01/02/19681/2/68 480 MINUTES OF THE REGULAR MEETING OF TIF CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY IIALL, TUESDAY, JANUARY 2, 1968. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert 11. Behrel at 8 P.M. The meeting opened with a prayer by Rabbi Lawrence H. Charney, followed by the pledge of allegiance to the flag. IIROLL CALL: Roll Call indicated the following aldermen present: Bolek, Leer, Figard, Ilinde, Czubakowski, Wagner., Swanson, Thomas, Bonaguidi, Shillington, Michaels, Rateike, Szabo, Prickett, Wright. Absent was Alderman Seitz. Also present were: City Comptroller Blietz, Police Captain Hintz, Fire Marshall Arndt, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. JR. CITY OFFICIALS E S SAY AWARD MINUTES: REPORTS OF CITY OFFICIALS III Kenroy Property 1 North Maine Fire Protection District Notice of hearing. Certify 1 (one) Firemen — Advance 1 (one) firemen to Lt. Hawthorne Fire Protection District; South Maine Fire Protection Dist. North Maine Fire Protection. Dist. Mayor Behrel presented the following Jr. City Officials with awards for essays submitted on "The Need to Observe and Respect the Law": Luanne Rohrbach, Darrell Williams, Patrick 1`Iolleken, Del Ilachimi . It was moved by Alderman Prickett, seconded by Alderman Bonaguidi, to approve the minutes of the regular meeting of December 18, 1967, as published. Motion declared Carried. Comptroller. Blietz reported to Council on the financial condition of the City explaining the time—table for collect— ion of tax monies and other revenue. City Attorney DiLeonardi reported that if the Council's intention is to appeal the court's decision re Mt. Prospect's annexation of a portion of the Kenroy Property, west of Route 83, said record of appeal should be filed by January 22 and the briefs thirty days after that date. Decision deferred until receipt of recommendation of Des Plaines Zoning Board of Appeals on zoning petition. City Attorney DiLeonardi reported that Mayor Behrel had received "Notice of Iiearing" of North Maine Fire Protection District's intent to seek to nullify certain disconnection of territories from said district, to be held January llth. It was moved by Alderman Rateike, seconded by Alderman Shillington, to concur with Fire Committee's recommendation to authorize the Board of Fire and Police Commission to certify one fireman from the existing eligibility list and to certify one fireman from the existing promotional to Lieutenant to replace Lt. Donald Hintz who is retiring February 1, 1968. Motion declared Carried. It was moved by Alderman Rateike, seconded by Alderman Shillington, to concur with Fire Committee's recommendations as follows: To extend fire protection services to Hawthorne Rand Fire Protection District in 1968 for a fee of $100, with a cancellation clause upon thirty clays notice if annexation is remaining territories is not completed — further to collect $500 for services rendered said district in 1967; to extend contract with South Maine Fire Protection District for a period of ninety days until March 31, 1968 for a fee of $300, with the provision that any or all remaining territories in the district seek fire protection elsewhere after March 31., 1968; to extend the contract with North Maine Fire Protection District for a period of six months until June 30, 1968, for a fee of X1,000.00 per week. Burke NORTHWESTERN representing the City in the Chicago and North Western RAILROAD Suit Railroad Circuit Court Suit No. 59 C 4765 explaining state- ment of charges to the City - said letter placed on file. Committee Alderman Swanson, Chairman, set a meeting of the Municipal Meeting Development Committee for 7:30, Monday, January 8th. Alderman Rateike left the meeting at this time - 9:15 P.M. Public Works Building Mayor Behrel read the progress report submitted by Holmes & Fox today on the Public Works Building - said report placed on file. Adjust Contract It was moved by Alderman Shillington, seconded by Alderman Cornell & Szabo, to concur with Building and Grounds and Finance Fornell Committees' recommendation to adjust the contract with Cornell and Fornell to remit the sum of $4,750.00 if work on the new Public Works Building is completed by June 30, 1968, to cover substitution of material used for fill totaling $9,500.00. On roll call, the vote was: AYES: - 14 - Alderman Bolek, Leer, Figard, Hinde, Czrabakowski, Wagner, Swanson, Thomas, Bona- guidi, Shillington, NUNNNIX, MUNK , Szabo, Prickett, Wright, Mayor. Alderman Bona- guidi and Alderman Thomas voted No. .Sell Building It was moved by Alderman Shillington, seconded by Alderman 819 Graeeland Michaels, to concur with Building and Grounds Committee's recommendation to authorize the City Attorney and Mayor Behrel to negotiate with the interested party the sale of the building located ori the property located at 819 Grace - land Avenue rather than demolish same. Traffic Signals Alderman Leer, Chairman of Streets and Traffic Committee, Lee & Algonquin read a letter from the State highway Department re the timing on traffic signals at the intersection of Lee and Algonquin and further reported that upon his investigation of prtper.ty owners in the area, it has proved to date to effectively solve the traffic tie-up problem. Westfield Action on the Westfield Lane, Doreen Drive undedicated Lane portion of street was deferred until next meeting. AWARD RID Watermain Public Works Building Committee Meeting III Advertise for Bids - Catch Basins It was moved by Alderman Figard, seconded by Alderman Thomas, to concur with Water, Finance, and Building and Grounds Committees' recommendation to award the bid for the watermain to the new public works building to the low bidder, Rossetti Construction Co., in the amount of $S $$36,990.75, and return bonds or checks of the unsuccessful bidders. Committee Meeting Committee Meeting It was moved by Alderman Szabo, seconded by Alderman Thomas, to concur with Building Control and Inspection Committee's recommendation to .authorize the City Attorney to prepare the necessary petition to the Zoning Board of Appeals for a text amendment to the Zoning Ordinance to delete from the C-2 District that section dealing with height limitations of mast or anntenan and govern same with Article 19.5, Page 2c of the Building Code. Motion declared Carried. It was moved by Alderman Szabo, seconded by Alderman Wagner to concur with Building Control and Inspection Committee's recommendation to approve the sign request of Bi Lo Stations Inc. for an 8 x 56 sign and 8 x 40 sign to be located at 885 W. Touhy Avenue and authorize the Building Commissioner to issue the necessary permit. Motion declared Carried. APPOINTMENT: It was moved by Alderman Prickett, seconded by Alderman Figard, to concur in Mayor Rehr.el's appointment of Mr. George J. Wade to fill the unexpired term of Mr. George Wade, who resigned, to April 30, 1968, on. the Electrical Commission. Motion declared Carried. 1 Air and Water.
