03/18/1968MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, MARCH 18, 1968. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:08 P.M. The meeting opened with a prayer by City Clerk Rohrbach, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Bonaguidi, Seitz, Shillington, Michaels, Prickett, Wright, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas. Absent were Aldermen Szabo and Czubakowski. Also present were: City Comptroller Blietz, Police Chief Kennicott, Police Captain Hintz, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, Fire Marshall Arndt, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Rateike, to approve the minutes of the regular meeting of March 4, 1968, as published. Corrections were made as follows: Page two, Paragraph 6 - change the figure $18,785.13 to $21,285.13. Page three, Paragraph 4, scratch "exceeding $17 in initial cost, in the amount of $17 per tree" and insert "not to exceed $17 per tree". After corrections, motion declared carried. OPEN BIDS: Section 12 Storm Sewer It was moved by Alderman Swanson, seconded by Alderman Thomas, to open bids received for Section 12 of the Storm Sewer Program and the Softening Plant Improvements. Motion declared Carried and the following'bids received: Rossetti Contracting, Inc. Drain Line Sewer & Water Co. J. Giannini & Sons Fioravanti Construction Co., Inc. George G. Hardin, Inc. $15,686.00 15,070.46 16,555.50 22,335.90 17,822.55 It was moved by Alderman Wagner, seconded by Alderman Hinde to refer said bids to the Sewer and Finance Committees and City Engineer for study and report. Motion declared Carried. Softening G. D. Hardin, Inc. $73,317.00 Plant Albert T. Wigert Construction 53,700.00 Imprdvements Keno & Sons Construction Co. 55,453.20 E. F. Mueller 49,442.60 It was moved by Alderman Figard, seconded by Alderman Wagner, to refer said bids to the Water and Finance Committees, City Engineer, and Commissioner of Public Works for study and report. Motion declared Carried. Gasoline It was moved by Alderman Rateike, seconded by Alderman Swanson, to open the only bid received for gasoline for city vehicles. Motion declared Carried. The bid was received from Bulk Service Station #52, 1350 Miner Street, in the amount of 31.90 per gal for regular and 35.90 per gallon for ethel, both less a discount of .030 per gallon. It was moved by Alderman Tigard, seconded by Alderman Rateike, to award the bid for gasoline to Bulk Service Station #52 for the amount indicated above. On roll call, the vote was: AYES: - 15 - Alderman Bonaguidi, Seitz, Shillington, Michaels, Rateike, Prickett, Wright, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Mayor. NAYS: 0 - None ABSENT: 2 - Alderman Szabo and Czubakowski There being fifteen affirmative votes, Motion declared Carried. 1 3/18/68 517 Page two REPORTS OF CITY OFFICIALS: Placed on file were the reports of the City Comptroller - Statement of Cash Receipts from January 1 to January 31 and frum January 1 to February 29, 1968. Cook County City Attorney DiLeonardi submitted a memorandum to Council Zoning Dockets re the hearings on Cook County Zoning Dockets #1300 and 1301 #1300 & 1301 on the property commonly known as the Trumbull property located on the south side of University Street, approximately 700 feet west of Potter Road. A letter from Bel -Aire Civic Association re their passage of a resolution encouraging the owner to build high-rise apartments under a planned development was read. It was moved by Alderman Bolek, seconded by Alderman Rateike, that City Council file no protest to this rezoning request. Motion declared Carried. Annexation - "Trumbull" Property Special or Auxiliary Policemen Boa±d of Local Improvements Meeting Zoning Case 68-7-R III 1159 Algonquin 1 After discussion, it was moved by Alderman Figard, seconded by Alderman Bolek, to authorize the Mayor to extend every possible effort to encourage annexation of the afore- mentioned "Trumbull" property to the c orate in is of the City. Discussion was held re the passage of an ordinance designating deputy marshals, or special and auxiliary policemen. City Attorney was requested to draft an ordinance for the April 1st meeting. Commissioner of Public Works Warnicke set a meeting of the Board of Local Improvements for 7:30 P.M. Monday, March 25, 1968. It was moved by Alderman Swanson, seconded by Alderman Leer to concur with Municipal Development Committee's recommenda- tion to concur with the Zoning Board in Case 68-7-R to grant rezoning of property located at 1159 Algonquin Road to C-2 Commercial and authorize the Zoning Administrator and Building Commission not to approve any building plans that do not include nine parking spaces and a driveway on the west side of subject property - also to authorize the City Attorney to draw the necessary amendment to the Zoning Ordinance. Motion declared Carried. Alderman Prickett and Alderman Rateike voted NAY. "Super -City" It was moved by Alderman Bolek, seconded by Alderman Thomas, Plan that the City Council pass a resolution expressing opposi- tion to the "ten city or super city" plan as proposed by Mayor Woods of Arlington Heights until such time as the report of a study is completed, if such a study is to be made, and the City Attorney to draft the necessary resolu- tion. Motion declared Carried. Qanvass of Votes - Library Bond Referendum Algonquin -Busse Industrial Park Mayor Behrel appointed the following to cast at the Special Election held March Rateike, Wagner, and Michaels. Council P.M. to 9:28 P.M. canvass the votes 16, 1968: Aldermen recessed from 9:08 It