CALL TO ORDER: The regular meeting of the City Council of the City of Pes Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with a prayer by Rev. Edwin Wappler of St. Martin's Episcopal Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present; Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard, Itinde, Also present were: City Comptroller Blietz, Police Chief Kennicott, Police Captain Hintz, Fire Marshall Arndt, Building Commissioner Schuepfer, Commissioner of Public Works, Assistant Commissioner of Public Works Schwab, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderrnan Rateike, to approve the Minutes of the regular meeting of January 15, 1968. A correction was made on Page three, paragraph 3, adding Alderman. Thomas to the Nay votes. After correction., Motion declared Carried. OPEN BIDS: It was moved by Alderman Wagner, seconded by Alderman Prickett, to open all bids received for the automobile and trucks. Motion declared Carried. Kenroy City Attorney DiLeonardi briefed the Council on the Property history of the suit brought against the Village of Mt. Prospect re strip annexation of a portion of the Kenroy Property, west of Elmhurst Road - Rt. 83. After discussion, it was moved by Alderman Rateike, seconded by Alderman Swanson, to authorize the City Attorney to discontinue the appeal of the Kenroy Case. After dis- cussion, it was moved by Alderman Swanson, seconded by Alderman Wagner to table Ordinance Z-3-68. On roll call, the vote was: AYES: - 10 - Alderman Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Slrillington, Michaels, Prickett, Wright. Motion declared Carried. Alderman Bonaguidi voted NAY. It was moved by Alderman Swanson, seconded by Alderman Thomas, to concur with 'Municipal Development Committee's recommendation to deny petition for rezoning of property located at 1829 to 1865 and 1909 Touhy Avenue from R-2 to C-2, concurring with Des Plaines Zoning Board of Appeals recommendation in Cases;67-41-R and 67-53-R. Motion declared Carried. It was moved by Alderman Swanson, seconded by Alderman Bonaguidi, to concur with Municipal Development Com- mittee's recommendation to grant a special use of property located at 729 Graceland Avenue for an auto- mobile parking lot and driveway for employees and concur with Des Plaines Zoning Board of Appeals recommendation in Case 67 -52 -SU, and to authorize the City Attorney to draft the necessary ordinance subject to the qualifying conditithns recommended by the Plan Commission. Motion declared Carried. Alderman Szabo voted NAY. Zoning Case It was moved by Alderman Swanson, seconded by Alderman 67 -51 -RV Thomas, to concur with Municipal Development Committee's 1702 Rand Rd. recommendation to concur with Des Plaines Zoning Board of Appeals to deny request for text amendment to the Zoning Ordinance to allow Child Day Care Centers in a C-2 Commercial zone and to rezone property located at 1702 Rand Road from R-2 to C-2. It was moved by Alderman Leer, seconded by Alderman Hinde, to concur with Streets and Traffic Committee's recommendation to advertise for bids returnable February 19 for a tractor with trade—in — Commissioner of Public Works to draft the necessary specifications. It was moved by Alderman Leer, seconded by Alderman Wright, to concur with Streets and Traffic Committee's recommendation to advertise for bids returnable March 4th for the improvement and repair of Van Buren Avenue from Diver Road to Center Street with MFT funds known as Section 78CS. It was moved by Alderman Leer, seconded by Alderman Hinde, to concur with Streets and Traffic Committee and Traffic Commission'_s recommendation to authorize Mayor Behrel to write the State Highway Department to request right turn signs on red light signals to be installed at the intersections of the downtown area as recommended by the Committee. After discussion, it was moved by Alderman Prickett, seconded by Alderman Figard to authorize Mayor Behrel to invite property owners'by certified mail to attend a meeting re dedication of property for the improvement of Westfield Lane from the barricade east to Mt. Prospect Road. Motion declared Carried. At the request of Alderman Leer, Chairman, the request for 25 m.p.h. speed limit signs on all streets in Des Plaines Manor within a block of school property was referred to the Police Department for investigation and recommendation. Commissioner of Public Works Warnick's letter requesting a three—way stop sign at the intersection of Cora and Walnut was referred to the Traffic Commission for study and report. Alderman Bolek, Chairman, set a meeting of the License, Health and Inspection Committee for Thursday, February 15th, at 8 P.M. The matter of lowering speed limit ori Wolf Road from the traffic circle north to Rand Road was referred to Mayor fehrel to write the Commissioner of Highways, Cools County, requesting that speed limit be lowered. It was moved by Alderman Figard, seconded by Alderman Estates Bolek, to concur with Water Committee's recommendation to accept the proposal as submitted by Attorney LeVander for property owners on Dempster Street in Mayfield Estates to share 50% of the cost of installing a new on the North side of Dempster Street to serve the City of Des ie 2/5/68 496 Page four Plaines, and the existing watermain on the south side of the street - Dempster Street, shall be abandoned by the City of Iles Plaines. It was moved by Alderman Prickett, seconded by Alderman Figard to amend the motion that property owners shall share 50% of the cost, but not less than $6,750 as per original verbal agreement. Advertise for Rids - Watermain Dempster St. Alderman Bonaguidi Approve Sign Request Seven Eagles Restaurant It was moved by Alderman Figard, seconded by Alderman Thomas, to concur with Water Committee's recommendation to advertise for bids for the installation of a water - main on the north side of Dempster Street from Lyman to Potter, returnable March 4 - City Engineer to draft the necessary specifications. It was moved by Alderman Szabo, seconded by Alderman Prickett, to concur with Building Control and Inspection Committee's recommendation to grant sign request of Seven Eagles Restaurant, 1050 Oakton Street, for a sign 20'feet in height to be located sixty feet from the center line of Oakton Street and authorize the Building Commissioner to issue the necessary permit. Mayor Behrel gave a progress report on the meetings held with the attorney for residents of Fairview Gardens area re annexation to the City Limits. Also, a progress report on the purchase of water and sewer mains within the Pleasant Manor Estates area. Alderman Hinde's request for stop signs at the intersection of Walnut and Warrington Road was referred to the Traffic Commission for study and report.
