11/15/19651115)65 81 MINUTES OF THE REGULAR'MEETING OF THE CITY COUNCIL OF THE CITY,OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, NOVEMBER 15, 1965 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Jr. Mayor, Barbara Brown, at 8:05 P.M., The meeting opened with a prayer by; -Rev. R. K. Wobbe and the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present-- Prickett, Bolek, Leer, Shillingtoti, Figard, Czubakowski,.Wagner, Swanson, French, Rateike, Szabo. Roll was called by Jr. City Clerk Audrey Stanonis. Present also were Mayor Herbert H. Behrel, City Clerk Rohrbach, City Treasurer Eichner, City Comptroller Blietz, Police Chief Kennicott, Fire Marshall Arndt, Commissioner of Public Works Warnicke, Acting Building Commissioner Schuepfer, City Engineer Fletcher, Health Officer Branding, Director of'Civil---Defense Arthur, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett and seconded by Alderman Rateike that the Minutes of the regular meeting of November 1, 1965, be approved ae written. Motion Carried, REPORTS OF CITY OFFICIALS: The Clerk submitted reports of the City Treasurer and City Comptroller's Budget report to be placed on file. < - Tax, Comparison City Comptroller Blietz submitted a written comparison of the allocation of property taxes collected in 1965 in the City of Des Plaines with Chicago. All aldermen and City officials received copies. Policemen attend Academy School Two Fires City ,of Des ,Plaines second place in the Major Home Bldg. Market Jr. Marshall of Police Paula Wenk reported that four Des Plaines policemen are attending the Pelice Academy School in Chicago and three Des Plaines policemen.are attending the Police Academy School in Evanston. : Jr. Fire Marshall Andrea Farmer reported that the Fire Department answered two calls to fires Sunday . one at 124i Lee Street, estimated damage $13,000 and the other at 1,000 E. Northwest Highway, U.S. Gypsum Co., estimated damage $1,000. Jr, Building Commissioner Ray Kuntz reported that the City of Des Plaines has dropped from first place in the Major Home Building Market. He further reported that today the Building Department had finaled the permit application for a 2.,500,000 addition to the DeSoto Chemical coatings, Inc. office and research center. Asphalt surface Jr. City Engineer Joseph Dolan reported completed on Lee St. that the asphalt surface on Lee Street has been completed. Also that the watermain from the City of Chicago to Des Plaines has been completed from Bryn Mawr Avenue to the North side of Higgins Road. He further reported that the footing for the pumpstation has been poured, and the contractor is forming up for the walls of the pump station and reservoir. Also:that work on the Howard Avenue crossings of the C. &.N.w. Railroad will be started as soon as River Road crossings are completed. Collection of leaves Jr. Commissioner of Public Works Velma Welch completed reported that the Division of Public Works has completed the collection of leaves and sweeping of streets, as well as preparing its equipment and erecting snow fences for winter snow and ice abatement. The Water Maintenance Department has completed its hydrant flushing program and the Sewer Department is in the process of checking all the sewers and cleaning and rodding the trouble spots. 82 10015/65 Page two REPORTS OF CITY OFFICIALS: (Continued) Attend Zoning Hearings Jr. City Attorney Shirley Bortell reported that Attorney DiLeonardi had attended the Cook County Zoning hearings today and that the City has twenty-one days to respond to the Zoning change. Boy Scouts fill 300 Jr.,Director of Civil Defense Peter Rosengren Civil Defense water tanks reported that the Boy Scouts from Trinity Luthrran Church have filled 300 of the 1400 water containers used for Civil Defense shelters -. the remainder to be filled by ,the Maine West Key Club., REPORTS OF COMMITTEES: Alderman Bonaguidi arrive; at this time. To purchase one Jr. Alderman Kathleen Mcl,aughlin reporting Handie-Talkie Radio for Alderman,Rateike, made the following report:"The Fire -Chief's request for a Handi-Talkie was referredhto your Fire Committee. We have investigated and found the above equipment would be carried by the fire inspector, so he would be on call at all times -- also useful at fires. This money is available on our11965 appropriation and this equipment has been tested and approved by our Fire Department Officers. We, therefore reoommend the purchase of one Motorola H23Den 1100/V Series Handie-Talkie Radtho c/w collapsible antenna Mercury battery, carrying case, and carrying strap at a cost of $531.00 witY payments thirty and sixty days after delivery." It was moved by Alderman Rateike and seconded by Alderman Swanson that Council concur in said report. On Roll Call, the vote was: AYES: - 13 . Jr. Alderman Tom Postema reporting for Alderman Shillington, Chairman of the Building & Grounds Committee, made the following report: "Your Committee on Building and Grounds has investigated the bids for the 1965-66 Fuel .011 Season and has found the bid of Suburban Oil Company of .10100 per gallon to be the low bid. We, therefore, recommend that the bid the awarded to°Suburban Oil Company." It was moved by Alderman Shilling - ton and seconded by•Alderman Rateike that Council concur in said report. Deny Liquor License Jr. Alderman John Littwin reporting for Jet Snack Shop Alderman Bolek, Chairman,of the License Health & Inspection Committee, made the following report: "Your Committee on License Health and Inspection has investigated the request for a 'liquor license from Jet Snack Shop, 2733 Mannheim Road, and recommend the liquor license be denied." It was moved by Alderman Bolek and seconded by Alderman Leer that Council Concur in said report. Motion Carried, and the liquor license was denied. New License Ordinance Alderman Bolek, Chairman of the License Health filapedtion Committee, reported that the Committee sent to all aldermen the revised schedule of business license fees. He requested that the annual license fee of $15 for a Commercial Business: be deleted from the schedule as well as from the new license ordinance. Award Bid - 1965-66 Fuel Oil Season Suburban Oil Company 1 Page three REPORTS OF COMMITTEES: (Continued) 11/15/65 83 Signals at Prospect Jr. Aldermen J;Bevacqua-c reporting for and Mannheim Alderman French, Chairman of the Streets and Traffic Committee, made the following report: "The installation of signals at Prospect and'Mannheim using MFT funds was referred to your committee on Streets and Traffic. Your committee has investigated and found (1) State Department of Public Works (Division of Highways) has previously approved signals if erected with MFT funds allotted to the city and (2) the City'Engineer's estimate of cost of the project is $30,000. We recommend that the estimated $30,000 in MFT funds be authorized by the official City Council resolution and that the Mayor and City Clerk be authorized to sign the resolution." It was moved by Alderman French and seconded by Alderman Czubakowski that Council concur in said report. On Roll Call, the vote •was: AYES: 13 . Jr. Alderman Tom Postema reporting for Alderman Figard, Chairman of the, Water Committee, made the following report: "Phe bids for the vault and altitude meter for the elevated water tank at the Oakton- Pennsylvania station were referred to the Water and Finance Committee. Your Committees have investigated and found that the Illinois Under ground Contractors, Inc. are the low bidder of $6,459.40. We• recommend the contract be awarded to the Illinois Underground Contractors, Inc. and the checks or bonds of the unsuccessful bidders be returned." It was moved by Alderman Figard and seconded by Alderman Czubakowski that`Council concur in said report. Vaulty & Altitude Meter Oakton & Pennsylvania Ave. Water Tank • Deny Water Permit. - property commonly known as Kiwanis Property Exhhange National Bank, Trustee Alderman Figard, Chairman of the Water Comtittee, made the following report: "The Water Committee has reviewed the request from Glink & Glink, Attorneys for the Exchange National Bank, for a water permit to service a complex of apartment buildings on Lot 2 in Redeker Subdivision and lots 6 and 7 in Block 17 (Slocum Block). This property is out of the city limits. The City of Des Plaines is in no way committed to furnish water for this project and we therefore recommend their request be denied. It is our further recommendation that the Mayor call a meeting with the principals, City Attorney, Municipal Development and Water Committees in an effort _ to arrive at an equitable solution for the development of this property." It was moved by Alderman Figard and seconded by Alderman Prickett that Council concur in said report. Motion Carried. Sewer Bond Referendum Jr. Alderman John Stone reporting for Alderman Bonaguidi, Chairman of the Sewer Committee made the following report: "The City Engineer is continuing to work on the plans for the Sewer Bond Referendum and should be completed in the next sixty days. Citizens are continuing to offer their assistance in forming a Citizens Committee." 84 11/15/65 \ Page four REPORTS OF COMMITTEES: (Continued) Use of easements <Jr. Alderman Katherine Kinser reporting for Recommend denial Alderman Szabo, Chairman' of the Building Control & Inspection Committee, made the following report: "The letter addressed to Mayor Behrel from R. F. Schuepfer, Acting Building Commissioner, regarding buildings on easements was referred to the Building Control & Inspection Committee at the meeting of the City Council held October 6, 1965. Your Committee,has investigated the above and has found easements are used primarily for public utilities, power, telephone, and at times sewer and water. Infringements upon these easements would hot be of the best interest of our City. We, therefore, recommend that the use of ease- ments be denied and the City Attorney be authorized'to draw the necessary ordinances." It was moved by Alderman Szabo and seconded by Alderman