CITY HALL, MONDAY, MAY 3, 1965
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderrgan Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, Rateike, Szabo, Prickett and Wright responding to roll call. The
meeting was opened with a prayer by Reverend Donald W. Hinze and the pledge of
allegiance to the flag.
OFFICIAL REPORTS: City Clerk Otto W. J. Henrich presented reports from Civil
Defense Director Kolze, Building Commissioner Regnell and Health Officer
Branding for April, 1965.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Wright to approve the minutes of April 19 and 26, 1965. Alderman Rateike
requested correction of April 19th minutes, air conditioner expenditure changed
to $8,600. to be purchased from 2% Foreign Insurance money. Alderman Bonaguidi
requested change in April 26th minutes last page, • expenditures should read -
excess of $1,500., upon corrections the Council'approved the minutes by acclamation.
OPEN BIDS FOR AIR CONDITIONER: On a motion by Alderman Wright and second by
Prickett the Clerk was instructed to open the above bids. The following bids
were received:

Attorney DiLeonardi announced settlement of Krowka condemnation suit for
$70,022. and made progress reports on Golden Manor and District 62 School
lease. On a motion by Alderman Martin and second by Bonaguidi the Council
concurred in filing resolution of protest of Cook County Zoning Dockets
869,871,872 and 873.
APPROVE DEDICATION OF SANTA ROSA DRIVE: Plat of Dedication of Santa°Rosa
Drive was approved by the City Council, Mayor and City Clerk be authorized
to sign plat upon receipt of bonds.
APPROVE PURCHASE TWO RADIOS FOR POLICE DEPARTMENT: The motion was made by
Alderman Figard and second by Czubakowski to purchase two Motorola radios for
squad cars in the Police Department for $649. per radio. The Mayor put the
question and the Clerk called the roll with the following results: Ayes:
Alderman Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, Rateike, Szabo, Prickett and Wright. Nays: None. The Mayor
declared the motion carried.
FORMAL DECLARATION TO JUDGE SENGSTOCK: On a motion by Ald'ennan Figard and
second by Prickett the Council concurred in Mayor Behrel writing a formal
declaration to Judge Sengstock commending him for his great humanitarian
services to the people of Des Plaines.
APPROVE 10 YEAR LEASE WITH SCHOOL DISTRICT 62: The motion'iw as made by
Alderman Shillington and second by Szabo to authorize the'Mayor and City
Clerk to sign School District 62 lease. The Mayor put they question and the
Clerk called the roll with the following results: Ayes: (Alderman Leer,
Shillington, Figard, Czubakowski, Swanson, French, Martin, Bonaguidi, Rateike,
Szabo, Prickett and Wright. Nays: None. The Mayor declared'the motion
carried. '
Alderman Bonaguidi announced withdrawal of Mr. DeLarco request for liquor.
license, and Howard Johnson request for liquor license recommended no further
action at this time.
DENY LIQUOR LICENSE JEWEL TEA: On a motion by Alderman Leer and second by
Bonaguidi the Council concurred in report of Committee. On a motion by
Alderman Bonaguidi and second by Prickett the Council denied request for
liquor license for Jewel Tea.

