CALL TO ORDER: The meeting was called to -order by Mayor Pro -Tem,

Treasurer for April, Comptroller, City Attorney,&1961i.
Water Construction Account - Comptroller.
Marshall of Police, Kennicott, reported several policemen
are taking Scuba training.
Fire Chief Kolze reported several fireman also are taking
Scuba training and suggested the city invest $75 for the purchase
of suits. Mayor Pro -Tem Prickett suggested Fire Chief Kolze
refer this matter to the Finance Committee.
Building Commissioner, Regnell, received a -complaint from
Nat H. Rudd, Real Estate investments, concerning a BULKO sign
at 1685 Oakton Street. A letter from Bulk Petroleum Corporation
requesting "No Parkingt° signs at above address was referred to
the Streets & Traffic Committee for study and report.
Building Commissioner, Regnell, reported on a letter from
Golden Manor Civic Association regarding a dumping ground for
contractors on Lillian Lane between Debra and Miller Road. A
Copy of the letter was referred to Police Chief, Kennicott for
investigation and the Clerk was instructed to hold the letter
for further action.
Building Commissioners, Regnell, reported on a letter
from Krilich Builders, Inc. regarding curbing west of 605 W.
Dulles. The motion was made by Alderman Bonaguidi and seconded
by Shillington to have Attorney DiLeonardi take any legal
action necessary on Krilich Builders, Inc. where there may
be a violation of City Building or Zoning Ordinances. The
Mayor Pro -Tem put the question and the Clerk called the roll with
the following results: Ayes: Rateike,Wright, Bolek, Leer;
Shillington, Figard, Czubakowski, Wagner, Swanson, French, Martin,
and Bonaguidi. Nays: None. The Mayor Pro -Tem declared the

Building Commissioner, Regnell, reported Dockets #774,775,
and ?76 are postponed indefinitely. Docket #893 is postponed

CAR WASH ORDINANCE: Aomotion was made by, Alderman Czubakowski and
seconded by Swanson to have Attorney DiLeonardi prepare a proposed
amendment to the Zoning Ordinance in accordance with Building
Commissionerts suggestion and to petition the Zoning Board on
behalf of the City for a public hearing on said proposed amendment.
City Attorney !s to present evidence on behalf of said amendment
at the Zoning hearing. The Council approved the motion by
acclamation vote.
On motion by Alderman Martin and seconded by Shillington,.
a'recommendation submitted by F. J. Regnell, Building Commissioner,
E. Warnicke, Superintendent of Public Works, and E. N. Fletcher,
City Engineer, was referred to Building Control and Inspection
Committee with copies sent to all aldermen.
City Attorney DiLeonardi gave a progress report on plans
to adopt the City Code Blue Book as the official texts of all
as general laws -- many revisions are necessary.
STREET DEDICATION - BAUSKE PROPERTY: Alderman Martin reported
that Flats or Dedication have not been approved by Plan Commission.
On motion by Alderman Martin, seconded by French, the Council
approved the report and the plat is to be referred to the
Plan Commission.
HOEY'S SUBDIVISION: Alderman Martin made the following report:
"Your committee on MuniciDal.Development has ,investigated the
above and has found that ' ioey's,Subdivision consistsjof four
residential lots at the N. E. Corner of Pratt and Craig Drive,
Des Plaines, Illinois. Des Plaines Plan Commission approved
Plat of Subdivision April 26, 1965. We, your Committee on
Municipal Development, therefore recommend that the plat of sub-
division, known as Hoeyts Subdivision be approved and that the
Mayor and City Clerk are hereby authorized to sign said Plat after
bonds or cash are posted for necessary' improvements.' On Motion by
Alderman Martin and seconded by French, the Council approved the
report.
ZONING REPORT 65 - 10 - R -- SOUTH SIDE OF RAND ROAD BETWEEN ELK
BOULEVARD AND THE DES PLAINES RIVER (including 1717 Rand Road):
Aldermand Martin made the following report: Your Committee on
Municipal Development has investigated the above andj has found
a report submitted by Tec -Search, Inc. recommending C-1 Commercial
Zoning upon annexation. We, your Committee on Municipal Development,
therefore recommend annexation and rezoning to C-1 Commercial.
The City Attorney is hereby authorized to draw the necessary
ordinance for annexation and re-zonins." it motion by Alderman
Martin and seconded by French, authorizing the City Attorney to
draft apre-annexation agreement with the property owners and
builders to be heard at a public hearing was approved by the
Council.
PROGRESS REPORT: April 5th Annexation Rand & River Road. Alderman
Martin reported that "Municipal Development'Committee shall
continue to hold in committee until after May 24, 1965; the above.
The Entire area has been referred to Tec -Search for study and
the City Attorney asked to attend the hearing. The City Attorney
was instructed to°check into agreements with River -Rand Water
Association.
CERTIFY TWO SERGEANTS FROM ELIGIBILITY LIST: The motion was made
by Alderman Figard and seconded by Bonaguidi to have the.police
and Fire Commission certify two sergeants from the eligibility list.
The Mayor Pro -Tem put the question and the Clerk called the roll,,
with the following results: Ayes: Rateike, Wright, Bolek, Leer,

purchase necessary radio." The motion was made by Alderman
Rateike and seconded by French to approve the report. The

a total cost of $400. to be purchased with 70 ForeigtinInsurance
Fund in account with the treasurer of the Des Plaines Fire Department.

Roosevelt Road, Chicago, Illinois at a net price of $5,890.00,
and pay $90.00 additional for wire cord tires, checks, to be

has investigated the three parking meters between entrances to
City Parking Lot, East Side of Graceland has found cars parked
at these meters impede flow of traffic. We, your Committee on
Streets & Traffic, therefore recommend that meters be removed
and no parking area established and north entrance be designated
"in and south entrance "out" to prevent back up occurring near
the Graceland-Prairie signal. Alderman French moved the Council
concurrence of this report, seconded by Alderman Martin. Council

recommendation of the City Engineer that we install a 24" sewer
from the reserviors on Maple street to Pratt Avenue, the 42" sewer
East on Pratt' to Railroad Avenue and 48" from Railroad Avenue to
Mannheim Road, and tie into 72" sewer on Mannheim Road - Bids
returnable June 7, 1965. The City Engineer will draw the plans.
Your Committee on Water therefore recommend we advertise for bids."

reservoirs returnable June 21, 1965 - specifications to be
approved by City Engineer and Superintendent of :Public Works.
AWARD BIDS FOR AUTOMOBILE - BUILDING DEPARTMENT: The motion' was
made by Alderman Wagner and seconded by Czubakowski to award the
bid fora new automobile to Des Plaines Motor Sales, Inc. of Des
Plaines, Illinois at a cost of 1,962.41. The Mayor Pro -tem put
the question and the Clerk called the roll with the following

TEEN-AGE DANCE CLUB AT LEE & PARK PLACE: Alderman Leer 'gave the
following report: T'Your Committee on Youth Activity has investigated
the above and has found that a number of persons have expressed
a desire to open a Teen Age Dance Club at the above named address.
We, your Committee on Youth Activity and License, Health & Inspection
therefore recommend that the building commissioner, fire commissioner,
and health inspector inspect above property and if said property
meets all ordinances, we recommend that Mr. Hommerding and Mr.
Giovanni be granted proper licenses. The motion was made by
Alderman Leer and seconded by Bolek to approve the above report.
