Attorney DiLeonardi announced: "This is a public hearing on the
proposed pre..annexation agreement on the Wille Farm property located
on the southeast corner of Algonquin and Elmhurst Road." City Attorney
read the legal notice of said public hearing published in excess of
fifteen days.
Mr. Heinz Zupke, 670 W. Elizabeth Lane questioned the zoning of
one portion of the property stating that "sometime ago at a zoning
hearing in Chicago a,statement was made that the corner would be used
for office structures. In one portion of the pre -annexation agreement
it states that car laundries and/or car washes are permitted and the
single family residences could be on top of it".
Attorney DiLeonardi, stated at the Cook County zonig hearing,.the
owner saw fit to rezone said property to B3, but the court voted to
sustain Single Family on part of said property. He further stated that
the owners have the right to use the property for any C2 purpose and he
ha6 no idea what they intend to be.
Mr. Samuel Brott, 6722 Dempster Street, Morton Grove, I1j. stated
that the car wash is an implied use, but that the portion of the property
to be rezoned C2 commercial would not be improved for at least two .years.
It was moved by Alderman Martin and seconded by Alderman Leer that
the matter of the Pre -Annexation Agreement of the Wille Property be
taken under advisement. Motion Carried.

CALL TO ORDER: The regular meeting of the City Council of
the City of Des Plaines was called to order
by the Mayor, Herbert H. Behrel, at 8:20 P.M. The meeting opened with
a prayer by Rev. Edwin G. Wappler and the pledge of allegiance to the

REPORTS OF CITY OFFICIALS: The Clerk submitted reports of City Treasurer
and City Comptroller to be placed on file.
Study of City Fire Fire Chief Arndt requested that a study be made

This was referred to the Municipal Development
and Fire Committees for study aHd report; •
Gasoline leaks at Fire Chef Arndt reported that the Fire Department
Five Corners answered a call for a fire at the Isle of Man
and found the basement floor burning early
Friday morning, September 24, 1965. They also
found two leaking gasoline tanks which were replaced with new ones today.
Police Chef reports Police Chief reported that early this morning
on armed robbery a man broke into a home on the West Side and
held the residents at gun point to robe them
of over $600 and a valuable ring. Within ten
minutes the man was apprehended by Police Officer Senteff and I think
this was very good work on his part.
City Engineer: Progress City Engineer Flet@her reported that the weather
Report has raised havoc with the Chicago Water project
and are two months behind schedule. Some progress
is being made on the 48" water main, but we need
dry weather'before we can pour concrete. The
Lee Street curb and gutter should be dompleted in the next two days.
He further stated that he hopes to have one coat of asphalt surfacing
on Howard Street before winter. He reported that the County will do
the excavation on the curb & gutter and grading at Mt. Prospect &
Thacker,and take care of the driveways. In the meantime the city will
put stone on the driveways. He also stated that the signals at Wolf -
and 'hacker should be in before the first of October after delivery of
controller.
REPORTS OF COMMITTEES
Approve Lake Mary Alderman Martin, Chairman of the Municipal •
Anne Subdivision Development Committee made the following report:
"Your Committee on Municipal Development has
investigated the plat of Lake Mary Anne Subdivision and the letter from
the Plan Commission and has found that this property is bounded by North
Illinois Toll Highway on the wet, Oak Lane on the east, north of Golf
Road consisting of a number of -parcels to be consolidated into Lot One,
(14 or more apres),preparatory to ultimately subdivided for single family
residences. We therefpre recommend that the City Council of the City of
Des Plaines concurr with the Plan Commission's final approval of August
30, 1965, pertaining to Plat within_1 :miles of the City Limits. We
hereby authorize Mayor and City Clerk:to sign Lake Mary Anne Subdivision
plat." .It was moved by Alderman Martin and secondedbyAlderman Figard
that Council concurr in said report. Motion Carried.
Oakview Terrace Alderman Martin, Chairman of the Municipal
Development Committee made the following report:
"Your Committee on Municipal Development has investigated the plat of
Oakview Terrace and the letter from the Plan Commission and has found
that the tract adjoins the City Limits at Rand Road and Elk Boulevard.
Mr. Field is interested in annexation to the City of Des Plaines. We
therefore recommend that the Plat known as Oakview Terrace - Field Home
Builders - be referred to the Plan Commission•and the City Attorney for

