CALL TO ORDER: The regular meeting of tie City Council of
the City of Des Plaines was called to order
by the Mayor, Herbert H. Behrel, at 8:08 P.M. The meeting opened with
a prayer by Rabbi Mark S. Shapiro and the pledge of allegiance to the

Treasurer and City Comptroller to -be

Police Chief's Report Police Chief Kennicott reported he attended
Convention - Miami'Beacy the International Association of Chiefs
of Police Convention in Miami Beach, Florida.
It dealt mainly with the problems of Civil
Rights disobedience and the advance in electronic equipment available
today.

Industrial School : Captain Haag of the Fire Department
reported the Industrial School held on
the Holy Family Hospital grounds now has
186 members. He also reported that the Department has added a new fire-
man, Michael William Buckley.
Peoria area water rates City Engineer reported that during the
Municipal League Convention in Peoria,
the local paper published the water rates in what they called the Tri..
Counties. Compared to the rates in the Chicago area, these rates are
quite high. A copy of said article was distributed to all aldermen
and one placed on file with City Clerk.

reported he presented aldermen with a
copy ofsuggested additions to the
Building Code.
Change returnable date Commissioner of Public Works reported that
for Fuel Oil Bids it was necessary to change the returnable
date for fuel oil bids to November 1, 1965,
due to lack of sufficient time after pub-
lication for return of bids. He also reported that he contacted the
State Highway district office who assures him that the population signs
will be changed as soon as the location and number is furnished their
office,

and Annexation Ordinances
City Attorney DiLeonardi reported that the
"Wille Property" rezoning and annexation
ordinances will come before City Council
tonight for their consideration again,
due to the fact that it was necessary to notify Elk Grove Rural Fire
Protection district at least ten days in advance of passage as per
new legislation passed by the 74th General Assembly (1965°').

65-M3-300 on three counts of $4500 each, for an accident that occurred
October 24, 1964, at Elk Boulevard and River Road stating that the traffic
lights were not effective. It was moved by Alderman Bonaguidi and seconded
by Alderman Martin authorizing City Attorney DiLeonardi to defend the
City in the aforementioned suit,. On Roll Call, the vote was:

Committee Meeting Alderman Shillington, Chairman of the
Building and Grounds Committee, called
a meeting of Building and Grounds, -Finance, and Commissioner of Public
Works for October 27th at 7:30 P.M.
Progress Report - Traffic Alderman French, Chairman of Streets and
Commission Traffic Committee, gave the following
progress report on findings of the Traffic
Commission. "On September 27, 1965, the
Traffic Commission met to make "on the spot" studies and. to consider the
following requests and solutions. (1) Control of traffic in and out of the
Woolworth parking lot - (a) no need of special control recommended at this
time. (2) Ashland and Center Street (a) The'intersection is protected by a
yield sign and no further control.is recommended. (8) Everett and Dean

Progress Report - Traffic Street; (a), We, your1Commission, could
Commission not find any need of special traffic
control here.
(4) Bittersweet, from Oakton to. Mannheim (a) As this is a fire department
route we could not recommend any change in the manner of traffic flow.
(5) The Crossing guard at Ash and Mannheim was interviewed by a member of
the Traffic Commission and found that he very seldom uses the control
signal for pedestrian crossing primarily because it takes too long and
also causes a traffic back-up. The control button on the light on the
South east corner of Mannheim and Ash has been inoperative for two years.
(6) We do not recommend that any changes in parking be undertaken on
Oakton Street or any of the side streets•crossing Oakton. (7)Wolf and
Golf Roads are State controlled roads and this is out of our jurisdic-
tion. There is no logical alternate solution which, wle your commission,
can recommend; (8) We ask for more time to study the control of traffic
on Riverview between Orchard East to Des Plaines Avenue. All members
were in attendance for the above meeting."
Progress Report -• Street Alderman French, Chairlman of the Streets
Improvements. and Traffic Committee, made the following
s progress report: "The Streets and Traffic
Committee, Alderman Swanson and Alderman Wagner, reviewed projects
suggested for the estimated Motor Fuel Tax budget for the year hhead.
With the City Engineer and Commissioner of Public Works, the Committee
recommends the following projects. Since the entire Finance Committee
was not present it is especially called to this Committee's attention
that it may be necessary on some projects to share financing with other
budgets. Center Street, $55,000; Howard Street $60,000; Prairie Street
$140,000; Ellinwood Street, $100,000; Thackdr & Wolf (signals), $15,000;
Prospect & Mannheim (signals), $25,000; Maintenance of streets, $25,000;
Resurfacing of streets, $75,000; Total $495,000. The City Council will
be requested to approve resolutions as estimates are completed. The
request for Cdnter Street will be submitted October 181, 1965."
Center Street - Prairie Alderman French, Chairman of the Streets
Avenue to Thacker St. and Traffic Committee, made the following
report: "On July 6, 19165, the letter
from En.N. Fletcher regarding flooding of property on Center Street
between Prairie Avenue and Thacker Street was referred to the Streets
and Traffic Committee. The letter explains need for repaving of Center
Street (1) Widen to 28 feet - 3 feet enlargement on West (2) New concrete
payement and storm sewer (3) Estimated cost of $55,000. Your Committee
has investigated and found use of MFT funds for this project is feasible.
We, therefore recommend that the City Engineer complete necessary State
Highway Department resolution form and the Mayor and City Clerk be
authorized_.to sign..documents to be submitted to the State." It was
moved by Alderman French and seconded by Alderman Wrightf.i that Council

