MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JUNE 18, 1990 ;CALL TO ORDER: .The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:15 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, June 18, 1990. ROLL CALL: Roll Call indicated the following Aldermen present: Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Panouses, and City Attorney Kolman. PRAYER AND PLEDGE: The opening prayer was given by City Clerk McAllister, followed by the Pledge of Allegiance to the Flag. WELCOME/CLINICAL Mayor Albrecht welcomed the students from Maine West GOVERNMENT PROG. High School who are participating in the 1990 Clinical STUDENTS: Government Program. The aldermen introduced them- selves, what ward they represent, and also welcomed the students. This program, initiated by Eric Edstrom, Social Science Chairman at Maine West High School and the late City Clerk Eleanor Rohrbach, is now in its 15th year. MINUTES: EXECUTIVE SESSION: Moved by Sarlo, seconded by Chiropolos, to approve Mintues of regular meeting of the City Council held June 4, 1990, as published. Correction: Page Three, Paragraph Five, Lines Three and Eleven, should read "regrading" instead of "regarding." Following correction, motion declared carried. Moved by Sarlo, seconded by Chiropolos, to approve Minutes of Executive Session of the City Council held June 4, 1990. Motion declared carried. Moved by Hardiman, seconded by Schneck, to go into Executive Session to discuss personnel. BILLS PAYABLE: Moved by Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Moved by Schneck, seconded by Sarlo, to adopt the recommendation of Finance Committee to approve the Flood -Rebate Program that would allow up to a maximum $1,000 rebate based upon 20% of the actual cost of the verifiable construction of flood mitigation/ prevention projects on a residence, effective July 1, 1990; the City Manager, Comptroller and City Engineer administer the program. Upon roll call, the vote was: AYES: 7 -Childers, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 1 -Christiansen ABSENT: 0 -None Motion declared carried. Moved by Schneck, seconded by Sarlo, to adopt the recommendation of Finance Committee that the City participate in the Des Plaines Chamber of Commerce's 12th annual edition of its Membership Directory at a cost not to exceed $3,000, and deny request from the Chamber of Commerce for printing of a half -page ad in the same publication for $300. Upon roll call, the vote was: AYES: 8 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 0 -None ABSENT: 0 -None Motion declared carried. Moved by Schneck, seconded by Sarlo, to adopt the recommendation of Finance Committee to continue the City's current position classification and compensa- tion plan until April 30, 1991, and current position ranges be increased 5% effective May 1, 1990 to April 30, 1991, and City Attorney be authorized to draft necessary ordinance. Moved by Sarlo, seconded by Haupt, to adopt the recommendation of Municipal Development Committee to concur with recommendation of Des Plaines Plan Commission and Zoning Board of Appeals re Case 90 -22 -SU to grant request for an amendment to a Special Use to allow reconstruction and operation of an existing self-service gas station and retail mini - mart on property located at 1222 Lee Street in C-2 Commercial District, and City Attorney be authorized to draft necessary ordinance. Motion declared carried Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee that Engineering Department be authorized to solicit proposals from three contractors for repair of 6" water main under the Wisconsin Central Railroad tracks at Graceland Avenue with a return date of June 27, 1990. PRAIRIE -FARMERS Moved by Chiropolos, seconded by Christiansen, to CREEK STEERING adopt recommendation of Engineering Committee that the COMMITTEE: City become a member of the Prairie -Farmers Creek Steering Committee and endorse its goals and objec- tives, and that Resolution R-16-90 be adopted at appropriate time this evening. Motion declared carried. AMENDMENTS/ Moved by Christiansen, seconded by Hardiman, to adopt AUTOMATIC recommendation of Building Code Committee to concur SPRINKLER ORD.: with the recommendation of the Fire Prevention Bureau and Municipal Development Department that the following revisions be made to the Building Code re automoatic sprinkler ordinance: 1. Increase exit travel distances per NFPA #101, 2. Increase deadend exit travel distances per NFPA #101, 3. Wall, ceiling and floor finishes per NFPA #101, 4. Remove Class 4 Flame Spread Rating from Building Code, and City Attorney be authorized to draft necessary ordinance. Motion declared carried. RESIDENTIAL GARAGES: Moved by Christiansen, seconded by Hardiman, to adopt recommendation of Building Code Committee to concur with recommendation of Municipal Development Depart- ment that revision be made to the Building Code re grade requirement for detached residential garages in the flood plain, and City Attorney be authorized to draft necessary ordinance. GARBAGE Moved by Childers, seconded by Christiansen, to adopt ORDINANCE: recommendation of Public Works Committee to approve amended proposed ordinance regulating yard waste and composting, and that Ordinance M-22-90 (amended) be adopted at appropriate time this evening. COUNCIL DESK MODIFICATION: Moved by Childers, seconded by Wetter, to adopt the recommendation of Public Works Committee that the Administration proceed with the reconfiguration of the Council seating area to remove the first row, moving the back row forward and adding four more chairs. Motion declared carried. ARCHITECTURAL Moved by Childers, seconded by Wetter, to adopt the PROPOSALS/ recommendation of Public Works Committee to accept 2ND FLOOR: the lowest proposal received for architectural services on the demolition and remodeling of the 2nd floor of the Civic Center from The Cawn Group, PC, 3000 Dundee Road, Suite 312, Northbrook, IL 60062, in the amount of $6,700. Upon roll call, the vote was: AYES: 8 -Childers, Christiansen, Wetter, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 0 -None ABSENT: 0 -None Motion declared carried. UNDERGROUND Moved by Childers, seconded by Wetter, to adopt the STORAGE TANK: recommendation of Public Works Committee that the two bids received for the replacement of a full storage tank at the Public Works facility be rejected because the lowest bid exceeds the budget for this item, and that it be included in the 1991 budget. Motion declared carried. 293. 6/18/90 PAGE FOUR JAYCEES Moved by Childers, seconded by Wetter, to adopt the CRAFT SHOW: recommendation of Public Works Committee to grant request from the Des Plaines Area Jaycee's to use the Behrel Deck for their 13th Annual Craft Show on Friday and Saturday, July 28 and 29, 1990, pending receipt of certificate of insurance. Motion declared carried. CLARIFICATION Moved by Wetter, seconded by Hardiman, to adopt the PET ORDINANCE: recommendation of Community Services Committee that since the City is not requiring written proof of current rabies vaccination until next year, that written proof of neutering/spaying should also be exempt until next year and appropriate City employees be directed to accept resident's word in these matters during this first year of the new animal control ordinance, and that residents be provided with notification that these verifications will be required next year. Motion declared carried. BLACKHAWK Moved by Chiropolos, seconded by Christiansen, to PARK REGRADING: rescind action taken by the Council on June 4, 1990, that single bid received for regrading of Blackhawk Park be awarded to Northwestern Landscape Contractors, Inc., P.O. Box 72289, Roselle, IL 60172, because contractor did not fully comply with bid procedures. Motion declared carried. Moved by Chiropolos, seconded by Christiansen, that the City Clerk be authorized to advertise for bids for regrading of Blackhawk Park, Golf Road east of Mt. Prospect Road, returnable by 3 P.M. on Thursday, July 5, 1990. Motion declared carried.