Fire Department Committee made the following report: "Your
Fire Committee recommends that the Police and
Fire Commission certify a firefighter to Lieutenant to fill the vacancy
of Lt.. Haag who was cdrtified Captain." 'It was moved by Alderman Rateike
and seconded by Alderman Wright that Council concurr in this report..

Committee recommends that the Police and
Fire Commission certify one new firefighter,to fill the vacancy which
will exist do a firefighter being certified Lieutenant." It was moved
by Alderman .Rateike and seconded by Alderman Wright to certify one new
additional fireman to complete the force. Motion Carried.

Driveway ' by Alderman Martin to authorize the Commissioner
of Public Works to issue the necessary permit
to NuClear Chicago for a 52' driveway into
Howard Street. Motion Carried.
Supplemental Appro- Alderman French, Chairman of the Streets and
priation - Section. Traffic Committee, made the following report:
61CS - Adopt Resolution "Your Committee on Streets and Traffic has
investigated the Supplemental Apprdpriation
to Section 61CS MFT to carry improvement
from east line of Chicago & Northwestern Railway to Mt. Prospect Road '
at a cost of $30,000., Your Committee has investigated the above and has
found (1) appropriation has been requested by the•State Department of
Highways (2) expected. share of property owners of $24,000 will reduce
this cost of $30,000 to $6,000. We therefore redommend necessary
resolution be approved for transmittal to State by City Engineer and
the Mayor and City Clerk be authorized to approve necessary documents."

referred to Streets & Traffic Committee:
(1) Diagonal parking on Sycamore and (2) Wolf & Golf truck routing on
State and County Highways. Your Committee has investigated an d found
(1) some relief of a traffic problem is needed and Traffic Commission

Progress' Report Alderman French, Chairman of the Streets and
Traffic Committee made the following progress
report:"The Committee has discussed the im«.
provement of Howard Street. from Lee Street west, the improvement of
Prairie from the Soo Line to Wolf Rd. and the improvement of Center St.
from Prairie to Thacker but has not reached an agreement. Your Committee
will consider these improvements and report at the next Council meeting."

that, the City has advertised for applications
for Building Commissioner and Building Inspector. A temporary Building
Inspector has been hired, but no decision has been reached on the
Commissioner or Inspector.
APPROVAL OF BILLS PAYABBE: Alderman Swanson, member'iof the Finance
Committee, presented the following

Mayor Behrel reported that anew bill
known as Section Five of the "Leasing
Occupation Tax Act" wasladopted by the
74th General Assembly, State of Illinois.
A copy of the Village of Skokie's OrIinance
establishing a Municipal Leasing Occupation
Tux was referred to the License, Health
and Inspection Committee. Also a copy
of the new Bill.
Mayor's Report Mayor Behrel reported that the Mayor of
Niles -had told him that the Village of
Niles has adopted a Utility Tax. The
City o�f Des Plaines has not tapped this source of income as many
communities have done and are allowed to pass anything up to 5%.
He further reported that the Chicago and Northwestern Railway plan
to fix River Road crossing in the very near future and tear down the
wooden fence between tracks and put up a wire fence.1 He stated that
h -e has requested they replace the two shelters with steel aluminum
shelters but to date no reply.
Mayor Behrel reported that he has talked
with Frederick Post Co., concerning the bill received by the City of
Des Plaines for water, and todate has not received the cost of
electricity to operate the water pump. As far as'he~is able to
determine, nog conversations were held with Frederick Post Co. concernigg
the water used by the City and until the entire matter is completely
reviewed a decision cannot be made.
