ADOPT ORDINANCE M-17-65: The Clerk read for the First Reading the
above ordinance amending Title 9 of the City Code adding Section
9-4-13. A motion was made by Alderman Figard and seconded by
Czubakowski to place the above ordinance on passage. The motion to
adopt above ordinance was made by Alderman Shillington and seconded
by Czubakowski. The Mayor put the question and the Clerk called the
roll With the following results: Ayes: Rateike, Szabo; Bolek,
Shillington, Figard, Czubakowski; Swanson, Martin, aind Bonaguidi.
Nayes: None. The Mayor declared the motion carried.

CALL TO ORDER: The meeting was called to order by Mayor Behrel with
Alderman Swanson, .French, Martin, Bonaguidi, Szabo, Prickett, Wright,
Bolek, Leer, Shillington, Figard, and Czubakowski responding to roll
call. The meeting opened with a prayer read by -Mayor Behrel, and the
pledge of allegiance to the flag.
MINUTES: On motion by Alderman Prickett and seconded by Wright, the
Council approved the minutes.of the regular meeting held June 21, 1965.
On motion by Alderman Figard and seconded by Shillington, the ,Council
approved the minutes of the adjourned meeting held June 28, 1965.
OPEN BIDS - AUTOMATIC SIRE ALARM SYSTEM: On motion by Alderman Figard
and seconded by Shillington, the Council instructed the Clerk to open
the above bids. The following bids were received:

AWARD BIDS - SECTION 65 C.S. and SECTION 66 C.S.: A motioflwwas made by
Alderman French and seconded by Prickett to award the bid for Section
65 C.S. to Arcole Midwest Corporation, Evanston, Illinois, the low
bidder of $59,146.50, and to award the bid for Section 66 C.S. to
Monarch Asphalt Company, Skokie, Illinois, the low bidder of $91,335.20.
The checks and%or bonds of the unsuccessful bidders are to be returned
and the Mayor and City Clerk are authorized to sign the necessary
contracts after final approval from the State Highway Department.
The Mayor put the question and the Clerk called the roll with the follow-

OFFICIAL REPORTS: The Clerk submitted reports of the following:
Civil Defense Corps, Fire Department, Building Commissioner,SHealth
Department.'
City Comptroller Blietz reported that Township Collector, Milton
Tuttle, has turned over to the City of Des Plaines $445,570.12,, as
the first collection of 1964 Real Estate Taxes.
Superintendent of Public Works Warnicke reported that he attended
the National Convention of American Water Works in Portland, Oregon.
Also that the City of Des Plaines is returned to Alternat,.e Sprinkling.
Alderman Rateike arrived at this time.
City Attorney DiLeonardi reported that a suit had been filed against
the City of Des Plaines, declaring the classification of property un-
constituitioha1 by George Burgess, on property located at the northwest
corner of River Roadand Touhy Avenue. A motion, was made by Alderman
Prickett and seconded by Swanson to retain the City Attorney to defend
said suit. The Mayor put the question and the Clerk called the roll with
the following results: Ayes: Swanson, French, Martin, Bonaguidi, Rateike,
Szabo, Prickett, Wright, Bolek, Leer, Shillington, Figard and Czubakowski.
Nayes: None. The Mayor declared the motion carried.

CASES: A motion was made by Alderman Shillington and seconded by
Bonaguidi to retain City Attorney DiLeonardi to defend Officer James
Willison and Officer Roland Harz in personal injury suits, Only if the
Insurance Company declines to defend the above Police Officers. The
Mayor put the question and the Clerk called the foll with the following
results: Ayes: Swanson, French, Martin, Bonaguidi, Rateike, Szabo,
Prickett, Wright, Bolek, Leer, Shillington,' Figard, and Czubakowski.
Nayes: None. The Mayor declared the motion carried.
CITY ATTORNEY RETAINED IN TAX INJUNCTION PROCEEDINGS: A motion was made
Alderman Bonaguidi and seconded,by French to retain the City Attorney
in City owned real estate tax injunction proceeding cases as required.
The Mayor put the question and the Clerk called the roll with the follow-

APPROVE BALLARD GARDENS SECOND AND THIRD ADDITIONS: Alderman Martin made
the following report: "Your Committee on Municipal Deve1opment has
investigated the above and has found that -the subdivision consists of
(6) six residential lots on the West side of Woodview and on the south of
Church Street.. Said lots are outside the City Limits, but within 11 miles
of our City Limits. We, your Committee on Municipal Devlelopment therefore
recommend that the Mayor and City Clerk are hereby authorized to sign
said Subdivision Plat known as Ballard Gardend Second and Third Additions."
A motion was made by Alderman Martin and seconded by Prickett for Council
to concur in this report. Council approved by acclamation vote.
TO ADVERTISE FOR BIDS - MFT SECTION 56 C.S: A motion was made by Alderman
French and seconded by Shillington authorizing -the City Clerk to advertise
for bids returnable July 19, 1965, on specifications submitted to the State
Highway Department and approved for new traffic signals at Thacker and
Wolf., and rehabilitation of existing signals at Oakton and White and Wolf
and Seegers Road. The Council approved by acclamation vote.
TO PURCHASE NEW PUMP FOR WELL #6: A motion was made by Alderman Figard
and seconded by Shillington requesting Council concurrence to approve the
expenditure of approximately $8,000 for the purchase of a new pump for
Well #6. The Mayor put the question and the Clerk called the roll with
the following results: Ayes: Swanson, French, Martin, Bonaguidi, Rateike,
Szabo, Prickett, Wright, Bolek, Leer; Shillington, Figarid and Czubakowski.
Nayes: None. The Mayor declared the motion carried.
REOPEN NEGOTIATIONS WITH MT. PROSPECT -TO MAKE HOOK-UP WITH MT. PROSPECT
WATERMAIN: A motion was made by Alderman Figard and seconded by Martin
to proceed with reopening negotiation with Mt. Prospect concerning the
hook-up of our watermain with Mt. Prospect. Councilapproved by accla-
mation vote.
APPROVE DOMINICK'S SIGN PERMIT: A motion was made by Alderman Szabo
and seconded by Prickett authorizing the Building Commissioner to issue
the necessary sign permit to Dominick's Finer Foods, 767 Golf Road, Des
Plaines, Illinois. Council approved by acclamation vote.
PRINT NEW BUILDING CODE BOOKS: Alderman Szabo made the following report:
"YournCommittee on Building Control and Inspection has investigated the
above and has found appropriation for new code books in 1965 in the amount
of $4,000.00. We, your Committee on Building Control and Inspection there-
fore recommend authorization to print 200 Des Plaines Building Code books
at a cost not to exceed $3,000.00." A. motion was made by Alderman Szabo
and seconded by Prickett to authorize this purchase. The Mayor put the
question and the Clerk called the roll with the following results`: Ayes:
