08/02/196534 8/2/65 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES F AINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, AUGUST 2, 1965. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by the • Mayor, Herbert H. Behrel, at 8:17 P.M. The meeting opened with a prayer read by Mayor Behrel and the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Ald. Swanson, French, Bonaguidi, Rateike, Szabo, Prickett, Wright, Bolek, Shillington, Czubakowski, Wagner. Present also were City Clerk Rohrbach, City Attorney DiLeonardi, Police Chief Kennicott, Fire Marshall Arndt, Superintendent of Public Works Warnicke, Building Commissioner Regnell, City Comptroller Blietz, and City Engineer Fletcher. There being a quorum present, the meeting was in -order. MINUTES: It was moved by Ald. Shillington, seconded by Ald. Prickett, that the Minute of the regular meeting of July 19, 1965, be approved after the following correction is made: Page one, Paragraph three under Official Reports; change 40" to, 48't Water main. Motion carried. Alderman Leer arrived at this time. OFFICIAL REPORTS: The Clerk submitted reports of be placed on file: Director of Arthur's July report, Building Regnell's July report, Superintendent of Public Works concerning the Forestry. Department. Police Chief explains F.B.I. report the following to Civil Defense Commissioner Warnicke's report Police Chief Kennicott explained the recent F.B.I. reported figure of a 76% increase of crime in the City of Des Plaines. He attributes this percent/loge increase to the new record system of reporting all crimes. In certain shopping centers all shop lifters are recorded and there has been an overall increase in thefts such as material stolen from construction jobs.. Progress report on water.t the second tank. Sprinkling lifted. Avenues • City Engineer Fletcher reported that the tank at Holy Family Hospital is being filled with water and should be ready for use by the end of the week. Also that the contractors are working on regulation Superintendent of Public WorkslWarnicke reported that the sprinkling regulations have been lifted. He stated that the 24" water main installed on the bond ordinance running from Maple to North inservice by the end of the week. This along with should be the Holy Family the City. Hospital tank should maintain even pressures throughout Final report on 1717 Rand Road recorded and he City Attorney DiLeonardi reported he has received the abstract andbriefon the Boeckenhauer property. He also reported thiat the covenant on the property at 1717 Rand Road had been has transmitted the permanent copy tol the City Clerk. REPORTS OF COMMITTEES: Concur in Case 65-18R Thomas Industries Page two 8/2/65 \ \ 35 Alderman Prickett, member of the Mun±ipal Development Committee, made the following report: "Your Committee on Municipal Development has investigated the Zoning Board of Appeals - Case 65..18R - Thomas Industries - and has found that your Zoning Board of Appeals of the City of Des Plaines acting as a Commission, held a Public Hearing on June 29, 1965, and recommend on a vote of five for and none against the rezoning of the subject property from Cook County M-1 to C.2 Commercial District in the City of Des Plaines. We, your Committee on Municipal Development there6ore. recommend the City Council of the City of Des Plaines concur in Case 65.18-R Thomas Industries rezoning the subject property to C-2 Commer- cial and that the Mayor and City Clerk be authorized to sign said annexation and rezoning ordinances" It was moved by Alderman Prickett, seconded by Alderman Swanson, that -the above report be concurred in. Motion carried. Committee meeting with the City Comptroller. Alderman Shillington, chairman of the Building and Grounds Committee, set a meeting for August 5, 1965, at 8 P.M. Deny Liquor License It was moved by Alderman Boleti and to Spa Liquors, Inc. seconded by Alderman Prickett, that the City Council deny a liquor license to Spa Liquors, Inc., 692 Lee Street, Des Plaines. Motion carried. Deny Class B Liquor License - Wells Food Store. Illinois, be denied. Deny Liquor License, Class A., Cesar's Restaurant. It was moved by Alderman Bolek and seconded by Alderman Szabo, that the' Class B Liquor License request of Wells Food Store, 915 Oakton Street, Des Plaines, Motion -carried. It was moved by Alderman Bolek and seconded by Alderman Prickett, that the Class A Liquor License request of Cesar's Restaurant, 1881 Oakton Street, Des Plaines, Illinois, be denied. On Roll Call, the vote was: Deny Liquor License Judy Dolphin Grant Class E Liquor License - Howard Johnson,Company AYES: 8 -:Alderman Swanson, Szabo, Prickett, Wright, Bolek, Leer, Wagner,Mayor NAYS:: 4 ... Alderman French, Rateike, Sh illington, Czubakowski. ABSENT:2. ABSTAINED: 1 - Alderman Bonaguidi There being eight affirmative votes, Motion carried. It was moved by Alderman Bolek and seconded by Alderman Swanson that the Class B Liquor License request of Judy Dolphin be denied. Motion carried. It was moved by Alderman Bolek and seconded by Alderman Leer, that the City Council grant a Class E Liquor License to Howard Johnson Company, 444 Des Plaines Avenue, Des Plaines, Illinois, and that the City Attorney be authorized to draft the necessary amendment to the ordinance, increasing the number of Class E licenses by one. Motion Carried. 