MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL ROOM, CITY 1[ALL, MONDAY
JANUARY 15, 1968.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel at 8:10 P.M. The meeting opened with a prayer
read by City Clerk Rolrrbach, followed by the pledge of allegiance to the
flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels
Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard,
Hind e , C zubakowski , Wagner.
Also present were: City Comptroller Blietz, Police Captain Hintz, Fire
Marshall Arndt, Building Commissioner Schuepfer, Commissioner of Public
Works t:'arnicke, City Engineer Fletcher, and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Prickett, seconded by Alderman
Figard, to approve the minutes of the regular meeting
of January 2, 1968, as published. Alderman Szabo
offered a correction on page three, paragraph 10 - changing the words
"structural plate glass" to "engineered brick masonry". After correction,
motion declared carried.
OPEN BIDS:
Catch Basins
It was moved by Alderman Wagner, secondedby Alderman
Thomas, to open bids received for the cleaning of
:catch basins. notion declared Carried and the
following bids were received:

It was moved by Alderman Wagner, seconded by Alderman Wright, to refer
said bids to the Sewer and Finance Committees and Commissioner of Public
Works for study and report. Motion declared Carried.
REPORTS OF

Building Permit

Fire Protection
District
City Clerk submitted the annual report of the Police
Department for 1967, which was placed on file.
Building Commissioner Schuepfer reported that the City
Attorney received a conviction today on a local
resident who refused to obtain a building permit and
was fined $;55 plus costs.
City Attorney DiLeonardi reported that he has filed
an objection in the North Maine Fire Protection District's
protest to disconnection of certain properties from
slid district and that the hearing will be held some-
time in February.
Sanitary District City Attorney DiLeonardi reported that he has received
Mr. Vinton Bacon's rDepos:.ition and will use it in the
argument later this month.
COMMITTEE REPORTS: Alderman Swanson, Chairman, set a meeting of the r•Iunici-
Committee Meeting pal Development Committee for 7:30 P.M., January 22nd.
Adv. for Bids It was moved by Alderman Figard, seconded by Alderman
Leasing -Squad Cars Czubakowski, to concur with Police Committee's recom-
mendation to advertise for bids for the leasing of
eight squad cars - specifications to be drawn by the
Police Chief and Comptroller with insurance and without insurance cover-
age - returnable February 19, 1968. Motion declared Carried.

Wright, to concur with Police Committee's recommendation

It was moved by Alderman Rateike, seconded by Alderman
Shillington, to concur with Fire Committee's recommendation
to advertise for bids returnable February 19th for an
automobile for the Fire Department - specifications to
be drawn by the Fire Chief. Motion declared Carried.
Alderman Rateike, Chairman, reported that the Fire
Committee recommends no action on the existing Confla-
gration I)istr.ict Ordinance.
It was moved by Alderman Rateike, seconded by Alderman
Shillington, to concur with Fire Committee's recommenda-
tion/ Rti orize the City Attorney to draft the necessary
amendment to Sections 3-2-11 and 3-24B) of the City
Code having to do with call-back compensation to off-
duty firemen and number of fire personnell. Motion
declared Carried.
It was moved by Alderman Bolek, seconded by Alderman
Bonaguidi, to concur with License, Health and Inspection
Committee's recommendation to deny the liquor license
request of Jewel Companies, Inc. for their store located
at 819 South Elmhurst Road. Motion declared Carried.
Alderman Shillington voted NAY.
It was moved by Alderman Bolek, seconded by Alderman
Prickett, to concur with License, Health and Inspection
Committee's recommendation to deny the request of Allied
Discount Foods for a beer only liquor license for their
store located at 1175 Oakton Street. Motion declared
Carried.
Alderman Leer, Clhairman., set a meeting of the Streets
and Traffic Committee with City Engineer. and Commissioner.

It was moved by Alderman Figard, seconded by Alderman
Thomas, to concur with Water Committee's recommendation
not to share the cost of meter vault, valves and two-
way meter. with I)omesti.c Utility Services, Co. at the
northeast corner of Ballard and Potter Roads and the
Mayor write Mr. Yacktman accordingly. Motion declared
Carried.
Alderman Figard, Chairman, set a meeting of the Water
Committee, with the City Engineer, for 7:30 January 29t1r.
It was moved by Alderman Bonaguidi, seconded by Alderman
Wright, to concur with Sewer and Finance Committees'
recommendation to award the bid for the construction of
a sanitary sewer to serve the new Public Works Building
to the low bidder, Rossetti Contracting Co., in the
amount of $ 14, 750.40 and return the checks or bid bonds
of the unsuccessful bidders. On roll call, the vote was:

