11/01/19651 75 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, NOVEMBER 1, 1965 CALL TO ORDER: _ The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor' Herbert H. Behrel at 8:05 P.M. The meeting opened with a prayer read by City Clerk Rohrbach and the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Prickett, Wright, Bolek, Leer,' Shillington, Figard, Czubakowski, Wagner, Swanson, French, Martin, Bonaguidi, Rateike, Szabo. Present also were City Clerk Rohrbach, City Comptroller Blietz, Police Captain Hintz, Fire Marshall Arndt, Commissioner of Public Works Wernicke, Acting Building Commissioner Sehuepfer, City Engineer Fletcher, Health Officer Branding. There'beirlg a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett and seconded by Alderman Rateike that the Minutes of the regular meeting of October 18, 1965, be approved. A correction was made on page two, paragraph one as follows: Strike 186 members and state 186 attended. Motion Carried. 1 OPEN BIDS: Fuel Oil - 1965.;66 Season It was moved.by Alderman Martin and seconded 'by'Alderman Swanson that the Clerk open bids received for fuel oil for the 1965-66 season. The following bids were received: The Pure Fuel Oil Company Marland Oil Company Sinclair Refining Company Suburban Oil Company 0j154 per gal., less disc. $.044 .154'; per gal., less disc. $.0475 '45.400per gal., less disc. 2.65¢ Firm price of $.1019 per gallon. It was moved by Alderman Shillington and seconded by Alderman Figard that said bids be referred to Building and Grounds Committee, Finance Committee, and Commissioner of Public Works for study and report. Motion Carried. OPEN BIDS: Snow Plow It was moved by Alderman Swansoncand seconded by Alderman`French that the Clerk open bids received for the snow plow. Motion Carried. Corp. $925.00 846.00 718.28 1,110.00 1,123.91 It was moved by Alderman Wagner and seconded by Alderman French that said bids be referred to Streets and Traffic Committee, Finance Committee, and Commissioner of Public Works for study and report. Motion Carried. OPEN BIDS: Vault and Altitude Meter It was moved by Alderman Figard and seconded by Alderman Wagner that the Clerk open bids received for the vault and altitude meter to be installed at the Oakton and Perinsy1vania Avenue station. Total $2,560.00 Total 3,188.00 Total 2,790.00 It was moved by Alderman Prickett and seconded by Alderman Wright'to refer said bids to Civil Defense and Finance Committees, Civil Defense Director Arthur.t Motion Carried, REPORTS OF CITY OFFICIALS: The Clerk submitted'reports of the Health Department for October, Chief'Kennicott's third quarter report, and Acting Building Commissioner R. F. Schuepfer, Receive State Auditor's reports - Police Pension Fund and Firemen's Pension Fund :• • City Comptroller Blietz reported he has received the two audit reports from the State Department of Insurance for the Police Pension Fund and Firemen's Pension Fund. Comptroller BlietZ•read the paragraph in the Summary Report dealing with PRESENT FINANCING REQUIREMENTS as follows: n In accordance with Sections 3-125 and 3-127 of thel governing Act of 1963, and giving consideration to the foregoing actuarial valuation balance sheet, the present annual amount required to finance the Police Pension Fund on an actuarial basis, and to arrive at approximate actuarial solvency at the end of the period specified in Section 3..127 of the Act, is •as follows: Municipal Normal Cost $41,535.00 Amortization of Actuarial Reserve Deficiency 27,829.06 TOTAL PRESENT ANNUAL REQUIREMENT ' $69,364.06 The municipal normal cost in the amount of $41,535.00 represents the present annual amount, actuarially determined, equired to (Finance the accruing pension obligations on account of service being currently rendered by the"active participants of the Fund, after giving consideration to the salary contributions of the active participants. The annual payroll of active participants as of December 31, 1964 was $299,528. Therefore, the municipal normal cost in the amount of $41,535 is equal to approximately 14% of such annuallpayroll. The annual amortization payment in the amount of $27,829.06 is computed upon the assumption that each liquidating payment will earn 22% interest compounded annually from the time such payment is made to the expiration of the remaining 34 i year period assumed for liquidation." Alderman Martin suggested the Committee spend some time between now and appropriation to study the above-mentioned reports and also request Attorney DiLeonardi to research the law regarding pension funds. REPORTS OF CITY OFFICIALS: (Continued) Police Department Page Three 11/1/65 77 Captain Hintz reported that the Police Department had "weathered another Halloween without major mishap." Also there had been one armed robbery at Spa Liquors. Progress Report -. City Engineer Fletcher reported that the Chicago Water 48" Water main is l.yed and is completed except for clean-up and landscaping. He further reported that progress on the reservoir and pumping station is slow, but is hopeful if weather permits that the concrete will be poured in the next few weeks. COMMITTEE REPORTS: Committee Meeting Table Motion to advertise for bids for Suitable Station Wagon - Police Department Alderman Martin, Chairman of Municipal Development Committee, set a meeting of said committee for November 4th at 8 P.M. It was moved by Alderman Figard and seconded by Alderman Czubakowski to authorize the Clerk to'advertise for bids returnable November 15, 1965, for a suitable station wagon or car for the police department to transport prisoners; as required by law for :cities over 50,000. It was moved by Alderman Prickett and seconded by Alderman Swanson to table the afore -mentioned motion. Motion Carried. City Attorney to research law concerning purchase of "Paddy. -wagon" III Committee Meeting 1 • Committee Meeting It was moved by Alderman Rateike and seconded by Alderman Prickett to request the City Attorney to research the State Statutes to determine whether or not it is mandatory for cities over 50,000 to purchase a "paddy -wagon." Alderman Bolek, Chairman of the License Health and Inspection Committee, set