was moved by Alderman Swanson, seconded by Alderman Prickett, to concur with Municipal Development Committee's recommendation to authorize the Mayor and City Clerk to execute the Plat of Algonquin -Busse Industrial Park located outside the City Limits of Des Plaines, Motion declared Carried. Alderman Shillington, Chairman, set a meeting of Building and Grounds Committee for March 25, 1968, at 7 P.M. with the Finance Committee, City Comptroller, and a member of Holmes & Fox Architects, A`w Purchase Radio It was moved by Alderman Swanson, seconded by Alderman Figard, to concur with Sanitation Committee's recommendation to purchase a radio to be installed in the new truck for special pick-ups from Motorola at an approximate cost of $650.00. On roll call, the vote was: AYES: - 15 - Alderman Bonaguidi, Seitz, Shillington, Michaels, Rateike, Prickett, Wright, Bole, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Mayor. Award Bid - Tractor It was moved by Alderman Leer, seconded by Alderman Rateike, to concur with Streets and Traffic and Finance Committee' recommendation to award the bid for the tractor to the low bidder, McAllister Equipment Co., in the amount of $22,882.00, and return the bid bonds or checks of unsuccessful bidders. Committee Alderman Figard, Chairman, set a meeting of the Water Meeting Committee for 7:30 P.M., March 26th with the Commissioner of Public Works III Award Bids Trucks It was moved by Alderman Bonaguidi, seconded by Alderman Wright, to concur with Sewer Committee's recommendation to award the bids for the two trucks, low -mount dump truck and dump truck, to the low bidder on both trucks, Des Plaines Motor Sales for a total amount of $6,795.00. On roll call, the vote was: AYES: - 15 - Alderman Bonaguidi, Seitz, Shillington, Michaels, Rateike, Prickett, Wright, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Mayor. Approve Sign It was moved by Alderman Rateike, seconded by Alderman Request Prickett, to concur with Building Control and Inspection Drury Committee's recommendation to approve the sign request of Northwestern Drury Northwestern Motel, 370-74 Lee Street and authorize Motel the Building Commissioner to issue the necessary permit. Motion declared Carried. Approve Sign It was moved by Alderman Rateike, seconded by Alderman Wagner Request to concur with Building Control and Inspection Committee's O'Hare Lake recommendation to approve the request of Arthur Rogers for I Office Plaza two temporary signs for a period of one year at O'Hare Lake Office Plaza and authorize the Building Commissioner to issue the necessary permit. Motion declared Carried. Parking It was moved by Alderman Wright, seconded by Alderman Wagner, Meters to concur with Parking Lots Committee's recommendation to purchase of replacement parking meters at a net cost of $2,240.00 from the Rockwell Manufacturing Company. On roll call, the vote was: AYES: - 15 - Alderman Bonaguidi, Seitz, Shillington, Michaels, Rateike, Prickett, Wright, Bolek, Leer, Figard, Hinde, Wagner, Swanson, Thomas, Mayor. Fair Housing Ordinance It was moved by Alderman Michaels, seconded by Alderman Shillington, to concur with City Code Committee's recom- mendation to authorize the City Attorney to draft an ordinance to license and regulate the conduct of real estate brokers as per roughtdraft of ordinance prepared by the City Code Committee. Motion declared Carried. BILLS PAYABLE: It was moved by Alderman Prickett, seconded by Alderman Rateike to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Further that Warrant #3822 in the amount of $332.85 be included therein for payment. Total $157,841.74. It was moved by Alderman Swanson, seconded by Alderman Wagner, to concur with Plan Commission's recommendation to deny the request of Baird & Warner, Inc. to vacate the alley behind commercial property located along and parallel to River Road at the southwest corner of Riverview and River Road. The request of Thomas Realty Co. for the installation of street lights on the north side of Dempster Street between Potter Road and the Tollway by special assessment was referred to the Board of Local Improvements for stidy and report. The letter from Mrs. Oscar Sander of 1621 Henry Avenue enclosing petition protesting to one-way streets in the 1600 block of Henry Avenue was referred to the Streets and Traffic Committee for study and report. The request for lot division at Farwell and East Railroad Avenue received from Mr. J. M. Haag, 1666 Farwell Avenue, was referred to the Plan Commission for study and report. The request of Mrs. Margaret Moehling of Moehling Realty Company for an amendment to the liquor ordinance with regards to schools being located within 200 feet of establishment selling liquor in order to allow the develop- ment of property located at 783 Lee Street for a restaurant and lounge was referred to the License Health and Inppection Committee for study and report. City Engineer Fletcher was authorized to make a survey to determine number of feet between property lines. The letter from the Special Activities Chairman of the Illinois State Fair re the City of Des Plaines entering a float in the Illinois Sesquicentennial State Fair Parade was referred to the Special Sesquicentennial Committee. Survey - Alderman Leer's request for a measurement of the distance Mandas Property between the school and the Mandas property, now holding a liquor license was referred to the City Engineer. Committee Alderman Swanson, Chairman, set a meeting of the Municipal Meeting Development Committee for Thursday, March 28th at 7:30 P.M.
