12/06/196512/6/65 86' MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF TILE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, DECEMBER 6, 1965 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:10 P.M. The meeting opened with a Buck followed by the pledge of allegiance to the flag. prayer by Father ROLL CALL: Roll Call indicated the following aldermen present: Prickett, Bolek Leer, Shillington, Figard, Czubakowski, Wagner, Swanson, Martin, Bonaguidi, Rateike, Szabo, Present also wer.e•City Comptroller Blietz, Marshall of Police Kennicott, Fire Marshall Arndt, Commissioner of Public Works Warnicke, Acting Building Commissioner Schuepfer, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman1Prickett and seconded by Alderman Martin that the Minutes of the regular meeting of November 15, 1965,lbe approved as written. Motion Carried. REPORTS OF CITY OFFICIALS: Report on proposed City Engineer Fletcher submitted to all Storm Sewers aldermen and city officials the engineering report for the proposed storm sewers for the City of Des Plaines, along with maps showing each individual area - estimated cost .43,750,000. City Engineer requested that all aldermen review the report and he would be glad to consider any request for changes they may recommend.. City Attorney retained to defend Police,Officer Schwieson in Circuit Court to by City Attorney DiLeonardi reported that the court case of Police Officer Schwieson will be before Circuit Court in Cook County three weeks from now. It was moved by Alderman Prickett and seconded by Alderman to retain Attorney DiLeonardi provide counsel for Officer Schwieson on any counts not covered the Insurance Carrier. On Roll Call the vote was: AYES: - 13 - Alderman Prickett, Bolek, Leer, Shillington, Figard, Czubakowski, Wagner, Swanson, Martin, Bonaguidi, Rateike, Szabo, Mayor NAYES : - 0 .- None ABSENT: - 2 - Two - Alderman Wright & French There being thirteen affirmative votes, Motion Carried. City Attorney Di.Leonardilreported that after two years the car wash case is still not finalized at the trial level -- Court date has been postponed another two weeks. Also that the Golden Manor Zoning Case has been put off until December 2gnd, City Attorney submitted a memorandum to alderman and city officials re Cook County Zoning Dockets #9612 and #971. No action was taken and Attorney DiLeonardi was requested to write the Cook County Zoning Board of Appeals to that effect. Progress Report - Car Wash Case Golden Manor Zoning Case City Attorney submits memo to aldermen on Cook County Zoning Dockets #962 and 971 Legal Description changed;Frederick Post zoning arid annexation ordinances . Citj Attorney reported that it was necessary to rewrite the Frederick Post zoning and annexation ordinances on First Reading tonite inasmuch the legal description contained in Z-13..65 and A-14-65. did not compare to the Plat of Annexation. 'City Clerk submits The City Clerk submitted reports of City reports of City Comptroller -Comptroller, City Wtaasurer, Building: City Treasurer, Building Commissioner, and Health Officer to Commissioner &` Neal`th Officer be placed on file. 1 1 REPORTS OF COMMITTEES: Zoning Case 65-27R N. Side of Higgins, East of Soo Line Page 2 12/6/65 87 Alderman Martin, Chairman of the Municipal Development Committee gave the following report of said committee: "Your Committee on Municipal Development has investigated Zoning -Case 65-27R on p-roperty located on the north side of Higgins east of the Soo Line and recommend that Council Concur with the Zoning Board report .of October 25;, 1965 to rezone property from R-2 to C-2 and the City Attorney be authorized to draw the necessary Zoning Ordinance." It was moved by Alderman Martin and seconded by Alderman Prickett that Council concur in said report... Motion Carried, Zoning Case 65-29R Alderman Martin, Chairman of the Municipal 951& 1001:E. Touhy, Development Committee gave the following Avenue report:"Your Committee on Municipal Development has investigated Zoning Case 65-a29R_on property located at 951 and 1001 E. Touhy Avenue and recommend that Council concur with the Zoning Board,report of October 29, 1965 to rezone the property upon annexation to M-1 Restricted -Manufacturing District and that the City Attorney be artthorized to draw the necessary annexation and zoning ordinances." It was moved by Alderman Martin and seconded by Alderman Prickett that Council concur in said report. Motion Carried. Zoning Case 65-25R South of Dempster and east of Elmhurst E.W. Kuntze Alderman Martin, Chairman of the Municipal Development Committee gave the following report; "Your Committee on Municipal Develop- ment has investigated Zoning.Case 65-25R and has found that the property .located south of Dempster and east of Elmhurst was the subject matter of a written agreement dated August 16, 1965 between the City of Des Plaines and E. W. Kuntze Construction Co., wherein the City agreed to allow apartments on five acres of an eleven acre Commer- cial property. We are now obligated per this written agreement to recommend the zoning fvom C-2 Commercial to R-4 Multiple -Family the property in Case 65-25R. ,We therefore recommend that the City Council rezone subject property in Case 65•-25R from C-2 to R-4 and authorize the City Attorney todraw the necessary zoning ordinance." It was moved by Alderman Martin and seconded by Alderman Szabo that Council concur in said report. Motion Carried. Progress Report Rand & Wolf Roads Alderman Martin made a progress report on Zoning Case 65-28-R stating that Tec - Search has made an investigation of this area a copy of their letter will be sent to all aldermen. Request changes be A lderman.Rateike read a letter addressed madetin North Maine to Mr. Henry Coopman, President, North Fire District area Maine Fire Protection District, from Fire Chief Fred W. -Arndt, requesting that immediate action be taken with the Board of Trustee's of the District regarding the complex system of house and apartment numbering, varitous road; blocks existing in the area, and the parking problems making it difficult for fire apparatus to enter certain areas.. It was requested that a'copy of said `letter be sent to Mr. Daniel J. Ferrone, Cook County Zoning Administrator, Commissioner Floyd Fulle, and My. Seymour Simon, Chairman of the County Board. Alderman Bolek presents flag to Building & Grounds Committee Chrm. Committee on Sewers has investigated the bids submitted for a four-wheel drive pick-up truck complete with snow plow and recommend that thelbid be awarded to Lehigh Truck -Sales, Inc., in the amount of $3,,211.81 total." It was moved by Alderman Bonaguidi and seconded by Alderman Martin that Council concur in said report. Extend Cumberland Alderman Martin, Member of the Parking Lots Station Parking Lot Committee made the following report: "Youi Committee on Parking Lots has investigated and found that the present Cumberland Station Parking Lot is fully occupied and that additional property owned by the Chicago Northwestern Railroad is available for expension - estimate of cost according to City Engineer, E. N. Fletcher, is $14,476.00 to add an additional 80 cars. This expansion program would cost an average of $180.00 per stall ai3d. improve the present excellent income picture on this parking facility. We recommend that the Finance Committee include this item in their 1966 Parking Lots Budget for early 1966." Progress Report - Alderman Czubakowski, Chairman of the Library Committee Library Committee, made -a progress report on the addition to the present Library building at 841 Graceland Avenue. From six architects, the firm of Coder Taylor Associates was selected to perform professional services and the City Attorney has been requested to review the agreement and discuss contract details. Copies of said agreement will be mailed to all aldermen. I APPROVAL OF BILLS PAYABLE: Alderman Prickett, Chairman of the Finance Committee, presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR'AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total $149,985,00. It was moved by Alderman Prickett and seconded by Alderman Shillington, that Council adopt above resolution.