the parking of vehicles on residential
streets and found (1) City Attorney recommends that prohibition be made
in Zoning Code and parking ordinances of truck parking and (2) Type of
vehicle that is offensive is the semi.truck pndrabr tractor only. We,
therefore recommend that the City Attorney draw up the necessary petition
for Public Hearing before tle Zoning Board of Appeals and necessary
ordinances to effect zoning and parking prohibition on semi -trailer
trucks and tractors." It:was moved by Alderman French and seconded by

report: "Your Committee has investigated
the need for street equipment and'has found (1) Snow plow is needed for
immediate needs -- approximate cost $1400; (2) One heavy duty rubber
. tired tractor at $18,000 would be of great service to street crews and
(3) Tractor cannot apply to 1965 budget. We therefore recommend that
the Commissioneryof Public Works submit specifications by November 1st
meeting for both items. The tractor should be bid on late in 1965 for
early purchase with 1966•appropriations." It was moved by Alderman
French and seconded.by Alderman Rateike that Council concur in said

Subdivision Sanitary Committee, made the following report:
Sewer "We, your Committee on Sewer and Finance,
having reviewed the bids for the elimination
of the lift station in the Craig Manor
Subdivision, find that Rossetti Contractors are the low bidder. The
amount being $10,250.00,and meets all our specifications. We therefore
recommend Rossetti Contractors be awarded this contract, and the Mayor
and City Clerk be authorized to sign the necessary papers, and the checks
of the unsuccessful bidder be returned." It was moved by Alderman
Bonaguidi and seconded by Alderman Wagner that Council concur in said

We have investigated and found individual

Progress Report Alderman French, Chairman of the City
Housing Ordinance Code Committee, made the following progress
report: "Your Committee on City Code has
investigated the need to update various ordinances and has found Chief
Arndt, Lt. Arthur, and;Mrs. Iranding presented a plausible approach to
the need for an upgrading of the present ordinances governing rooming
houses. We therefore recommend that the Building Control & Inspection
and License, Health & Inspection committees proceed with their present
efforts to broaden the present ordinance and report their findings
for Council action in the near !future." Health Officer Jean Branding
addressed the Council expressing the need for new prthposed housing
ordinance to include Hotels and Motels.
Advertise for Bids Alderman Leer, Chairman of the Civil
Removal & relocation Defense Committee gave the following
Civil Defense sirens report: "The removal, relocation and
erection of two of our present Civil Defense
alerting sirens was reffrred to Civil
Defense Committee. We have investigated and found that a Federal 1000
Thunderbolt Siren will be located on the roof of Frederick Post Co.,
700 N.W. Highway and that the present siren located aft Algonquin School
be removed and relocated at the City of_Des Plaines pumping station
located at 180 East Thacker Street. We therefore recommend that the
Director of Civil Defense and Commissioner of Public Works be authorized
to draw up specifications and that the City Clerk be authorized to
advertise for bids returnable November,l, 1965." It was moved by
Alderman Leer and seconded by Alderman Wright that Council concur in

United Nations Day Czubakowski, Chairman of the
October 24, 1965 United Nations Committee, made the following
report: "United Nations Day is next Sunday,
October 24, and all of 1965 has been
`designated International Cooperation Year. Here in Des Plaines the day
'and the year wilt be noted in various ways. At the Des Plaines Public
Library there will be`displays in the lobby cabinet, adult book displays,
and poster and book displays in the children's room to call attention to
UN day, and to'the malty books and pamphlets on this subject available
at the local library. In the local grade schools the UN is included in
various subjects in the schools' curriculum, and United Nations Day will
be discussed as part of current events in social studies classes. At
Maine West High school the United Nations is discussed in government
classes during the year, and a speaker from the United Nations speakers
service will give a program to social science classes and other students
on November 10. The speakers service is so busy Maine West was unable
to obtain a speaker from them at an earlier date. _The school generally
has one speaker•a year on the UN. Park Director Charles Pepldt has
informed me that United Nations Day and International Cooperation Year
will be noted on the large Community Events board across from city hall,
and I understand ,local merchants are considering plans for an International
Week, to call attention to specialty items on sale in Des Plaines stores
`which afe products of various countries around the world. Many local
`churches,` too, plan to note United Nations day in sermon reminders and
in 'programs, and also`in their participation in UNICEF, which has local
children collecting funds, usually on Halloween to aid children in foreign
lands. On an official` level, Mayor Behrel has issued a proclamation
designating October 24th United Nations day in Des Plaines." It was � moved by Alderman Czubakowski and seconded by Alderman Wagner to send
a copy of said report to Governor Otto Kerner's UN Committee Chairman.

It was moved by Alderman Prickett and •
seconded -by -Alderman Czubakowski that Council
concur in the Mayor's appointment of Mr.
James Paroubek as Chairman of the Des
Plaines Redevelopment Committee. Motion
Carried. The Mayor suggested that the
Aldermen suggest one or two people from
each ward to serve on this Committee --
the City Council serving as Executive
Committee.
It was moved by Alderman Figard and
seconded by Alderman Rateike that the
Insurance Committee, along with the Comp-
troller investigate and report the possi-
bility of Hospital Insurance for all
City employees. Motion Carried.
Alderman Shillington's request to study
the possibility of having either four-way
stop signs or yield signs placed at Dara
James Road and Kathleen Dr, referred to
Streets and Traffic Committee and Traffic
Commission for study and report.
It was moved by Alderman Shillington and
seconded'by Alderman Rateike that the
regular meeting of the City Council adjourn.
