MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JULY 16, 1990 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:06 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, July 16, 1990. ROLL CALL: Roll Call indicated the following Aldermen present: Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Haupt. Alderman Chiropolos was absent. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Panouses, and City Attorney Kolman. PRAYER AND PLEDGE: The opening prayer was given by Reverend Thomas Zimmerman, Good Shepard Lutheran Church, followed by the Pledge of Allegiance to the Flag. ACKNOWLEDGEMENT: Mayor Albrecht acknowledged the outstanding action taken by Fire Alarm Operator James Bronk on June 14, 1990, when he received a call from a distraught mother whose baby had stopped breathing. While he was trying to keep her calm, he gave her CPR instructions to relay to her husband who was trying to revive the baby. By the time the paramedics arrived the baby was breathing again. Fire Chief Clark advised the Council that this was the third time Mr. Bronk had handled a crisis situation in such a commendable manner. An appropriate presentation will be made at a future Council meeting. BILLS PAYABLE: Moved by Schneck, seconded by Childers, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $470,463.66. Upon roll call, the vote was: AYES: 7 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Haupt NAYS: 0 -None ABSENT: 1-Chiropolos Motion declared carried. 1989 STREET Moved by Christiansen, seconded by Sarlo, to adopt RESURFACING recommendation of Engineering Committee to approve CONTRACT/ Change Order #1 to contract with Allied Asphalt CHANGE ORDER: Company, P.O. Box 635, Hillside, IL 60162, for additional work quantities for 1989 Street Resur- facing Project, in the amount of $112,961.90, and City Clerk be authorized to execute Supplemental Resolution in the amount of $14,000/MFT Funds, Section 89-00000-02 GM. Division Street, Melrose Park, IL 60160, in the amount of $111,490, and bid bonds/checks be returned to unsuccessful bidders. Upon roll call, the vote was: AYES: 7 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Haupt NAYS: 0 -None ABSENT: 1-Chiropolos Motion declared carried. BLACKHAWK PARK Moved by Christiansen, seconded by Childers, to adopt REGRADING: recommendation of Engineering Committee to award contract for regrading of Blackhawk Park, Golf Road east of Mt. Prospect Road, to lowest bidder, Albrecht Enterprises, 2855 Orchard Plack, Des Plaines IL 60018, in the amount of $36,120, and bid bonds/ checks be returned to unsuccessful bidders. Upon roll call, the vote was: AYES: 7 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Haupt NAYS: 0 -None ABSENT: 1-Chiropolos Motion declared carried. SIDEWALK SALE DAYS: Moved by Christiansen, seconded by Sarlo, to adopt recommendation of Engineering Committee to grant request from Des Plaines Chamber of Commerce for permission to hold their annual Sidewalk Sale Days from August 16 through August 19, 1990. Motion declared carried. LIQ. LIC./ Moved by Haupt, seconded by Wetter, to adopt the 1460 RAND RD.: recommendation of License & Judicial Committee to grant request for Class A -J Liquor License for property located at 1460 Rand Road, d/b/a Annie T's, Ltd. (formerly "Z" Gathering). Motion declared carried. LEAVE OF Moved by Haupt, seconded by Wetter, to adopt the ABSENCE/ recommendation of License & Judicial Committee to CITY ATTORNEY: grant a maternity leave of absence for City Attorney Kolman, and to retain the services of Odelson & Sterk, Ltd., 3318 W. 95th Street, Evergreen Park, IL 60642, for 20 hours per week at $50 per hour and $500 per month for attendance at Council and Committee meetings. Upon roll call, the vote was: AYES: 7 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Haupt NAYS: 0 -None ABSENT: 1-Chiropolos Motion declared carried. NEGOTIATE Moved by Haupt, seconded by Wetter, to adopt the SETTLEMENT OF recommendation of License & Judicial Committee that PENDING LITIGA: City's claims administrator be authorized to negotiate settlement of pending litigation as discussed in Executive Session of License & Judicial Committee meeting of July 11, 1990. Mannheim Road, d/b/a Spiros Restaurant, has been referred back to committee. THIRD FLOOR REMODELING: Moved by Childers, seconded by Christiansen, to adopt recommendation of Public Works Committee to authorize additional funds for remodeling of Third Floor in the amount of $14,987 (pneumatic system, sink installa- tion, special glass & glazing, extra doors & frames, sprinkler system). Upon roll call, the vote was: AYES: 6 -Childers, Christiansen, Wetter, Schneck, Sarlo, Haupt NAYS: 1-Hardiman ABSENT: 1-Chiropolos Motion declared carried. AUXILIARY Moved by Hardiman, seconded by Haupt, to adopt the POLICE FOR recommendation of Public Safety Committee that SUMMER FEST: Resolution R-19-90 authorizing the Mayor to appoint auxiliary police officers for the purpose of aiding or directing traffic control in and around Maryville Academy, Central and River Roads, during the Summer Thriller Festival, August 22 through August 26, 1990, be adopted at appropriate time this evening. Motion declared carried. SINGLE BID/ Moved by Hardiman, seconded by Schneck, to adopt the FIRE STATIONS recommendation of Public Safety Committee to reject DOORS CONTROL: the single bid opened at the Council meeting of July 2, 1990 (which was referred back to committee for review) because the bid exceeded the budget for this item, and that it be included in the 1991 Budget.
