CALL TO ORDER:- The meeting was called to order by Mayor Behrel with
Alderman Rateike, Szabo, Prickett, Wright, Bolek,'Shillington, Figard,
Czubakowski, Swanson, French, Martin, and Bonaguidi responding to roll
call. The meeting opened with a prayer by. Rev. Ernest Grant and the
pledge of allegiance to the flag.
MINUTES: On motion by Alderman Prickett and seconded by Martin, the
Council approved the minutes of June 7th as corrected.
OPEN BIDS - TWO 5 -MILLION GALLON RESERVOIRS AND PUMPING HOUSE, INCLUDING
EQUIPMENT: On motion by Alderman Bonaguidi and seconded by Shillington,
the Council instructed the Clerk to open the above bids. The following

A. motion was made by Alderman Prickett and seconded by Figard to adjourn
until next Monday nite, June 28, 1965, for consideration of the above
bids. Council approved by acclamation vote. Theebids were referred
to the Water and Finance Committees and City Engineer.
REPORTS OF CITY OFFICIALS: The Clerk submitted the report of the
City Treasurer for-themonth. of May, 1965.
Fire Chief Kolze reported on the fire at Chicago Mastic Company,
Rosemont, June 14, 1965. Des Plaines firemen were the first to arrive.
Fire Chief Kolze called the City of Rosemont and Niles fire departments
who arrived shortly thereafter.
Comptroller Blietz made a report of examination of Public Employee's.
Pension Funds, furnished by the State Department of Insurance. Said
report was referred to the Finance Committee for study._ and report.
City Engineer Fletcher gave a progress report on Water Main Contract
#1 - the work to start in a week or ten days; Contract #2 - clean-up
work to be completed in next few days; Contract #3 - first two sections
completed - 805 comple-ted on the _other sections. _
Superintendent of Public Works Warnicke made a report on the water
shortage experienced on the weekend. He has asked for newspaper cooperation
in informing residents when the pressure is down to please turn off sprinkling
equipment and resume sprintgling when pressure returns.
- City Attorney DiLeonardi gave a progress report on the Boeckenhauer
case, stating that the owners have filed a Mandamus. A.motion was made
by Alderman Shillirigton and seconded by Bolek to authori?e the City Attorney
to defend the.Cit and intervene in the Boeckenhauer case.. Tht Maur put

City Attorney DiLeonardi stated the owners of the eleven acre
Kiwanis Camp Ground property will file objections this week to the
River -Rand annexation and suggested we hold the annexation off until
next meeting.

City Attorney DiLeonardi read the Restricted Covenant on property
located at 1717 Rand Road pertaining to Annexation A4-65 and Zoning
Ordinance Z-5.65.
City Attorney DiLeonardi stated he attended the Cook County hearing
on Dockets #893 and#915 - #907 postponed The City has until July 10th
to file "objections.
ZONING CASE '65-14-R - SEMROW PRODUCTS -CORPORATION: Alderman Martin made
the following report: Your Committee on Municipal Development has in-
vestigated the above and has found that the Zoning Board of Appeals
had a hearing regarding rezoning this-propertjr subject to annexation.
Present'zoning is M-1 in the County. Request is'for M-2 in the City
of Des Plaines. There were no objectors at the hearing. We, your
committee on Municipal Development therefore recommend concurrence with
the Zoning Board of Appeals and request Annexation and Rezoning ordinances
be drawn by`the City Attorney. A motion was made by Alderman Martin
and seconded by Swanson to accept the -above report. Council concurred.
CERTIFICATION TESTING FOUND FAIR AND UNBIASED: Alderman Figard of the
Police Committee reported that their cmmmittee'found the testing of
policemen fair and unbiased. The following are the percentages:
60%, grading; 10% longevity; 10% oral; 10% physical; 10% superior officer.
FIRE CONTRACTS TO BE REVIEWED: A motion was made by Alderman Rateike
and seconded by Figard to review the following fire Contracts July 15,
1965: North Maine, 7 p.m.; Hawthorne -Rand, 7:30 p.m.; South Maine,
8:00 p.m.j The Mayor's office is charged with notification of the
necessary officials. The Cpuncil approved with acclamation vote.
APPROVE DRIVEWAYS: A motion was made by Alderman French and seconded
by Martin to authorize the Superintendent of Public Works to issue the
necessary permits to builders of the following driveways:
National Tea Co.: Two -35' driveways from East side pf Lee St. 74' •
and 236' North of Algonquin
Two -29' driveways on North side if Algonquin
Banner Steel Co.: One -20' driveway into Santa Rosa Dr.
One -22! driveway into Santa Rosa Dr.
The Council approved by acclamation vote.
ALDERMAN CZUBAKOWSKI'S REQUEST: LARGE TRAILER TRUCKS
PARKED IN RESIDENTIAL
AREA: A motion was made by Alderman French and seconded -by Swanson to
refer the above matter to the Traffic Commission for further study and
consultation with the City attorney. The Council approved by acclamation
vote.
ALTERNATE PARKING - SECOND AVENUE BETWEEN PRAIRIE AND RASE AVENUES: A
motion was made by Alderman French and seconded by Rateike to authorize
the City Attorney to draw up -the necessary ordinance placing Second Avenue
on an alternate parking schedule. The Council approved by acclamation vote.
TO ADVERTISE FOR BIDS - SECTION 1-65CS - SECTION 2-66CS: Alderman French
made the following report: The following matter was referred to this
committee: Section 65CS - Resurfacing of streets at an estimated
cost of $75,000 and Section 66CS - paving of Lee and Howard Sts at
an estimated cost of $65,000. Your Committee on Streets and Traffic
has investigated the above and has found approval of State has been
received for use of Motor Fuel Tax funds and the specifications drawn
have been approved. We, your Committee on Streets and Traffic there.
16ore recommend that the City Clerk advertise for bids on these two
projects with return date for bids to be July 6, 1965. A Motion was
made by French•and seconded by Martin to approve the above report and