36 8/2/65 COMMITTEE REPORTS (Continued): Progress Report Des Plaines Cable TV Antenna Ordinance TV., Inc. He stated needs further study. Request Skateboard Ordinance Page Three Alderman Bolek, Chairman of the License Health and Inspection Committee gave a progress report on the granting of a 25 year franchise to Desi Plaines Cable there is a great deal involved and his committee Also that it should probably be put on a bid basis. Alderman French, Chairman of the Streets and Traffic Committee,kstated his committee has investigated and found that a study is needed to determine if the use of skate- isa needing legal solution. It was moved by Alderman by Alderman Bonaguidi torecommendthat the Police Council, and Traffic Commission study the statistics of the National Safety Council and the Oak Park Skateboard Ordinance furnished by Alderman French, to determine the feasibility of a similar ordinance for Des Plaines. Motion Carried. City Clerk be authorized to advertise for MFT SECTION 64CS - Mt. bids on project specifications approved Prospect & Thacker by the State Highway Department for Thermo. plastic striping of streets atcan estimated cost of $20,000 (MFT) and Deceleration lane, curb, and gutter at Mt. Prospect and Thacker at an estimated cost of $25,000 (MFT), Section 64CS, said bids returnable August 16, 1965. Motion carried; Award Bid on Section It was moved by Alderman French, and 56CS (MFT) to seconded by Alderman Shillington that the H & H Electric Co. bid on Section 56CS (MFT) - signals at Thacker and Wolf, and rehabilitation of signals at Oakton and White and Wolf and Seegers Roads, be awarded to H & H Electric, low bidder of $37,815.71, and that the Mayor and City Clerk be authorized to sign necessary documents, the bonds or checks of:the unsuccessful bidders be°returned. Sewer Bond Referendum , Alderman Bonaguidi, Chairman of the Sewer Committee, made the following report: "The ever present problem of flooding continues to plague the City of Des Plaines. Your committee on sewers is cognizant of the fact that on several occasions a bond issue to be used to finance a sewer program for the benefit of the entire city has been defeated.. Having met with the Finance Committee, Mayor, Super= intendent of Public Works and various Aldermen as well as representa. tives from civic associations, your committee has decided to once again pursue the avenue of a sewer bond referendum so as to alleviate one of the most serious problems confronting the city of Des Plaines at this time. We, therefore recommend that the Mayor and the City Attorney be authorized to take the necessary steps to bring about this referendum. A project of this magnitude will take the endorsement of the entire city administration and civic leaders of our community, and with a concentrated effort we are confident that ibis problem will be solved. Motion carried, Forestry Department authorized to spend up to $9,000 over present Forestry Budget Renew contract with Bishop Tree Service It was 'moved by Alderman Leer and seconded by Alderman Szabo that the Forestry Depart- ment be authorized to spend up to but not to exceed $9,000 over the present Forestry Budget. Two There being twelve affirmative votes, motion carried, Alderman • Leer, member of the Elm Tree Disease Committee, made the following repbrt: "The contract for tree trimming and removal for the year from August 2, 1965 thru August 1, 1966, has been referred to the Elm Tree Disease Committee. Your Committee has investigated the above and has found Bishop Tree Service has rendered satisfactory service to the City of Des Plaines and has agreed to sign a new contract at the previous rate of $3.50 per man hour. Also that Mr.'Bishop will serve as City Forester at no fee. We, your Committee on Elm Tree Disease therefore recommend that the Maydr and City Clerk sign a new contract for the rate of $3.50 per man hour to terminate August 1, 1966, with Bishop Tree Service.' It was moved by Alderman Leer and seconded by Alderman Szabo that Council concur in this report. They state they are working on the land. use map for the downtown area and it should be ready very soon. The Mayor requested that Tec -Search, Inc. furnish reports everts two weeks as`to their progress. Mayor and Mrs. Behrel to attend Conference with Vice- President Hubert H. Humphrey in Washington, D. C. Mayor Behrel read the letter he received from Vice President Hubert H. Humphrey inviting him to attend the conference with mayors from cities in the 30,000 to 50,000 population range. During this conference, top administration officials and Vice President Hubert H.' Humphrey will exchange views with the mayors about the problems of our cities'and`the Administration's programs and proposals for coping with them. :Sala conference.to begin at 1 P.M. on August 11 in the Ballroom East of. the Washington Hilton Hotel, followed with a reception at 6 P.M. in the John Quincy Adams Room at the Department of State Building.
