04/15/19681 1 532 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, APRIL 15, 1968 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:08 P.M. The meeting opened with a prayer by Rev. John H. Draisma, pastor of the First Christian Reformed Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Present also were: City Comptroller Blietz, Police Captain Hintz, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, Fire Marshall Arndt, City Engineer Fletcher, Civil Defense Director Arthur, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Hinde, to approve the Minutes of the regular meeting of April 1, 1968, as published. Motion declared Carried. REPORTS OF CITY The Clerk submitted the following reports which were OFFICIALS: placed on file: Fire Department Quarterly Report; Police Department Quarterly report; Appropriation Expenditures to* March 31, 1968; Assessed Valuation LEGAL SUIT Arc Disposal TREES Planting STREET Cleaning REPORTS OF COMMITTEES: Zoning Case 68-16-R 1980 Howard St. City Comptroller Blietz reported that the total assessed value of property within the corporate limits had increased in 1967 from $205,788,840 to $219,640,616. City Attorney DiLeonardi reported that several weeks ago the City Council authorized him to file a suit against Arc Disposal Co. for property damage to a City Truck in the amount of $1,710.00. He further reported that he has been successful in negotiating a settlement of that case in the amount of $1500, excluding court costs and attorney's fees. It was moved by Alderman Bonaguidi, seconded by Alderman Iiinde, to authorize City.Attorney to negotiate the settlement of aforementioned case in the Amount of $1500 with the stipulation that it does not prejudice our position with our Insurance Company on any subrogation settle- ment of the suit. Upon roll call, the vote was: AYES: - 17 - Alderman Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Mayor. Commissioner of Public Works Warnicke reported that the Street Cleaning program is progressing and that the tree planting program is 40% completed. It was moved by Alderman Swanson, seconded by Alderman Thomas, to concur with Municipal Development Committee's recommendation to concur with the Zoning Board in Case 68-16-R - property located at 1980 Howard Street, and grant rezoning from R-2 to R-3, authorized the City Attorney to draft the necessary ordinance. Motion declared Carried. ADELMAN & It was moved by Alderman Swanson, seconded by Alderman BROTT 2nd Add. Thomas, to concur with Municipal Development Committee's SUBDIVISION recommendation to authorize the Mayor and City Clerk to execute Plat of Adelman & Brott Second Addition, upon the posting of necessary cash or bond for improvements. Motion declared Carried. Committee Alderman Swanson, Chairman, set a meeting of the Municipal Meeting Development Committee for 7:30 P.M., April 29. Certify two Patrolman It was moved by Alderman Figard, seconded by Alderman Seitz, to concur with Police Committeo's recommendation to authorize the Board of Police and Fire Commissioners to certify two patrolmen from the eligibility list, to start May 4, 1968. Motion declared Carried. EQUIPMENT It was moved by Alderman Figard, seconded by Alderman Radio - Swanson, to authorize City Comptroller to issue the Police Dept. purchase order for a radio for the 1968 -Harley-Davidson motorcycle from Motorola Communications and Electronics at an estimated cost of $840.00.
