10/06/196510/6/65 \ 61 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, WEDNESDAY, OCTOBER 6, 1965. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by the Mayor, Herbert H. Behrel, at 8:07 P.M. The meeting -opened with a prayer read by Mayor Behrel and the pledge of allegiance to the flag. ROLL CALL:. Roll Call indicated the following aldermen present:. Shillington, Figard, Czubakowski, Wagner, Swanson, French, Bonaguidi, Rateike, Szabo, Prickett, Wright, Bolek, Leer. Present also were City Clerk Rohrbach, City Attorney DiLeonardi, City Comptroller Blietz, Fire Chief, Arndt, Commissioner of Public Works Warnicke, Acting Building Commissioner Schuepfer, and City Engineer Fletcher. There being a quorum present, the meeting was in order. MINUTES:: It was moved by Alderman Prickett and seconded by Alderman Rateike that the Minutes of the regular meeting of September 20, 1965, be approved. Motion Carried. OPEN_BIDS - Craig It was moved by Alderman Prickett and Manor Sanitary Sewer seconded by Alderman Bonaguidi to authorize the Clerk to open bids received for the Craig Manor Sanitary Sewer Connection. The following bids were received: Conco Piping Contractors, Inc. Rossetti Contracting Co., Inc. $161758.75 10,215.00 It was moved by Alderman French and seconded by Alderman Prickett to refer said bids to Finance and Sewer Committees and Commissioner of Public Works. Motion Carried. REPORTS OF CITY OFFICIALS: The Clerk submitted reports of Health Depart• ment for September, Fire Department, and report of Des Plaines Civil Defense Corp activities for month of August to be placed on file. Water Reservoir and 48" Water main City Engineer Fletcher reported that the floor of the Reservoir is about one -.half poured and that the 48" water main is one•. half completed. George Burgess Suit City Attorney DiLeonardi reported that several months ago the City was sued on property located at the Northwest corner of River Road and Touhy Ave, owned by George Burgess. Mr. Burgess has passed away and it is unclear at this time whether or not. the estate will continue the suit. 1315 Margret St. Case City Attorney DiLeonardi reported that the Brief on the 1315 Margret St. Case is due in Supreme Court October 18th. It is ready and will be filed on that date. Car Wash Ordinance City Attorney DiLeonardi reported that the suggested draft of a car wash ordinance, which includes the recommendations of Tec -Search, Inc. has been given to Alderman Martin, Chairman of the Municipal Development Committee for Study and Report. Following Committee Report, a petition will be placed on file with our Zoning Board to amend the zoning code accordingly. Police Officers Harz & City Attorney DiLeonardi reported that the Willison City has filed an appearance and is partici- pating in the defense of Police Officers Harz and Willison personal injury suits. New Legislation :City Attorney DiLeonardi reported that within the next few weeks he will prepare in synopsis form the new legislation affecting municipalities for distribution to Aldermen and City Officials. Changes have been made 62 10/6/65 m Page two REPORTS OF CITY OFFICIALS: (Continued) COMMITTEE REPORTS: Advertise for Bids It was moved by Alderman Shillington and Fuel Oil ... 1965-66 Season . ,seconded by Alderman Rateike authorizing the City Clerk to advertise for bids for Fuel Oil for the 1965-.66 Heating Season - specifications to be drawn by the Commissioner of Public Works - returnable October 18, 1965. Motion Carried. in the adoption of Annexation Ordinance in that the Fire Prevention District receive ten days notice in writing before the City can annex property in the City. New City Garage Alderman Siillington, Chairman of the Building and Grounds Committee, made the following report: "At a joint meeting of the members of the Building and Grounds Committee and the Finance Committee, it was agreed that we seek approval of the City Council to seek the aid of local architects ,to submit proposed plans at cost for the City Council's consideration for the erection of a new City Garage on the present site on Miner Street, with the Commissioner of, Public Works to specify present and future demands to be incorporated in such plans by the architects." It was moved by Alder. man Shillington and seconded by Alderman Rateike that Council Concur'in said report with said plans returnable December 20, 1965. Motion Carried. Air Conditioning apd Alderman Shillington, Chairman of the Modernizing city Hall Building and Grounds Committee, made the following report: "At a joint meeting of the members of the Building and Grounds Committee and t6he Finance Committee it was agreed that we seek the aid of local architects in submitting plans for the air conditioning and modernizing of the Council Chambers, Officd of City Comptroller, Building Department space, and the offices of the Commissioner of Public Works, specifications to be