FOUR-WAY STOP AT KATHLEERI'AND MARSHALL, AND ALTERNATE PARKING FOR BEAU DRIVE:
On a motion by Alderman French and second by Shillington the Council concurred
in report recommending Kathleen and Marshall Drives be made four-way stop and
alternate parking for Beau Drive were referred to City Attorney to draw
necessary ordinances.
AWARD SIDEWALK BID TO SCHMIDT CONCRETE COMPANY FOR $.65 PER SQUARE FOOT: The
motion was made by Alderman French and seconded by Prickett to award the bid
for sidewalk repair to Schmidt Concrete Company fb.r $.65 per square foot, that
the Mayor and City Clerk be authorized to sign necessary contract. The Mayor
put the question and the Clerk called the roll with the following results.:
Ayes: Alderman Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, Rateike, Szabo, Prickett and Wright. gays: None. The Mayor
declared the motion carried.
CHANGE PARKING ON HICKORY AND FARGO AVENUES: On a motion by Alderman French
and second by Swanson the Council concurred in report changing Hickory parking
to west side from Touhy to Chase and Fargo parking to south side from Chestnut
to Lee referred to City Attorney to draw necessary ordinances.
APPROVE MOTOR FUEL TAX FUNDS 67 -CS HIGGINS CREEK BRIDGE AND WILLE ROAD ARTERIAL
STREET: The motion was made by Alderman French and second by Martin to
authorize two resolutions be signed by Mayor°and City Clerk for expending
$28,000. Motor Fuel Tax funs 67 -CS and designating Wille Road an arterial
street. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Leer, Shillington, Figard, Czubakowski,
Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett and Wright.
Nays: None. The Mayor declared the motion carried.
APPROVE 61 -CS AUTOMATIC SIGNALS HOWARD STREET: The motion was made by Alderman
French and second by Czubakowski to approve Motor Fuel Tax 61 -CS installation
of automatic flashing signals at Howard Street, west of Wolf and Railroad,
authorize Mayor and City Clerk to sign necessary agreement. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:
Alderman Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, Rateike, Szabo, Prickett and Wright. Nays: None. The Mayor
declared the motion carried.
ADVERTISE BIDS FOR STREET SWEEPER: On a motion by Alderman French and second
by Rateike the Council approved advertising bids for one street sweeper
returnable May 17, 1965, Superintendent of Public Works to draw specifications.
APPROVE DE SOTO CHEMICAL, FIRST NATIONAL BANK AND 1744 DES PLAINES AVENUE DRIVEWAYS:
On a motion by Alderman French and second by Wright the Council approved the
following driveways:
1 -A .cess driveway to Wille Road from DeSoto Chemical Company
1 : 50' and 1 - 100' to loading
2 -Two 24' driveways to New First Nationsl Bank Parking Lot upon
° approval of 'State Highway Department.
3 -One 36' driveway at 1744 Des Plaines Avenue
authorizing Superintendent of Public Works to issue" above permits.
APPROVE AMENDED CITY OF CHICAGO WATER CONTRACT: The motion was made by Alderman
Figard and second by Shillington to approve the amended City of Chicago Water
Contract and the Mayor and City Clerk be authorized to sign contract. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, Rateike, Szabo,' Prickett and Wright. Nays: None. The Mayor declared
the motion carried.
APPROVE CITIZENS UTILITIES WATER CONTRACT. The motion was made by Alderman
Figard and second by Shillington to approve the Citizens Utilities water
contract and the Mayor and City Clerk be authorized to sign contract. The
Mayor put the question and the Clerk called the roll with the following results:
Ayes: Alderman Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin,
Bonaguidi, RaAeike, Szabo, Prickett and Wright. Nays: None. The Mayor
declared the motion carried.
APPROVE RANKIN-LEAKFINDER CONTRACT: The motion was made by Alderman Figard
and second by Shillington to approve the Rankin-Leakfinder contract for
$3,000. and the Mayor and Clerk to sign the new contract. The Mayor put the
question and the Clerk called the roll with the following results: Ayes:

declared the motion carried.
APPROVE DAMP COMMISSION PAYMENT: The motion was made by Alderman Figard and
second by Czubakowski to approve payment to the D.A.M.P.- Commission of $1,000.
to carry on work of the Commission. After considerable discussion the Mayor
put the question and the Clerk called the roll with the following results:
Ayes: Alderman Shillington, Figard, Czubakowski, Swanson,1French, Martin,
Bonaguidi, Rateike, Prickett and Wright. Nays: Alderman Leer and Szabo.
The Mayor declared the motion carried.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:
BE IT REBCLVED BY THE CITY COUNCIL OF
THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE
AND HEREBY ARE AUTHORIZED TO MAKE
PAYMENT FOR SAME.
Total: $130,587.49. The motion was made by Alderman Prickett and second by
Swanson to adopt the resolution. The Mayor put the question and the Clerk
called the roll with the following results: Ayes: Alderman Leer, Shillington,
Figard, Czubakowski, Swanson, French, Martin, Bonaguidi, Rateike, Szabo,`
Prickett and Wright. Nays: None. The Mayor declared the motion carried.
HOEY''S SUBDIVISION: The Mayor referred the Plan Commission letter on Hoey's
Subdivision to the Municipal Development Committee.
SCHOOL DISTRICT 62 LETTER: The Mayor referred the letter from School District
62 on curbs and gutters on Everett Street from Webster Lane to the Plainfield
School to the Street and Traffic Committee for study and report.
BELLAIRE AVENUE SUBDIVISION: The Mayor referred the Bellaire Subdivision
platto the Plan Commission.
ANNEXATION OF LOT 5 IN BLOCK 1 HOMELAND ACRES: Cin a motion by Alderman
Martin and second by Prickett the Council concurred in report approving
annexation of Lot 5 Block 1 Homeland Acres commonly known as 1466 Wolf
Road be referred to the City Attorney to draw necessary ordinance.
ADJOURN SINE DIE; The motion was made by Alderman Rateike and second by
Prickett to adjourn sine die. The motion was approved by acclamation.
INSTALLATION OF CITY OFFICIALS: The Mayor introduced Ralph Martin who was
Master of Ceremonies. Mr. Martin then introduced Reverend Donald W. Hinze
who gave the invocation. Mr. Martin introduced Judge Herbert R. Stoffels
who installed Mayor, Herbert H. Behrel City Clerk Bertha El Rohrbach,
Alderman Irving C. Itateike, Louis A. Wright, Charles J. Bork, Reuel H.
Figard, Lois M. Czubakowski, Charles A. French and Daniel W. Bonaguidi for
four year terms and Alderman Alfred J. Prickett and CorvinlR. Wagner for
two year terms. Albert L. 5engstock gave a moving talk and received a
standing orvation. Reverend Donald W. Hinze then gave theiclosing prayer.