Prickett that Council -concur in said report. Motion Carried. liibrary Board completes Jr. Alderman James P. LaPolla reporting for budget < Alderman Czubakowski, Chairman of the Library Committee, made the following report: "The Library Board has completed its 1966 budget in the amount of $185,460.00, and has submitted it to the City Comptroller for incorporation into the city's over..all appropriation for the next year. Council members might also be interested in the steady growth of use of the library's facilities. Between 350 and 450 new borrowers are being added each month to the library's records, and a total of 4,000 new borrowers is expected for 1965. Book circulation has increased from 248,562 last year to 257,165 this year . an increase of 8,603 books. Library Board will meet November 16th at 8 P.M." Committee Meeting Jr. Alderman Mary Ellen Budas reporting for Alderman Bonaguidi;' announced a meeting of the Judiciary Committee November 29th at 7:30 P.M. 1 Award Bid » Removal & Jr. Alderman Susan Ziehn,peporting for Relocation of Civil Defense Alderman John Leer, Chairman of the Civil Sirens Defense Committee, made the following report: "Bids for the removal and relocation of Civil -Defense Sirens was referred to the Civil Defense and Finance Committees at the meeting of the City Coincil November 1,,1965. Your Committee has investigated the above and has found that the low bidder is Charles Johnson's Electric Co., Inc. 478 Northwest Highway, Des Plaines, I11., in the amount of $2,560.00 We find that matching funds are available from the Federal government for this project and therefore recommdnd that the bid be awarded to Charles Johnson Electric Co., Inc. and that the bonds or checks from the unsuccessful bidders be returned." It was moved by Alderman Leer and seconded by Alderman Shillington that Council concur in said report. On Roll Call, the vote was: AYES: 13 . Committee Meeting Jr. Alderman Stephen Flanagan reporting for Alderman Swanson, Chairman of the Insurance Committee, announced a meeting set for November 17th at 7:30 P.M. of the Insurance Committee. APPROVAL OF BILLS PAYABLE: < Jr. Alderman Jon Henry Sudan reporting for Alderman Prickett, Chairman of the Finance Committee, presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FQLLOWING.BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. TotgA $112;610.10. It was moved by Alderman Prickett and seconded by Alderman Swanson to adopt said resolution. MOTION CARRIED. 1 Page five 11/15/65 as Adopt Resolution re Jr. Alderman Judith Bevacqua offered the flag in Cduncil Room following resolution: "Be it resolved that the Mayor and City Council replace the present flag in the Court Room and City Council Chambers which has only 48 stars." It was moved by Alderman French and seconded by Alderman Czubakowski to adopt above resolution. With•consent of Alderman•French and Alderman Czubakowski the motion was amended as follows: "A plaque denoting that the present flag has flown over the Capitol Building in Washington be placed beneath our present flag". Unanimous vote from Jr. andFSr. Aldermen andtmotion carried. Jr. officials excused 'and Jr. Mayor Brown expresses thanks At this point in the meeting the Junior City Officials ended their ten-day term of office and Jr. Mayor(Barbara Brown stated thatt"this week has truly been an education and on behalf -of the Junior City Officials I take this opportunity to thank the Optimist Club, Junior Chamber of Commerce, and the Elks Club who have helped to make it all possible. It will help us to understand all that is ahead and make us better citizens." KOLTON-TRACY RESUBDIVISION OAKVIEW TERRACE Re -Subdivision of Property owned by First Baptist Church Resolution Re Proposed Amendment to Title V of City Code The Kolton-Tracy Resubdivion of lots located on Howard, Maple, Welwyn, and Birch•owned by Messrs. J. Kolton & W. Tracy was referred to Municipal Development Committee. The Oakview Terrace subdivision located 220 feet north of Rand Road, approximately one block east of River Road, owned by Messrs. A. Kehrer and A. Field, was referred to;Municipal Development Committee. The request for a re -subdivision of property owned by the First Baptist Church of Des Plaines located in the 500 block of Golf Road, from Carvel Builders, Inc. was referred t o the Plan Commission. It was moved by Alderman Bolek and seconded by Alderman Shillington that the City Council adopt a resolution authorizing the City Clerk to publish in pamphlet form that certain proposed comprehensive amendment tovTitle V of the City Code having to do with business regulations, and to keep appropriate copies of said pamphlet on file in her office. The City Clerk reported that a notice had been received notifying the City that Dorothy Boessel is about to bring action or a suit at law against the City of Des Plaines for damages for personal injuries sustained by her because of an accident in which she was involved June 10, 1965, near 1285 Earl Avenue, Des Plaines, Illinois.