supplied by the Mayor and City Comptro1lerc." It was moved by Alderman Shillington and seconded by Alderman Figard that Council concur in. said, report. Motion Carried, Progress Report - New Alderman Bolek, Chairman of the License License Ordinance Health and Inspection Committee, gave a progress report on the New License Ordinance being studied by the License Health and Inspection Committee. He stated that:a statistical analis is being made by the City Comptroller to determine the proposed cash income to the City, and that. the Committee is maintaining a liason with the Chamber of Commerce to obtain their thinking and to correlate with them in an effort to maintain the public image. Municipal Leasing Occupation Alderman Bolek, Chairman of the License Tax _ Health and Inspection Committee, gave the following report: "Your Committee of License Health and Inspection Committee has reviewed Ordinance M-27..65 establishing a Municipal Leasing Occupation Tax and recommends the City Council pass said Ordinance which is on First Reading tonite." Progress Report - Streets Alderman French, Chairman of the Streets and Traffic and Traffic Committee made the following progress report. "The problem of overnite parking of large tractor trailer trucks has been discussed with the City Attorney and as yet itris.not clear as to how it should be done. Improvement of Prairie Ave. Alderman French, Chairman of the Streets Soo Line R.R. to Wolf Rd. and Traffic Committee made the following report. "The improvement of Prairie Avenue from the Soo Line Railroad to Wolf Road was referred to our Committee. We have investigated and found that it is in the three-year plan proposed by the City Engineer. We recommend the City Engineer complete needed resolution and specifications for improvement using Motor Fuel Tax Funds and authorize the Mayor and City Clerk to sign the resolution for the State Highway Department." It was moved by Alderman French and seconded by Alderman Shillington that Council concur in said report. Monday, October. 11, 1965. Youth Appreciation Week Alderman:Leer, Chairman of the Youth Activity Committee,reported that said Committee recommend tIIat the Mayor be authorised to declare the week of November tth Youth Appreciation Week in the City of Des Plaines. It was moyed by 41derman Leer and seconded by Alderman French that Council Concur in said report. Motion Carried. APPROVAL.OF BILLS PAYABLE: Alderman Prickett, Chairman of the Finance ,Committee, presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR -SAME, WITHHOLDING WARRANT # 10,952, payable to H. & H Electric Co.., in the amount of $1,115.54 for further investigation: Total, $35,883.78. It was moved by Alderman Prickett and seconded by Alderman Bonaguidi to accept the report of the Zoning Board of Appeals in Case 65-21RV, on property located on Howard Street east of the Chicago & North. western Railway, owned by Evanston Trust and Saving Bank Trust #592, whereingthey recommend rezoning from M-1 Restricted Manufacturing District under Cook County zoning ;to M..2 General Manufacturing District upon annexation to Des Plaines, subject to a variation to waive the 25 -foot setback line along the westerly aid easterly boundary of said lands. Motion Carried. Zoning Board of Appeals Case 65-23-R 825 Seegers Road Boyce Products Co., Inc. It -was moved by Alderman Figard and seconded by Alderman Shillington that ,Council concur in the recommendation of Zoning Board of Appeals to grant petition for rezoning property located at 825 Seegers Road, owned by Boyce Products Co., Case 65-23-R - from M»1 Restricted Manufacturing District (under Cook County zoning) to M-2 General Manufacturing District (upon annexation to Des Plaines) and that the City Attorney be authorized and directed to pre- pare the necessary ordinances. Zoping Board of Appeals Case,65-22 R - east corner Northwest Hy -Seegers Rd. , Frederick Post Company It was moved by Alderman Bonaguidi and seconded by Alderman Shillington that Council concur in the recommendation of Zoning Board of Appeals i Case 65-22 R for rezoning property located on the east corner of Northwest Highway and Seegers Road, owned by Frederick Post Company from M-1 Restricted Manufacturing Districtito M-2 General Manufacturing District (upon annexation to City of Des Plaines) the parcel located on the east corner of Northwest Highway and Seegers Road and from M-1 Restricted Manufacturing District to C-2 Commercial District (upon annexation) the parcel known as "PARCEL TWO" on the east corner of Seegers Road and Northwest Highway - plats of survey in files of Zoning Board of Appeals. Police Chief's Report Police Chief Kennicott reported he attended Convention - Miami'Beacy the International Association of Chiefs of Police Convention in Miami Beach, Florida. It dealt mainly with the problems of Civil Rights disobedience and the advance in electronic equipment available today.