a meeting of said committee for November 3rd at 8 P.M. -to which all aldermen are invited. Alderman Swanson, .Chairman of the lnsurancen. Committee, set a meeting of said committee for November 17th at 7:30 P.M. Approve Sign Alderman Szabo, Chairman of the Building National Tea Company Control and Inspection Committee, gave the following report: "Your Committee on Building Control and Inspection has investigated the sign of National Tea Company at the northeast corner of Algonquin and Lee Streets, and has found the first to be placed on Lee Street 150 feet north of Algonquin and the second to be placed on Algonquin Road 150 feet east of Lee Street. The sign is two-faced at the approach to the property, height 27 feet, set back 5 feet from public property. We therefore recommend the sign request be approved." It was moved by Alderman Szabo and seconded by Alderman Wagner.that the above. -mentioned sign request be granted and the Building Commissioner be authorized<to issue the necessary permit. Mdtion Carried. New Housing Ordinance • Alderman Szabo, Chairman of the Building Control and Inspection Committee, made the • following report: "Your Committee has investigated the new housing ordinance and has found the ordinance is for the good of the community and a proper tool for the various depart- ments of the City. Section 10 should be investigated for duplication. We recommend that City Council adopt said Housing Ordinance." It was moved by Alderman Szabo and seconded by Alderman Czubakowski-that Council concur in said report and that the City Attorney be auth"or4ed to draft • the necessary di -di -fiance. Motion Carried. Youth Appreciation Week' ' Alderman Leer, Chairman of the Youth Activity Committee, reported a letter had been given to all city officials containing the itinerary of Youth Appreciation Week and urged all officials to be present Saturday, November 6th for the selection of offices. 78 11/1/65 Page Four REPORTS OF COMMITTEES: (Continued) New Housing Ordinance Alderman French, Chairman'lof the City Code Committee, made the following report: "Your Committee on City Code has investigated the new housing ordinance and has found (1) Current Ordinance covering health, sanitation and fire safety of rental properties covers only. rooming houses (5-35-1FF), (2) certain new definitions have been added to the suggested new ordinance transmitted by the Mayor in his letter of July 2; 1964, and (3) the suggested ordinance includes hotels and motels not previously covered. We, therefore, recommend that the City Attorney draw up an ordinance closely paralleling the suggested ordinance and submit it for City Council action for the first meeting in December." It was moved by Alderman French and seconded by Alder- man Czubakowski that Council concur in said report. Motion Carried. Progress Report - Alderman Bonaguidi, Chairman of the Judiciary Judiciary Committee Committee, reported that the Committee met Chicago & Northwestern with Attorney Burke who has informed them Zoning Case that the Judge upheld theMasters decision. The City is now in the position of appealing the case. He reported. that Attorney Burke is objecting to the $16,000 Masters fee to be paid by the City. APPROVAL OF BILLS PAYABLE: Aldermah Prickett, Chairman of the Finance Committee, presented the following resolution: BE IT RESOLVED BY THE CITY1 COUNCIL. OF THE CITY .OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total $87,635.81. It was moved by Alderman Prickett and seconded by Alderman Swanson to adopt said resolution. On Roll.Ball the vote was: AYES: . 15 «. Kuntze wherein he requests relief from building code pertaining to multiple dwellings. It was moved by Alderman Martin and seconded by Alderman Prickett to refer the letter to the Building Control and Inspection Committee. Motion Carried. The request of Arthur'E. Wagar to divide the lot known as 874 Margret Street into two equal lots 40' X 186.05' was referred to the Plan Commission. The Clerk read legal notice of public hearing on Cook County Zoning Dockets #971 and 962; The City Attorney will attend the hearings. Signals - Prospect & :Mayor Behrel reported he had received Mannheim 111 1 prompt response from the State Highway Department regarding the signals at Prospect & Mannheim. He stated that in their letter, they assure us they will be in contact with our City Engineer and make every effort to push these plans through the various State Highway departments at an early date. Intersection .. 5 corners Mayor Behrel reported he has received a letter from Mr. C. A. Benowicz, District Engineer of State Department of Public Works, regarding tralftc conditions at the "five Corner" intersection of U.S. 12 and 45, wherein they state "In view of the information supplied by You, we are scheduling additional traffic studies for this location and will mare such changes in traffic patterns as may berproved justified upon analysis of these studies." Alderman Bolek requested the Mayor write Mr. Benowicz asking for a specific date for completion of said changes. Adopt Resolution Veterans' Day It was moved by Alderman Rateike and . seconded by Alderman Martin to adopt the following resolution: WHEREAS, The men and women who served in our Nation's Armed Forces have contributed immeasurably to the preservation of America's freedom; and WHEREAS, American men and women, through their service with today's Armed Forces, continue to demonstrate their unselfish willingness to meet the challenge of an aggressor seeking world domination; and WHEREAS, It is fitting that we set aside a special day each year to honor our veterans and give a nationwide expression of our esteem for them; and THEREFORE, BE IT RESOLVED that the City of Des Plaines calls upon all of its citizens to observe Thursday November 11, 1965 as VETERANS' DAY; and BE IT FURTHER RESOLVED that by this Resolution we express our eternal gratefulness to all those who have contributed to the advancement of the cause of world peace; and 80 11/1/65 Page Six RESOLUTION: -Continued) BE IT FURTHER RESOLVED that we reaffirm our support to our Nation in her defense in the cause of freedom throughout the world.