AWARD BID FOR ONE-HALF TON PICK-UP TRUCK: The motion was made by Alder-
man Figard and seconded by Bonaguidi to award the bid for a half.ton
pick-up truck to International Harvester Company, the low bidder of
$1,774.00. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Rateike, Szabo, Prickett, Wright,'
Bolek, Shillington, Figard, Czubakovski, Swanson, French, Martin, and
Bonaguidi. Nayes: None. The Mayor declardd the motion carried.
AWARD BID FOR LOW -MOUNT DUMP TRUCK: The motion was made by Alderman
Figard and seconded by Shillington to award the bid for a low -mount
dumptruck to International Harvester Company, the low bidder of $2,794.00.
The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Rateike, Szabo, Prickett, Wright, Bolek,
Shillington, Figard, Czubakowski, SwansDn, French, Martin, and-Bonaguidi.
Nayes: None. The Mayor declared the motion carried.
AWARD BID FOR CARRY=ALL TRUCK: The motion was made by Alderman Figard
and seconded by Swanson to award -the bid for the carry=all truck to
Des Plaines Motor Sales Company, Inc., the low bidder of $2,146.38.
The Mayor put the question and the clerk called the roll with the

AWARD BID FOR NEW TRACTOR ENDLOADER AND BACKHOE: The Motion was made by
Alderman Figard and seconded -by Shillington to award the bid for the
new tractor endloader and backhoe to John F. Garlisch & Sons, the low
bidder of $6,478.00. The Mayor put the question and the clerk called
the roll with the following results: Ayes: Rateike, Szabo, Prickett,
Wright, Bolek, Shillington, Figard, Czubakowski, Swanson, French, Martin,
and Bonaguidi. Nayes: None. The Mayor declared the motion carried.
PETITION CONCERNING FLOODING CONDITIONS IN GOLDEN MANOR: Alderman
Bonaguidi, Chairman of the Sewer Committee, returned to the Clerk,
the above petition. The Mayor, City Engineer, and Superintendent of
Public Works contacted Mr. Kuntze, the builder, who will reimburse the
City for drainage tiles at the rate of $100 per house, to eliminate flooding.
AWARD BID FOR STORM SEWER - MAPLE STREET AND PRATT AVENUE: The motion was
made by Alderman Bonaguidi and seconded by Figard to award the bid for
the storm sewer to Clearbrook Plumbing Company, low bidder at $50,572.23,
and checks or bid bonds of the other bidders be returned. The Mayor put
the question and the clerk called the roll with the following results:
Ayes: Rateike, Szabo, Prickett, Wright,'Bolek, Shillington, Figard,
Czubakowski, Swanson, French, Martin, and Bonaguidi. Nayes: None.
The Mayor declared the motion carried.

ADOPT Z-5-65: ORDINANCE AMENDING ZONING ORDINANCE - 1717 RAND ROAD:
A motion was made by Alderman Rateike and seconded by Shillington to
place the above ordinance on passage. Council approved by acclamation
vote. A Motion was made by Alderman Rateike and seconded by Shillington
to adopt Ordinance Z=5-65 with`the stipulation that the Mayor and City
Clerk do not sign the Ordinance until the Covenant an4:proper documents
are properly signed.. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Rateike, Szabo, Prickett,
Wright, Bolek, Shillington, Figard, Czubakowski, Swanson, French,
Martin, and Bonaguidi. Nayes: None. The Mayor declared the motion

APPOINTMENT ARCHITECTURAL COMMISSION: A motion was made by Alderman
Figard andseconded by Szabo to approve the appmintment of Orville I.
Kurtz to the Architectural Commission, term to expire April 30, 1968.
The Council approved by acclamation vote.
DANGER -'CHILDREN CROSSING SIGNS ON WOLF ROAD: Alderman Shillington and
Figard request that "Danger -Children Crossing" signs be placed on Wolf
Road both on the East and West Side of the Street in the West Park
area. Referred to Streets and Traffic Committee and Traffic Commission.
