CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, AUGUST 20, 1990
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor D. Michael Albrecht at 8:05 P.M. in the
Eleanor Rohrbach Memorial Council Chambers, Des
Plaines Civic Center on Monday, August 20, 1990.
ROLL CALL:
Roll Call indicated the following Aldermen present:
Childers, Christiansen, Wetter, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro,
City Comptroller Peters, Commissioner of Public Works Matula,
Deputy Fire Chief Albrecht, Police Chief Storm, Municipal Development
Department Liaison D'Onofrio, City Engineer Oakley, Human Resources
and Services Director Panouses, and Corporate Attorney Delort.

The opening prayer was given by Pastor David Jones,
First Presbyterian Church, followed by the Pledge of
Allegiance to the Flag.
Moved by Sarlo, seconded by Wetter, to approve
Minutes of regular meeting of the City Council held
August 6, 1990, as published. Motion declared
carried.
Moved by Sarlo, seconded by Chiropolos, to approve
Minutes of executive session of the City Council held
August 6, 1990. Motion declared carried.
BILLS PAYABLE: Moved by Schneck, seconded by Childers, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT
FOR SAME. Total: $1,058,199.44. Upon roll call,

BLOCK GRANT the amount of $282,701, and authorize the Mayor to
BUDGET: submit the grant application to HUD. Upon roll call,
the vote was:

Resolution R-20-90 protesting the construction and
operation of a solid waste transfer station in the
(SWANCC) unincorporated area northeast of the Des Plaines/
River Road and Central Road intersection and con-
tiguous with Des Plaines, be adopted at appropriate
time this evening. Motion declared carried. The
Mayor voted aye.

REPLACEMENT rescind action taken by the City Council on July 16,
PROGRAM: 1990 to award contract for 1990 50/50 Sidewalk
Replacenent Program to lowest bidder, August Contrac-
tors, Inc., 3080 W. Division Street, Melrose Park, IL
60160, because contracter was not able to produce
required documents, and award this contract to the
next lowest bidder, Schroeder and Schroeder, Inc.,
38 N. Broadway, Des Plaines, in the amount of
$113,865. Upon roll call, the vote was:

service from the bank building to the
bank parking lot lighting system.

for Pratt Avenue Relief Sewer to incorporate changes
to the pre -final contract plans and complete work not
anticipated or identified in original agreement, in
the amount of $47,481/1987 Sewer Bond Account. Upon

OF CITY -OWNED recommendation of Public Works Committee that City
PROPERTY: auction off certain Public Works vehicles through the
Northwest Municipal Conference and that Ordinance
M-34-90 be adopted at appropriate time this evening.

proposal from Thornton Equipment Services, Inc.,

sediment removal and replacement of 36' of pipe for
repairs to collapsed storm sewer behind 582 Columbia
Avenue near Seegers Road, in the amount of $25,039.

presented by Sherrill Ornberg, Public Safety Communi-
cations Coordinator. Motion declared carried.
Moved by Childers, seconded by Wetter, to adopt the
recommendation of Public Works Committee to grant
request from Des Plaines Mall Merchants Association
to hold a Pet Parade on the north Mall lot at
Ellinwood and Lee Streets from 11 AM - 4 PM; Ellinwood
Street to be closed; Public Works Department to
provide barricades; permit hanging of banner on Behrel
Deck; clean up of the entire area will be done by
the Des Plaines Mall Merchants Association; and proper
insurance and hold harmless agreement be provided,
for event on Saturday, August 25, 1990. Motion
declared carried.

recommendation of Municipal Development Committee to
grant request re Case 90-40-V for variation to permit
the retention of an existing accessory building larger
than the permited 10' x 12' size on property located
at 63 Westfield Lane, and City Attorney be authorized
to draft necessary ordinance (Ordinance Z-15-90 will
come before the Council at appropriate time this
evening). Motion declared carried.
HOUSING Moved by Sarlo, seconded by Childers, that proposed
MAINTENANCE Housing Maintenance Ordinance (Appearance Code) be
ORDINANCE: approved (Ordinance M-35-90 on First Reading this