Wagner, to concur with Sewer Committee's recommendation
to advertise for bids returnable February 5th, for two
trucks for the sewer department - specifications to be
drawn by the Commissioner of Public Works. Motion
declared Carried.
It was moved by Alderman Szabo, seconded by Alderman
Wagner, to concur with Building Control and Inspection
Committee's recommendation to advertise for bids :for a
new automobile for the Building department, returnable
February 5th - specifications to be drawn by Building
Commissioner. Motion declared Carried.

recommendation to award the bid for the cleaning of
catch basins to the low bidder, Town and Country
Services, Inc., at a cost of :6.85 perbasin. On roll
call, the vote was:

Liquor License It was moved by Alderman Bolek, seconded by Alderman
Lum's of Fla. Hinde, to concur with License, Health and Inspection
Elmhurst Rd. Committee's recommendation to place Ordinance M-33-67
on second reading to provide for the issuance of a
beer only liquor license to Lum's of Florida to be
located on Elmhurst Road, sotth of. Algonquin Road -
said license to be held by Mayor Behrel until the
time the building is ready for occupancy. Motion declared
Carried. Alderman Shillington, Michaels , and Prickett
voted NAY.
Parking Lot

It was moved by Alderman Wright, seconded by Alderman
Swanson, to concur with Parking Lots Committee's recommen4-
ation that City Council do not consider the use of the
Thacker Junior high School property for commuter parking
facilities. It was moved by Alderman Bolek, seconded
by Alderman Ifinde, to table the motion until City Council
has an opportunity to review the recommendations of Ralph
Burke & Associates regarding parking. Alderman Prickett
and Wright voted NAY.
Civil Defense Alderman Czubakowski, Chairman of Civil Defense Committee,
reported that a Medical Self Help Course will be held
on Shelter Management at the Randhurst Townshall on February 5th and 12th
at 7:30 P.M. Further that a 24 hour shelter stay will be (held at the
Mt. Prospect Fire Station on February 23rd. A radiological Monitor Course
will be held at Mt. Prospect Fire Station Two at 7:30 P.m., February 28th,
March 6, 13, 20, and 27th and April 3rd.

Seitz, to concur with Insurance Committee's recommendation
to authorize the purchase of Group Life Insurance for
all City employees, except temporary and part -tine employees
in the amount of $2,000 for each employee. On roll call,

Airplane noise and report was the request of several Aldermen for an
Ordinance in the City of I)es Plaines to exercise some
type of control of noise from airplanes with the
suggestion that a meeting be held with O'Hare Airport Authorities, pilots
and other interested officials, in effort to minimize the noise - Also
a study of the Sonic Boom problem and suggested methods of control.

Library City Clerk Rohrbach submitted the Resolution of the
Expansion Board of Library Directors requesting that the City
Council review and re -affirm approval of the Library
Expansion Plan. It was moved by Alderman Wagner,
seconded by Alderman Shillington, to authorize the City Attorney to
prepare the necessary ordinances and resolutions for a Bond Referendum
to be held on Saturday, March 16, 1968, for expansion of Library Facilities,
in the amount of $975,000.00. Motion declared Carried. Alderman Thomas,
Michaels, Prickett, and Rateike voted NAY.

execute agreement between the Soo Line Railroad Co. and

property in the vicinity of Graceland and Oakwood ;Avenues in Des Plaines.

Firemen's Association re salaries of fire personnel
were submitted to all members of City Council and placed
on file.

Hinde, to authorize the City Attorney to update and
revise the City Code of the City of Des Plaines at a
cost not to exceed $1500. On roll call, the vote was:

Mayor Behrel read a letter from State Department of
Highways in which they state that statistics to date do
not warrant the signalization of the intersections of
Rand and Fifth or Rand Rd and Third Avenue.
Referred to the License, Health and Inspection Committee
was the liquor license request of Attorney Donald M.
Rose for clients who are owners of property located at
the southwest corner of Elmhurst Road and Oakton Streets.
It was moved by Alderman Figard, seconded by Alderman
Thomas, to authorize the sale of water to Fruitland
Garden Center, providing approval is received from the
City of Chicago, and also providing the owners will
install an eight (80 inch watermain to serve the building,
with the understanding that the owners will execute a
Petition for Annexation and agree to annex to the City

west of the Des Plaines Valley Branch of the Chicago & Northwestern

Annexation It was moved by Alderman Bonaguidi, seconded by Alderman
R.R. right -of Szabo, to authorize Mayor ltehrel to contact the owners
