MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL ROOM, CITY HALL,
MONDAY, APRIL 15, 1968
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel at 8:08 P.M. The meeting opened with a prayer
by Rev. John H. Draisma, pastor of the First Christian Reformed Church,
followed by the pledge of allegiance to the flag.
ROLL CALL: Roll Call indicated the following aldermen present:
Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard,
Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Seitz, Shillington, Michaels,
Present also were: City Comptroller Blietz, Police Captain Hintz, Building
Commissioner Schuepfer, Commissioner of Public Works Warnicke, Fire
Marshall Arndt, City Engineer Fletcher, Civil Defense Director Arthur,
and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES:
It was moved by Alderman Prickett, seconded by Alderman
Hinde, to approve the Minutes of the regular meeting
of April 1, 1968, as published. Motion declared Carried.

1980 Howard St.
City Comptroller Blietz reported that the total assessed
value of property within the corporate limits had
increased in 1967 from $205,788,840 to $219,640,616.
City Attorney DiLeonardi reported that several weeks
ago the City Council authorized him to file a suit
against Arc Disposal Co. for property damage to a
City Truck in the amount of $1,710.00. He further
reported that he has been successful in negotiating
a settlement of that case in the amount of $1500,
excluding court costs and attorney's fees. It was
moved by Alderman Bonaguidi, seconded by Alderman Iiinde,
to authorize City.Attorney to negotiate the settlement
of aforementioned case in the Amount of $1500 with the
stipulation that it does not prejudice our position
with our Insurance Company on any subrogation settle-
ment of the suit. Upon roll call, the vote was:

Commissioner of Public Works Warnicke reported that the
Street Cleaning program is progressing and that the tree
planting program is 40% completed.
It was moved by Alderman Swanson, seconded by Alderman
Thomas, to concur with Municipal Development Committee's
recommendation to concur with the Zoning Board in Case
68-16-R - property located at 1980 Howard Street, and
grant rezoning from R-2 to R-3, authorized the City
Attorney to draft the necessary ordinance. Motion
declared Carried.

STOCKTON'S REQ It was moved by Alderman Swanson, seconded by Alderman
SUBDIVISION Prickett, to concur with Municipal Development Committee's
recommendation to authorize the Mayor and City Clerk to
execute Plat of Stockton's Resubdivision, subject to the
posting of necessary bond or cosh for impribvements.
Motion declared Carried.
ADELMAN & It was moved by Alderman Swanson, seconded by Alderman
BROTT 2nd Add. Thomas, to concur with Municipal Development Committee's
SUBDIVISION recommendation to authorize the Mayor and City Clerk to
execute Plat of Adelman & Brott Second Addition, upon
the posting of necessary cash or bond for improvements.
Motion declared Carried.
Committee Alderman Swanson, Chairman, set a meeting of the Municipal
Meeting Development Committee for 7:30 P.M., April 29.

It was moved by Alderman Figard, seconded by Alderman
Seitz, to concur with Police Committeo's recommendation
to authorize the Board of Police and Fire Commissioners
to certify two patrolmen from the eligibility list,
to start May 4, 1968. Motion declared Carried.
EQUIPMENT It was moved by Alderman Figard, seconded by Alderman
Radio - Swanson, to authorize City Comptroller to issue the
Police Dept. purchase order for a radio for the 1968 -Harley-Davidson
motorcycle from Motorola Communications and Electronics
at an estimated cost of $840.00. On roll call, the vote
was:

Health and Inspection Committee, for 8 P.M., May 2nd,
to consider liquor license applications and cab licenses.
It was moved by Alderman Leer, seconded by Alderman Hinde,
to concur with Streets and Traffic Committee's recommenda-
tion to award the bid for the 1968 truck with snow plow
to the low bidder, Des Plaines Motor Sales, Inc., in the
amount of $2,913.00. On roll call, the vote was:

Avenue, Brown Street, Jefferson Street, and other streets
north of City Hall. Motion declared Carried.
It was moved by Alderman Figard, seconded by Alderman
Thomas, to authorize the pruchase of a radio from Motorola
Communications and Electronics for the Water Department
at an estimated cost of $650.00. On roll call, the vote

Roof - Fire man Hinde, to concur with Building and Grounds Committee's
Station #2 recommendation to authorize the firm of Holmes and Fox
Architects to engage the services of a structural
engineering firm to study and make recommendations
regarding the roof at Fire Station #2. On roll call,
the vote was:

COUNCIL - Vote It was moved by Alderman Shillington, seconded by Alderman
Switch Apparatus Rateike, to concur with Building and Grounds Committee's
recommendation to authorize City Comptroller Blietz
to explore the cost of the installation of a vote -switch
apparatus to be used to register Council members votes
and report. Motion declared Carried.
EQUIPMENT It was moved by Alderman Shillington, seconded by Alderman
Award Bid Hinde, to concur with Building and Grounds Committee's
Elec. Hoist recommendation to award the bid for the four post electric
hoist to the second lowest bidder, Robert Young, Inc.
in the amount of $1,610.70, as the low bidder does meet
the specifications. On roll call the vote was:

Public Works man Rateike, to concur with Building and Grounds Com -
Tank Compressor mittee's recommendation to award the bid for the horizontal
tank compressor to the low bidder, Carwasher Equipment
Company, in the amount of $1,164.10. Motion was with-
drawn. It was moved by Alderman Shillington, seconded
by Alderman Wagner to reject all bids and readvertise
for bids. Motion withdrawn. It was moved by Alderman
Shillington, seconded by Alderman Wagner, to defer action
on the awarding of said bid and readvertise for a vertical
tank compressor. Motion declared Carried.
EQUIPMENT It was moved by Alderman Shillington, seconded by Alder -
Public Works man Rateike, to concur with Building and Grounds Com -
Gasoline mittee's recommendation that the Commissioner of Public
Storage Tanks Works draft new specifications for the two underground
storage tanks and pumps, and reject the one bid received,
bids returnable April 29th at 10 a.m. Motion declared
Carried.

recommendation to award the bid for the paving of Munici-

and return the checks of the unsuccessful bidders.

Company to remove the roof of the municipal building
on a time and material basis to determine the necessary
type of specifications to be written for reroofing.
