would have to secure a building of approximately 25,000 to 50,000 square feet of floor space on two to four floors, located on a rail- road track and provided with the possiblities of expansion if wanted. It would be a shbstantial purchaser of electric power. Available gas for cooking would be an added feature. This company would be willing to rent such a plant or purchase. It is amply well financed and wouldmake a substantial contribution to any small community. K FOS ER LETTER REGARDING DUMPING ASHES IN ALLEY: The Clerk read the following letter and a list of other violations: Des Plaines,ill. City Council Feb. 25, 1947 Des Plaines,I11. • Dear Sirs: I wish to call the Council's attention to the condition of the ,allay mite east side of White Street between Riverview and Oakton Sts. . It has become a regular ashes dump at the rear of Schweitzers, 1681 So.White (a renter), also Dencher's, 1683 So.White St. (owner). The rest of the property owners in the block pay the City for ash hauling service and I cannot see why these two can be allowed to make.a regu- lar dump of an alley that should be open and accessible at all times for the delivery of coal, etc. Thetcoal men delivering to the rest of us on the block find it almost impossible to g.t over the ash heaps in the middle of the alley. I am plann'ng on erecting a garage in the early spring and this alley is the only means I have to get to and from nor property. Is there not some way the Council can compel the above-mentioned parties to remove these ashes and refrain from dumping there in the future. I trust the Council will take some action in this matter and pro- tect the other propert owners' rights by prohibiting a dump being made of . this alley. Sir: Pursuant to the direction of the Mayor, your Committee on Veterans housing has worked closely with the'housing committee of the Des Plaines Post of the Veterans of Foreign Warsi together with Alderman Napieralski, the Chairman of the Municipal Development Committee. 1. All deliberations have been' conducted with the sole objective of taking care of the Des Plaines GI, whether he is now living here or not. We found many who have :lad to leave Des Plaines because rio housing was available. 2. We have agreed that the housing need is IMMEDIATE. Actual sur- veys show far too much "doubling up" and "one room existence", neither of which is conducive to aver9ge comfort, convenience, or privacy. In many instances, a definite health hazard is existent in addition to the developing of many un- desirable social problems. 3. With these two factors in mind,• the possibilities of helping to provide individual homes and apiaitnent construction were thoroughly examined, and it was found tha NEITHER could supply immediate relief because approximately 90% of the GIs could neither afford to "purchase an individual hone nor pay tie rentals of new apartient construction at present cost levels. This left only one recourse and that was "Temporary Rental.Housing" at a reasonable rental which could be a stop gap until building costs become more normal. Such a project would have to provide average convenience, be of good de- sign,, well constructed and presentable in appearance. It would allot the GI to accumulate sufficient cash to subsequently purchase a permanent home at more ap- propriate cost levels if he should eochsire. An exhaustive search was conducted for such a solution. Surveys have been completed, and others are under way, concerning costs, available land, per capita income, types of housing, demand, utility facilities, Government requirements, and Governmental aid. We believe we have found the best available and which is suitable to the pressing problem. 5. The only agency having financial resources and the other necessary equipment for helping in realization of the problem is the Cook.(bunty Housing Authority. The only local authority whom they may legally entertain in housing negotiations is the City of. Des Plaines. 6.. Since the plans of the Cook C ounty Housing Authority entail local control over an extended period, until such time as the accumulated pressure pSfor housing is reasonably relieved, it appears necessary to establish a Des Plaines group to initiate and to follow through until such time as City guidance and direction are no longer required. We, therefore, respectfully recommend that the'Mayor appoint a perma- nent Veterans Housing Commission, composed of members of the City Council and of citizen members,' with authority derived from Council action, to promote, foster, direct, and terminate the participation of the City of Des Plaines in .Veterans Housing project's subsequently. We further recommend that the Mayor, as promptly as may be, express in writing to the C ook Q unty Housing Authority the desire of the City of Des Plaines to avail itself ofsthe funds and facilities the Authority has for this purpose. Housing problem in the City of Des Plaines; and WHEREAS, our Citiaens' Committee and the V. Y. W Housing Committee have filed a complete report on the subject with this Council with certain recom- mendations for action; and WHEREAS, it is the desire of this Council to assist in all ways pos- sible to alleviate this condition, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS: Section 1. That the Mayor express in writing to the Cook O unty Housing Authority the desire of the City Council of the City of Des Plaines to avail itself of the funds and fagilities the Housing Authority will supply for any program mutually agreed upon with City Council approval. Section 2. That there is hereb y established and created a permanent "Veterans' Housing Committee " composed of nine (9) members, who shall serve until April 30, 1949, and all subsequent, appointments to be for., a term of two (2) years without compensation. Three members of said committee shall be appointed from the membership of the City Council andthe remaining six members shall be appointed fro$ the citizenry at large; the Mayor shall be ex officio member of said committee and the Chairman of such committee -shall be designated by the Mayor. The said Committee is empowered to promote, foster, direct and termi- nate any partidipation of the City of Des Plaines in Veterans' Housing projects subsequently by and with the authority. derived only from City -Council action. ALDERMAN AORAVA brought the attention of the hazard at Algonquin and Des Plaines Avenur due to the accident causing the death of an eight year `old child. He suggested that the City Council contact the'State and County of- ficials and'have a fo{br-way stop made at that intersection. Alderman Vavrinek Aid the Chicago Moto Club should also be contacted. Alderman Halverson said he would see the Chic go Motor Club. After considerable discussion, the motion was made by Alderman ehe and seconded by Alderman Morava that the City Clerk communicate with the ptate and County officials.
